The Guardian
The document Rebuilding America's Defences, was written in September 2000 by the neoconservative think tank, Project for the New American Century (PNAC)... It says "while the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein."... the US must "discourage advanced industrial nations from challenging our leadership or even aspiring to a larger regional or global role". It refers to key allies such as the UK as "the most effective and efficient means of exercising American global leadership". It describes peacekeeping missions as "demanding American political leadership rather than that of the UN". It says "even should Saddam pass from the scene", US bases in Saudi Arabia and Kuwait will remain permanently... as "Iran may well prove as large a threat to US interests as Iraq has". It spotlights China for "regime change", saying "it is time to increase the presence of American forces in SE Asia".

The document also calls for the creation of "US space forces" to dominate space, and the total control of cyberspace to prevent "enemies" using the internet against the US. It also hints that the US may consider developing biological weapons "that can target specific genotypes [and] may transform biological warfare from the realm of terror to a politically useful tool".

Finally - written a year before 9/11 - it pinpoints North Korea, Syria and Iran as dangerous regimes, and says their existence justifies the creation of a "worldwide command and control system". This is a blueprint for US world domination. But before it is dismissed as an agenda for rightwing fantasists, it is clear it provides a much better explanation of what actually happened before, during and after 9/11 than the global war on terrorism thesis.

Fifteen of the 9/11 hijackers obtained their visas in Saudi Arabia. Michael Springman, the former head of the American visa bureau in Jeddah, has stated that since 1987 the CIA had been illicitly issuing visas to unqualified applicants from the Middle East and bringing them to the US for training in terrorism for the Afghan war in collaboration with Bin Laden (BBC, November 6 2001). It seems this operation continued after the Afghan war for other purposes. It is also reported that five of the hijackers received training at secure US military installations in the 1990s (Newsweek, September 15 2001).
Instructive leads prior to 9/11 were not followed up. French Moroccan flight student Zacarias Moussaoui (now thought to be the 20th hijacker) was arrested in August 2001 after an instructor reported he showed a suspicious interest in learning how to steer large airliners. When US agents learned from French intelligence he had radical Islamist ties, they sought a warrant to search his computer, which contained clues to the September 11 mission (Times, November 3 2001). But they were turned down by the FBI. One agent wrote, a month before 9/11, that Moussaoui might be planning to crash into the Twin Towers (Newsweek, May 20 2002).

9/11 offered an extremely convenient pretext... for military action against Afghanistan and Iraq... plans in hand well before 9/11. A report prepared for the US government from the Baker Institute of Public Policy stated in April 2001 that "the US remains a prisoner of its energy dilemma. Iraq remains a destabilising influence to... the flow of oil to international markets from the Middle East". Submitted to Vice-President Cheney's energy task group, the report recommended that because this was an unacceptable risk to the US, "military intervention" was necessary (Sunday Herald, October 6 2002).
Similar evidence exists in regard to Afghanistan. The BBC reported (September 18 2001) that Niaz Niak, a former Pakistan foreign secretary, was told by senior American officials at a meeting in Berlin in mid-July 2001 that "military action against Afghanistan would go ahead by the middle of October". Until July 2001 the US government saw the Taliban regime as a source of stability in Central Asia that would enable the construction of hydrocarbon pipelines from the oil and gas fields in Turkmenistan, Uzbekistan, Kazakhstan, through Afghanistan and Pakistan, to the Indian Ocean. But, confronted with the Taliban's refusal to accept US conditions, the US representatives told them "either you accept our offer of a carpet of gold, or we bury you under a carpet of bombs" (Inter Press Service, November 15 2001).

Given this background, it is not surprising that some have seen the US failure to avert the 9/11 attacks as creating an invaluable pretext for attacking Afghanistan in a war that had clearly already been well planned in advance. There is a possible precedent for this. The US national archives reveal that President Roosevelt used exactly this approach in relation to Pearl Harbor on December 7 1941. Some advance warning of the attacks was received, but the information never reached the US fleet. The ensuing national outrage persuaded a reluctant US public to join the second world war. Similarly the PNAC blueprint of September 2000 states that the process of transforming the US into "tomorrow's dominant force" is likely to be a long one in the absence of "some catastrophic and catalyzing event - like a new Pearl Harbor". The 9/11 attacks allowed the US to press the "go" button for a strategy in accordance with the PNAC agenda which it would otherwise have been politically impossible to implement...

