Every pragmatic new US fix only hastenS its own defeat as it tries to salvage its hegemony it degrades, brutalizes and destroys billions of lives, lands, loves, and hopes, the resistance to its 'humanitarian aid' grows. The US cannot take its current dominance for granted and needs to invest in the programs, platforms, and personnel that will ensure that dominance's persistence.... Other nations may be unwilling to challenge the US fighter to fighter, ship to ship, tank to tank. But they are developing the disruptive means to blunt the impact of U.S. power, narrow US military options, and deny the US military freedom of movement and action.... US ability to deal with future threats will depend on its performance in current conflicts. To be blunt, to fail - or to be seen to fail - in either Iraq or Afghanistan would be a disastrous blow to U.S. credibility, both among friends and allies and among potential adversaries...
Since 9/11through the efforts first of Secretary of State Colin Powell and now of Secretary of State Condoleezza Rice, the State Department has made a comeback. Foreign Service officers are being hired again, and foreign affairs spending has about doubled since President Bush took office. Yet even with a better-funded State Dept. and U.S. Agency for International Development [USAID] future military commanders will not be able to rid themselves of the tasks of maintaining security and stability. To truly achieve victory as Clausewitz defined it -- to attain a political objective -- the United States needs a military whose ability to kick down the door is matched by its ability to clean up the mess and even rebuild the house afterward.
Given these realities, the military has made some impressive strides in recent years. Special Operations have received steep increases in funding and personnel. The Air Force has created a new air advisory program and a new career track for unmanned aerial operations. The Navy has set up a new expeditionary combat command and brought back its riverine units. New counterinsurgency [CI] and Army Operations Manuals, plus a new maritime strategy, have incorporated the lessons of recent years in service doctrine. "Train and equip" programs allow for quicker improvements in the security capacity of partner nations.
And various initiatives are under way that will better integrate and coordinate U.S. military efforts with civilian agencies as well as engage the expertise of the private sector, including nongovernmental organizations and academia....

We shouldn`t overdramatize current disagreements with the Russians. Objective of our policy toward Black Africa is to prevent social upheavals which could radically change the political situation throughout the area. The success or failure of our policy in the region depends on the solution international and internal issues whose importance of the United States is on the increase....
...BLACK AFRICA AND THE U.S. BLACK MOVEMENT Apart from the above-mentioned factors adverse to U.S. strategic interests in Black Africa, the nationalist liberation movement in black Africa can act as a catalyst with far reaching effects in the American black community...
An occurrence of the events of *1967-68 would do grievous harm to U.S. prestige, especially in view of the concern of the present Administration with human rights issues. In the context of long-term strategy, the United States can not afford a radical change in the fundamentals of its African policy, which is designed for maximum protection of national security. In the present case, emphasis is laid on the importance of Black Africa for U.S. political, economic and military interests.
RECOMMENDATIONS
In weighing the range of U.S. interests in Black Africa, basic recommendations arranged without intent to imply priority are:
1. Specific steps should be taken with the help of appropriate government agencies to inhibit coordinated activity of the Black Movement in the United States.
2. Special clandestine operations should be launched by the CIA to generate mistrust and hostility in American and world opinion against joint activity of the two forces, and to cause division among Black African radical national groups and their leaders.
3. U.S. embassies to Black African countries specially interested in southern Africa must be highly circumspect in view of the activity of certain political circles and influential individuals opposing the objectives and methods of U.S. policy toward South Africa. It must be kept in mind that the failure of U.S. strategy in South Africa would adversely affect American standing throughout the world. In addition, this would mean a significant diminution of U.S. influence in Africa and the emergence of new difficulties in our internal situation due to worsening economic prospects.
4. The FBI should mount surveillance operations against Black African representatives and collect sensitive information on those, especially at the U.N., who oppose U.S. policy toward South Africa. The information should include facts on their links with the leaders of the Black movement in the United States, thus making possible at least partial neutralization of the adverse effects of their activity.

