WASHINGTON, Feb 4 (Reuters) - In the heart of Washington, a room full of satellite imaging and aerial photographs is where the monumental task of rebuilding Haiti begins.
The Haiti Situation Room at the World Bank contains materials assembled by thousands of volunteers from 103 organizations including universities, government and private aid agencies, and companies helping the earthquake-devastated nation. The software specialists, scientists and technicians from around the world joined disaster experts and urban planners at the World Bank, the poverty-fighting institution that will be play a major role in helping Haiti recover."For the first time the world is responding to a crisis in a 21st Century way," says Joaquin Toro, a senior disaster risk management specialist at the World Bank."The technology allows us to have a big picture of what happened without having to spend a month or two months on the ground," Toro said. Flying over Haiti several times a day, aircraft equipped with optical laser sensors and high-definition imagery have gathered aerial photographs of the devastation in which as many as 200,000 people died. Downloaded to a server of the University of Puerto Rico, then transferred to the Rochester Institute of Technology, the images are processed and sent to the team at the World Bank. In the Situation Room, Galen Burr Evans, a World Bank urban development specialist, examines an aerial photograph of the broken capital Port-au-Prince. He touches a screen mounted on a wall and it quickly zooms in on a damaged building he identifies as a hotel. The images are so sharp it is easy to see people in the street carrying water buckets."With that type of detail we can do analysis of the level of damage, whether buildings are completely destroyed, or just heavily damaged," Evans said.
ZONING IN ON DISASTER By working with groups like Google, Yahoo, NASA, Microsoft, ImageCAT and the Earthquake Engineering Research Institute, Evans said the World Bank halved preparation time for disaster damage assessments...improved satellite imagery allow experts to figure out objects as small as 15 centimeters (6 inches) in size on the ground in Haiti....
US/UN Stop blocking Haitian Relief - Haiti has its own rebuilding plans
Four million Haitians abroad should NOT be blocked because the United States unilaterally decided to use the earthquake to take over Haiti's ports, airports and stop commercial flights into Haiti for its own purposes. This hinders these millions upon millions of Haitians abroad from entering Haiti with resources, authentic and DIRECT help for their families, their people, their homeland.

Six days passed before the US Air Force dropped bottled water to people suffering thirst and dehydration.
The first TV reports played a critical role, giving the impression of widespread criminal mayhem. Matt Frei, BBC reporter dispatched from Washington, seemed on the point of hyperventilation as he brayed about the “violence” and need for “security”. In spite of the demonstrable dignity of the earthquake victims, evidence of citizens’ groups toiling unaided to rescue people, and even an American general’s assessment that the violence in Haiti was considerably less than before the earthquake, Frei claimed “looting is the only industry” and “the dignity of Haiti’s past is long forgotten.” Thus, a history of unerring US violence and exploitation in Haiti was consigned to the victims...." In all these "marshall plans," all these plans, plans, plans for rebuilding Port au Prince, WHERE are the Haitians of Kafou, Site Soley, La Saline, Croix Des Bourquet, Leoganes, Petit Goaves, Cap Haitian and the rest of Haiti who've been pushing to change the paradigm for Haiti WITHOUT militarization, without foreign ownership, without NGO dependency, without foreign meddling, for decades after decades? Where is the Haiti who only wants solidarity of its more powerful neighbors, not paternalism. Where is the re-memberment of no less than two centuries resistance to Western re-colonization and becoming a US/France client state?
Where is the acknowlegement that the forcibly removed, democratically elected president of Haiti , along with Haitians, already HAVE put together a plan for a private/public partnership to REBUILD Haiti, back when Haiti was free and that information is outlined, as well as, what Haiti's resources/riches are to finance this rebuilding, in a book called "Investing In People: Lavalas White Book under the direction of Jean-Betrand Aristide (Investir Dans L'Humain).

Cholera was born and bred in the deadly conditions millions have been living and dying in long before since the Jan, 12 earthquake when US military blocked incoming relief. Some of America’s leading billionaires have met secretly to consider how their wealth could be used to slow the growth of the world’s population. Described as the Good Club by one insider, it included David Rockefeller Jr, the patriarch of America’s wealthiest dynasty, Warren Buffett and George Soros, the financiers, Michael Bloomberg, the mayor of New York, and the media moguls Ted Turner and Oprah Winfrey. The informal afternoon session was so discreet that some of the billionaires’ aides were told they were at “security briefings”. Stacy Palmer, editor of the Chronicle of Philanthropy, said the summit was unprecedented. “We only learnt about it afterwards, by accident. Normally these people are happy to talk good causes, but this is different – maybe because they don’t want to be seen as a global cabal,” he said. Some details were emerging this weekend, however. UN Urges Halt to Cholera Violence Hampering Aid Efforts
CHOLERA - HAITI STRAIN ANALYSIS
The origins of the strain became a hot issue in Haiti this week after the mayor of Mirebalais, a town in the middle of the outbreak, suggested Nepalese soldiers brought it from their homeland to a nearby United Nations peacekeeping camp but UN officials say there's been no evidence of cholera in the camp. The CDC laboratory work so far has established that the Haitian cholera strain is one that's been identified in Latin America, Asia and Africa.
The US Centers for Disease Control and Prevention (CDC) said that so-called DNA fingerprinting shows various samples of cholera taken from Haitian patients "most closely resemble a strain from South Asia. ..."

UN Expects Haiti Cholera Cases to Rise
U.N. Humanitarian Aid Coordinator in Haiti Nigel Fisher says cholera cases have been found in every Haiti province, known as departments, as well as the capital Port-au-Prince...the United Nations is trying to collect more data to include information from communities to get a more realistic picture of the outbreak. "We expect to have, once that data comes in, a significant increase in recorded cases" said Fisher.Speaking to reporters in New York during a teleconference from Haiti, Fisher said emphasis is continuing on educating the public about the disease and making sure they have access to oral rehydration salts and tablets to chlorinate their water...plans are also being made to increase the number of cholera treatment centers across the country.

Cap-Haitien, the country’s second city, was this morning cut off from the rest of Haiti after a day of rioting shut its roads and airport and left more than a dozen people wounded. The flare-ups followed mounting anger and fear over a disease which many blame on effluent from a base used by Nepalese troops in the Artibonite valley, where the outbreak began three weeks ago.
No official investigation into the epidemic’s origin has been launched...The US Centers for Disease Control and Prevention found that the strain, which has infected more than 15,000 people and reached all 10 departments, resembled one from south Asia....

Praecipio International, a non-profit organization that tracks disease outbreaks globally, is issuing this emergency appeal for funding to assist in responding to the ongoing cholera disaster in Haiti. The founders of Praecipio International have extensive public health experience and led the same analytical team that first detected and warned of the potential crisis evolving in Mexico in spring of 2009 that was later confirmed by the World Health Organization to be the H1N1 influenza pandemic.
Praecipio International is issuing this Emergency Appeal for the following operational actions:
1. Continue to expand the established, 600+ member infectious disease reporting network, the Haiti Epidemic Advisory System (HEAS), which is an entity independent from official reporting systems, to support early warning of cholera hot spots;
2. Continue to provide actionable and validated information on cholera activity using in-country verification sources to prompt immediate, life-saving “swarm” response among the 600+ HEAS members; and
3. Continue to provide key integrative strategic assessments to guide rapid response.