Eurasia is all of the territory east of Germany and Poland, stretching all the way through Russia and China to the
Pacific Ocean. It includes the Middle East and most of the Indian subcontinent. The key to controlling Eurasia, says Brzezinski, is
controlling the Central Asian Republics. And the key to controlling the Central Asian republics is Uzbekistan. Thus, it comes as no surprise that
Uzbekistan was forcefully mentioned by President George W. Bush in his address to a joint session of Congress, just days after the attacks of
September 11, as the very first place that the U.S. military would be deployed...

World events since the attacks of September 11, 2001 have not only been predicted, but also planned, orchestrated and - as their architects would
like to believe - controlled. The current Central Asian war is not a response to terrorism, nor is it a reaction to Islamic fundamentalism. It is
in fact, in the words of one of the most powerful men on the planet, the beginning of a final conflict before total world domination by the United
States leads to the dissolution of all national governments. This, says Council on Foreign Relations (CFR) member and former Carter National
Security Advisor, Zbigniew Brzezinski, will lead to nation states being incorporated into a new world order, controlled solely by economic interests
as dictated by banks, corporations and ruling elites concerned with the maintenance (by manipulation and war) of their power. As a means of
intimidation for the unenlightened reader who happens upon this frightening plan - the plan of the CFR - Brzezinski offers the alternative of a world in
chaos unless the U.S. controls the planet by whatever means are necessary and likely to succeed...

Brzezinski's own words - laid against the current official line that the United States is waging 'a war to end terrorism' ... It is a war, as described by Vice President Dick Cheney, "that may not end in our lifetimes"... that will not end until all armed groups, anywhere in the world, which possess the
political, economic or military ability to resist the imposition of this dictatorship, have been destroyed.

These are the "terrorists" the U.S.... plans to fight all over the globe....Russia and China the two most important countries - almost but not quite superpowers - whose interests might threaten the U.S. in Central Asia...He also notes (p. 53) that any nation that might become
predominant in Central Asia would directly threaten the current U.S. control of oil resources in the Persian Gulf... An examination of selected quotes
from "The Grand Chessboard," in the context of current events reveals the darker agenda behind military operations that were planned long before
September 11th, 2001:

"...The last decade of the twentieth century has witnessed a tectonic shift
in world affairs. For the first time ever, a non-Eurasian power has emerged
not only as a key arbiter of Eurasian power relations but also as the
world's paramount power. The defeat and collapse of the Soviet Union was the

It is also a fact that America is too democratic at home to be autocratic
abroad. This limits the use of America's power, especially its capacity for
military intimidation. Never before has a populist democracy attained
international supremacy. But the pursuit of power is not a goal that
commands popular passion, except in conditions of a sudden threat or
challenge to the public's sense of domestic well-being. The economic
self-denial (that is, defense spending) and the human sacrifice (casualties,
even among professional soldiers) required in the effort are uncongenial to
democratic instincts. Democracy is inimical to imperial mobilization."

Former Phone Chief Says Spy Agency Sought Surveillance Help 7 Months Before 9/11
The National Security Agency sought to enlist Qwest in a domestic surveillance program in February 2001, according to the company's former chief executive....In support of Mr. Nacchio’s accusations, his lawyers quoted from one of several lawsuits filed against telecommunications companies, accusing them of violating their customers’ privacy. That lawsuit, filed last year against several companies, asserts that seven months before the Sept. 11 attacks, at about the time of Mr. Nacchio’s meeting at the N.S.A., another phone company, AT&T, “began development of a center for monitoring long distance calls and Internet transmissions and other digital information for the exclusive use of the N.S.A.”The lawsuit contends that the center would “give the N.S.A. direct, unlimited, unrestricted and unfettered access” to phone call information and Internet traffic on AT&T’s network.