B. THE RANGE OF POLICY OPTIONS
The concern for the future security of the United States makes necessary the range of policy options. Arranged without intent imply priority they are:
(a) to enlarge programs, within the framework of the present budget, for the improvement of the social and economic welfare of American Blacks in order to ensure continuing development of present trends in the Black movement;
(b) to elaborate and bring into effect a special program designed to perpetuate division in the Black movement and neutralize the most active groups of leftist radical organizations representing different social strata of the Black community: to encourage division in Black circles;
(c) to preserve the present climate which inhibits the emergence from within the Black leadership of a person capable of exerting nationwide appeal;
(d) to work out and realize preventive operations in order to impede durable ties between U.S Black organizations and radical groups in African states;
e) to support actions designed to sharpen social stratification in the Black community which would lead to the widening and perpetuation of the gap between successful educated Blacks and the poor, giving rise to growing antagonism between different Black groups and a weakening of the movement as a whole.
(f) to facilitate the greatest possible expansion of Black business by granting government contracts and loans with favorable terms to Black businessmen;
(g) to take every possible means through the AFL-CIO leaders to counteract the increasing influence of Black labor organizations which function in all major unions and in particular, the National Coalition of Black Trade Union and its leadership including the creation of real preference for adverse and hostile reaction among White trade unionists to demands for improvement of social and economic welfare of the Blacks;
(h) to support the nomination at federal and local levels of loyal Black public figures to elective offices, to government agencies and the Court.

Today's world is a crucible of challenges testing American leadership. Global problems, from violent extremism to worldwide recession to climate change to poverty, demand collective solutions, even as power in the world becomes more diffuse. And they cannot be solved unless a nation is willing to accept the responsibility of mobilizing action. The United States is that nation.
I began my tenure as U.S. Secretary of State by stressing the need to elevate diplomacy and development alongside defense -- a "smart power" approach to solving global problems. To make that approach succeed, U.S. civilian power must be strengthened and amplified. It must, as U.S. Secretary of Defense Robert Gates has argued in these pages, be brought into better balance with U.S. military power. In a speech last August, Gates said, "There has to be a change in attitude in the recognition of the critical role that agencies like [the] State [Department] and USAID [the U.S. Agency for International Development] play . . . for them to play the leading role I think they need to play. This effort is under way. Congress has already appropriated funds for 1,108 new Foreign Service and Civil Service officers to strengthen the State Department's capacity to pursue American interests and advance American values. USAID is in the process of doubling its development staff, hiring 1,200 new Foreign Service officers with the specific skills and experience required for evolving development challenges, and is making better use of local hires at our overseas missions with deep knowledge of their countries. The Obama administration began rebuilding USAID to make it the world's premier development organization, one that fosters long-term growth and democratic governance, includes its own research arm, shapes policy and innovation, and uses metrics to ensure that our investments are cost-effective and sound.