The Revised and Updated Edition of Debunking 9/11 Debunking provides the documentation for these reports from American Airlines and the FBI, which pretty thoroughly undermine the idea that any of the reported calls were genuine: If the cell phone calls were faked, why should we believe that the reported calls from onboard phones were genuine?...
In the first edition, I challenged this claim on the basis of evidence from American Airlines that their Boeing 757 (which is what Flight 77 was) had no onboard phones. After publishing the book, however, I became worried, because of some new evidence, that that statement from American Airlines, made in 2004, had referred only to their 757s at that time -- that their 757s in 2001 may well have had onboard phones. So I published a retraction,
saying the claim was uncertain. That retraction, however, evoked new evidence, including a statement made by American Airlines in 2006 that their 757s in 2001 had had no onboard phones, so that anyone calling out from Flight 77 had needed to use a cell phone. Barbara Olson, therefore, could not have used a passenger-seat phone. That left open, of course, the possibility that Ted Olson was correct when he said that his wife had used her cell phone.

However, the evidence from the Moussaoui trial ruled out this possibility. In its report on AA 77, it listed one attempted call from Barbara Olson, which was unconnected and hence lasted 0 seconds.
This was an astounding discovery. The FBI is part of the Department of Justice. And yet it had undercut the testimony of the DOJs former solicitor general, saying in effect that the two calls that he reported had never happened. The implication is that unless Ted Olson had, like Deena Burnett, been duped, he had lied. Although this should have produced front-page headlines, it has thus far not been reported by any mainstream publication.
This new edition also contains more quotations from former military officers calling the official conspiracy theory impossible.
It also contains a report on Rudy Giulianis problematic response to a group of activists who asked him, with camera running, how he knew that the Twin Towers were going to collapse. (He had told Peter Jennings on ABC News on 9/11 itself that he had been warned.) Given the fact that he Giuliani is currently the front-runner for the Republican presidential nomination, evidence that he had inside information on the collapse of the towers---an event for which there was no historical precedent---should certainly be investigated.
This new edition has garnered some further endorsements... one from former CIA case officer Robert Baer.. Having more recently, like Bill Christison, become convinced that 9/11 was an inside job, he wrote: "Until we get a complete, honest, transparent investigation--not one based on 'confession' extracted by torture -- we will never know what happened on 9/11. David Griffin will never let this go until we get the truth.
Also, hoping that my new book would be even more convincing than my earlier ones, I was very pleased to see that John Whitbeck, an international law specialist, had written: After reading David Ray Griffin's previous books on the subject, I was over 90% convinced that 9/11 was an inside job. Now, after reading Debunking 9/11 Debunking, I am, I regret to say, 100% convinced.
The implications of this conclusion are, of course, enormous. But will you see the evidence for this conclusion discussed in the mainstream press? Dont hold your breath.

...The US exercise code named Vigilant Shield 2008 (VS-08) is casually presented as an "anti-terrorist drill". While under the joint auspices of the Pentagon and the Department of Defense, US Northern Command in liaison with NORAD is in charge of the operation. VS-08 includes a massive deployment of the US Air Force and Canada's Air Force. It resembles a war-time scenario with the deployment of bombers and fighter jets over the entire North American continent extending into the Arctic.
Meanwhile in the Pacific, military exercises are being held in Guam under the VS-08 imitative. Parallel US-Philippines sponsored war games are slated to commence in the Philippines archipelago on the 16th of October, "involving nearly 3,500 troops from specialized forces from the two countries."...
VS-08 was preceded by major naval exercises under Pacific Shield 07, involving the participation of Australia, France, New Zealand, Singapore, the UK, and the US. [for details see article below]

Russian war games commence one day after the launching of the US sponsored VS-08 from the 15th to the 20th of October....
President Vladimir Putin announced in August that Russia would be resuming long-range bomber flights over the Pacific, Atlantic and Arctic oceans for the first time since the breakup of the Soviet Union. (Associated Press, October 1, 2007). Moscow's resolve was in response to US-NATO threats directed against Russia including the militarization of Eastern Europe and the Balkans.

VS-8 is based on a scenario of confrontation with Russia and China.
In August, under the auspices of the Shanghai Cooperation Organization (SCO), Russia and China joined hands in the conduct of major war games. Code-named "Peace-Mission 2007", the exercises were held in the Volga region of Russia as well as in the Urumqi region of Western China.