Clinton was greeted Tuesday "on the soil of free Libya" (her words) by what the NYT quaintly described as an "irregular militia" (translation: a heavily armed gang already raising hell against other heavily armed gangs), before meeting TNC chairman Mustafa Abdel-NATO (formerly known as Jalil).... she did have time to unveil a US foreign policy "secret" -- the US wants Gaddafi "dead or alive", George W Bush-style (or targeted assassination Barack Obama-style).
NATO is exercising R2P ("responsibility to protect" civilians). A few hundred soldiers and no less than 80,000 civilians bombed for weeks by NATO and the former "rebels". Only 20,000 civilians managed to escape. There's no food left. Water and electricity have been cut off. Hospitals idled. The city - under siege - is in ruins. Sirte imams issued a fatwa (decree) allowing survivors to eat cats and dogs.... Just like the murderous US offensive in Fallujah in late 2004, Sirte is being destroyed to "save it"... brought to you by NATO rebels. R2P, RIP.
It gets much nastier. Libya is just one angle of a multi-vector US strategy in Africa. Wacko presidential candidate Michelle Bachmann, during Tuesday's Republican debate in Las Vegas, may have inadvertently nailed it. Displaying her geographical acumen as she referred to Obama's new US intervention in Uganda, she said, "He put us in Libya. Now he's putting us in Africa." As for Obama "putting us in Africa" (see Obama, King of Africa Asia Times Online, October 18, 2011), those 100 special forces in Uganda billed as "advisers" should be seen as a liquid modernity remix of Vietnam in the early 1960s that started with a bunch of "advisers" - the rest is history.
Murderous mystic crackpot Joseph Kony's Lord's Resistance Army (LRA) is now a rag-tag bunch of no more than 400 warriors (they used to be over 2,000). They are on the run - and not even based in Uganda, but in South Sudan (now a Western protectorate), the Central African Republic and the long border with the Democratic Republic of Congo....
Obama's Uganda surge is also a classic Pipelineistan gambit. The possibly "billions of barrels" of oil reserves discovered recently in sub-Saharan Africa are located in the sensitive cross-border of Uganda, South Sudan, the Central African Republic and the Democratic Republic of Congo....
Unified Protector, Odyssey Dawn and all other metaphors Homeric or otherwise for the AFRICOM/NATO 40,000-plus bombing of Libya yielded the desired result; the destruction of the Libyan state and much of the country's infrastructure, to the delight of disaster capitalism vultures...
It's useful to remember that last Friday, the same day the US State Department announced it was sending "contractors" to Libya, was the day Obama announced his Uganda surge. And two days later, Kenya invaded Somalia - once again under the R2P excuse of protecting civilians from Somali jihadis and pirates. The US adventure in Somalia looks increasingly like a mix of Sophocles and the Marx Brothers. First there was the Ethiopian invasion (failed miserably). Then the thousands of Ugandan soldiers sent by Museveni to fight al-Shabaab (partially failed; after all the Washington-backed "government" barely controls a neighborhood in Mogadishu).
Now the Kenyan invasion. A measure of CIA brilliance is that its operatives have been on the ground for months alongside bundles of mercenaries. Soon some counter-insurgency hotshot in Washington praying at the altar of new CIA head David Petraeus will conclude the only solution is an army of MQ-9 Reapers to drone Somalia to death.
The big picture remains the Pentagon's AFRICOM spreading its militarized tentacles against the lure of Chinese soft power in Africa, which goes something like this: in exchange for oil and minerals, we build anything you want, don't try to sell you "democracy for dummies"....

Moummar Gaddafi is guilty of insubordination to the proverbial world godfather: US imperialism, and its allies... he committed the cardinal sin of challenging the unbridled reign of global capital, of not following the “guidelines” of global finance captains, the IMF, WB and WTO; of refusing to join US military alliances...of creating social safety net programs—not for giant corporations...but for the people...thus the criminal agenda of Messrs Obama, Cameron, Sarkozy, and complicit allies to overthrow or kill Mr. Gaddafi and other “insubordinate”... is part of the same agenda dismantling such programs at home. While the form, the context and the means of destruction may be different, all are part of global class warfare... by military or “non-violent” processes...after resisting the self-centered demands and onerous pressures from Western powers for more than thirty years, Gaddafi relented in 1993 and opened the Libyan economy to Western capital, carried out a number of neoliberal economic reforms, and granted lucrative business/investment deals to major oil companies of the West. But, again, like the proverbial godfather, US/European imperialism requires total, unconditional subordination...To be a real “ally,”a true “client state,” a country must grant the US the right to “guide” its economic, geopolitical and foreign policies, essentially forgo its national sovereignty. Despite economic concessions since the early 1990s, Gaddafi failed this critical test of “full compliance” with imperialist designs in the region...
For example, he resisted joining a US/NATO-sponsored military alliance in the region. Libya (along with Syria) are the only two Mediterranean nations... not subordinated to U.S. for control of the Mediterranean Sea Basin and the Middle East. Nor has Libya (or Syria) participated in NATO's almost ten-year-old Operation Active Endeavor naval patrols and exercises in the Mediterranean Sea, and neither is a member of NATO's Mediterranean Dialogue partnership which includes: Israel, Jordan, Egypt, Tunisia, Algeria, Morocco and Mauritania.
Gaddafi also refused to join the U.S.Africa Command (AFRICOM) in 2007... Such a treacherous act by Libya’s leader would sow the seeds for conflict down the road in 2011. Even a cursory reading of U.S.AFRICOM's strategic briefings shows the major thrust of its mission is containment of China.