Republican circles because of his association with the much despised Carter
administration, his call for a coordinated U.S. drive to dominate both the
eastern and western rimlands of China has been embraced by senior
administration strategists.
In this way, Washington's concern over growing Chinese influence in
Southeast Asia has come to be intertwined with the U.S. drive for hegemony
in the Persian Gulf and Central Asia. This has given China policy an even
more elevated significance in Washington -- and helps explain its return
with a passion despite the seemingly all-consuming preoccupations of the war in Iraq....
a coordinated, systematic effort to contain Chinese power and influence in Asia.
This effort appears to have three broad objectives:
to convert existing relations with Japan, Australia and South Korea into a
robust, integrated anti-Chinese alliance system; to bring other nations,
especially India, into this system; and to expand U.S. military capabilities
in the Asia-Pacific region.... The broad sweep of American strategy was first spelled out in the Pentagon's most recent policy assessment, the Quadrennial Defense Review (QDR), released on Feb. 5. In discussing long-term threats to U.S. security, the QDR begins with a reaffirmation of the overarching precept first articulated in the DPG of 1992: that the United States will not allow the rise of a competing superpower. This country "will attempt to dissuade any military competitor from developing disruptive or other capabilities that could enable regional hegemony or hostile action against the United States," the document states. It then identifies China as the most likely and dangerous competitor of this sort. "Of the major and emerging powers, China has the greatest potential to compete militarily with the United States and field disruptive military technologies that could over time offset traditional U.S. military advantages" -- then adding the kicker, "absent U.S. counter strategies."
According to the Pentagon, the task of countering future Chinese military capabilities largely entails the development, and then procurement, of major weapons systems that would ensure U.S. success in any full-scale military confrontation. "The United States will develop capabilities that would present any adversary with complex and multidimensional challenges and complicate its offensive planning efforts," the QDR explains. These include the steady enhancement of such "enduring U.S. advantages" as "long-range strike, stealth, operational maneuver and sustainment of air, sea, and ground forces at strategic distances, air dominance, and undersea warfare. China will not participate in a meeting to be held in Berlin to discuss further measures against Tehran over its nuclear standoff.The decision has been made by China in protest at the US Congress' plan to honor the Dalai Lama, the US State Department said on Monday.
The meeting had been scheduled on the same day as the US Congress is set to honor the Dalai Lama, the exiled Buddhist spiritual leader whom China shuns as a separatist. China also canceled an annual German-China human rights meeting scheduled for December in Germany to show its displeasure at German Chancellor Angela Merkel's meeting last month with the Dalai Lama.

There is no doubt that the American government would love to see the Armed Forces of Pakistan much enhanced and much more active. But as the WaPo points out, Musharraf's cooperation with the United States on counterterrorism efforts has not been popular in Pakistan. "The military operations are being conducted for the sole purpose of appeasing the United States at the expense of innocent tribesmen who have nothing to do with al-Qaeda and the Taliban," said Mumtaz, the tribal elder....

Pervez Musharraf called a pact with Benazir Bhutto a “package ensuring free and fair elections.” Mark Sappenfield continues in The Christian Science Monitor: Citizens see it not as a step toward democracy, but as a United States-brokered deal to prop up Pakistan's ruling elite, which is almost universally viewed as corrupt. As such, the deal exacerbates two of Pakistanis' most deeply ingrained frustrations: that America meddles too much in its affairs, and that justice is subverted by the rich and withheld from the poor....

More than 250 Pakistani soldiers have been killed in fighting over the past three months. Another 250 remain in Taliban custody after they surrendered to a group of insurgents in late August. Turkey, which is a key supply route to U.S. troops in Iraq, recalled its ambassador to Washington on Thursday and warned of serious repercussions if Congress labels the killing of Armenians by Turks a century ago as genocide. Ordered after a House committee endorsed the genocide measure, the summons of the ambassador for consultations was a further sign of the deteriorating relations between two longtime allies and the potential for new turmoil in an already troubled region... The United States is one of its major business partners, with $11 billion in trade last year, and the U.S. defense industry provides much of the Turkish military's equipment....

Egeman Bagis, an aide to Prime Minister Recep Tayyip Erdogan, told Turkish media that Turkey - a conduit for many of the supplies shipped to American bases in both Iraq and Afghanistan - might have to "cut logistical support to the U.S."

The relationship between the two NATO allies, whose troops fought together in the Korean War in 1950-53... hit a low in 2003, when Turkey's parliament refused to allow U.S. forces use their country as a staging ground for the invasion that toppled Saddam Hussein. But while the threat of repercussions against the U.S. is appealing for many Turks, the country's leaders know such a move could hurt Turkey's standing as a reliable ally of the West and its ambitions to be a mediator on the international stage.

Turkish officials said the House had no business to get involved in writing history. "It is not possible to accept such an accusation of a crime which was never committed by the Turkish nation," Turkey's government said after the committee adopted the measure...

Press TV correspondent in Afghanistan, Fayez Khurshid has said that he was tortured by US forces after his illegal detention last night.
According to Khurshid, foreign soldiers stopped him on the way home, grabbed him by the collar and asked if he was a member of the IRGC (The Islamic Revolutionary Guards Corps) and worked for the government of the Islamic republic of Iran.
The Afghan journalist was rendered unconscious by a taser and taken to a US base where the officers in charge of interrogating him, forced him to watch all the reports he had made for Press TV, while “shocking him on an electric chair and beating him on the head”.
He was threatened that if he continued to work for Press TV, his family would also suffer the consequences. Fayez repeatedly told his interrogators that he was a freelance journalist with no political ties to any foreign country. Khurshid was released after an 18 hour detention.
Fayez had said in his latest report that the presence of the American forces in Afghanistan was the main reason for instability in the country and that Afghan authorities were instructed by foreign political forces to prevent the nation from chanting slogans against the US and Israel.
The Press TV correspondent made clear in his interview with the network that it is his duty to broadcast to the world what really goes on in Afghanistan, and the problems the presence of foreign forces has caused for the Afghan nation.

Vigilant Shield 2008 (15 to 20 October, 2007) is designed to deal with a "terrorist" or "natural disaster" scenario in the United States. The operation will be coordinated in a joint endeavor by the Pentagon and the Department of Homeland Security. Yet, VS-08, which includes a massive deployment of the US Air Force resembles a war-time air scenario rather than an anti-terrorist drill. The VS-08 war games extend over the entire North American shelf. Canadian territory is also involved through Canada's participation in NORAD. (See Nazemroaya, October 2007)
VS-08 is predicated on the doctrine of preemptive warfare, with a vie to protecting the Homeland. The war games are coordinated with anti-terrorist drills directed against presumed Islamic terrorists.

VS-08 is a large scale military exercise to be conducted over North America and the Northern Pacific Ocean, extending westwards towards the Far East borders of Russia and China: "USNORTHCOM’s primary exercise venues for VS-08 include locations in Oregon, Arizona and a cooperative venue with USPACOM in the Territory of Guam. NORAD’s aerospace detection and defense events will take place across all the exercise venues, to exercise the ability to mobilize resources for aerospace defense, aerospace control, maritime warning, and coordination of air operations in a disaster area." The Tokyo government will host a multinational Proliferation Security Initiative (PSI) Maritime Interdiction Exercise “Pacific Shield 07”(PS-07) in the eastern sea area off Izu Oshima, and at the Ports of Yokosuka and Yokohama (13-15 October, (See the Japanese government communique). The stated objective of the PS 07 exercises is to "prevent the spread of weapons of mass destruction (WMD)". Australia, France, New Zealand, Singapore, the UK, and the US will be participating in 'Pacific Shield 07'.

"Linked Exercises"
The administration is talking about "linked exercises", where war scenarios are conducted simultaneously and in close coordination with civilian anti-terrorist drills. This central concept --which underlies the "Global War on Terrorism"-- has a direct bearing on the conduct of the US led war in the Middle East. At the same time, the process of "domestic security" has become entrenched and integrated into military planning.
The 'linked exercises" provide an environment which favors the militarization of civilian institutions. They also impart the military with a further opportunity to interfere in domestic civilian law enforcement and judicial functions....

The conduct of the anti-terrorist exercise is intended to justify the need to retaliate against an illusive outside enemy (Al Qaeda), even if the US is not attacked. But there are indications that the administration has envisaged from the standpoint of military planning, for several years now, a scenario of a second major terrorist attack on America . According to Pentagon officials referring to a classified military document:
"Another [second 911] attack could create both a justification and an opportunity that is lacking today to retaliate against some known targets [Iran, Syria], according to current and former defense officials familiar with the plan." (WP 23 April 2006).

The above Pentagon statement suggests that a "Second 911" attack characterised by a "mass casualty producing event" is part of military doctrine and planning. A real "false flag" attack or even the threat of a terrorist attack could be used as a justification to wage war on Iran.
In the month following the 2005 7/7 London bombings, Vice President Dick Cheney is reported to have instructed USSTRATCOM to draw up a contingency plan "to be employed in response to another 9/11-type terrorist attack on the United States". Implied in the contingency plan is the certainty that Iran would be behind a Second 9/11. [...]

TOPOFF 4 and Vigilant Shield 08: view from the feverish fringe

Portlanders are being asked to welcome thousands of armed strangers -- from the DHS, FBI, DoD and other federal security agencies, NGOs, National Guard, local law enforcement -- as they gather to enact a week's worth of anti-terrorism drills called TOPOFF 4 and Operation Vigilant Shield 08. TOPOFF 4 (short for "top officials") is an exercise that simulates (we hope) the detonation of a "dirty bomb" near Portland's Steel Bridge. Vigilant Shield 08 simulates (we hope) imposition of martial law to control the civilian population in the aftermath of the radiological event.

So why is Portland on the short list for a simulated nuclear terrorist attack on a major American city that may just "go live?" ...
Compounding the ambient nervousness is the pattern of government-sponsored drills "going live," meaning that real events occur simultaneously with the scripted scenarios and mirror them to such a precise degree that coincidence theory is rendered laughable. As a result, complicity at the highest decision-making levels of government becomes a viable, and sometimes inevitable, conclusion. For these reasons, TOPOFF 4 and Vigilant Shield 08 have set the alarm bells ringing in the Portland metro area, and not just among the feverish fringe. Recent history teaches us that, despite the protestations of those who believe in artificial synchronicity, there are reasons to question the purity of the US government's motives.

On the morning of 9/11/01, US northeastern air defenses were crippled by a Cheney-Rumsfeld production that combined at least four exercise scenarios -- Vigilant Warrior, Vigilant Guardian, Northern Guardian and Northern Vigilance -- and which, per script, diverted to northern Canada or Alaska many of the NORAD fighter jets that would have been scrambled per standard operating procedure in the event of a suspected hijacking. And the few planes left out of the exercise were not airborne until 80 minutes after the first hijacking alert -- about 70 minutes longer than normal.
As part of the exercises, false radar blips showed up on air traffic controllers' screens that masked the flight patterns of the four hijacked jets and led controllers to believe that as many as 22 planes had been hijacked. Per standard procedure, various regional air traffic control centers notified the FAA, which passed on the alerts to NORAD, which couldn't respond because they hadn't enough fighters available to handle that many hijackings. Because of the ongoing drills, they didn't even know which blips represented actual threats.
Also noteworthy a fifth exercise taking place at the same time, this one conceived by the National Reconnaissance Office (the NRO operates the US network of spy satellites) and carried out by CIA operatives. This exercise was designed to test emergency response capabilities in the event that an off-course plane crashed into one of the NRO's four office towers.

According to an Associated Press wire service story:
Agency chiefs came up with the scenario to test employees' ability to respond to a disaster, said spokesman Art Haubold. To simulate the damage from the plane, some stairwells and exits were to be closed off, forcing employees to find other ways to evacuate the building. "It was just an incredible coincidence that this happened to involve an aircraft crashing into our facility," Haubold said. "As soon as the real world events began, we canceled the exercise."...

Anti-terrorism exercises, the Iran problem and marketing 101
Which brings us back to the events scheduled to begin in a week here in Portland. There's a wealth of information available from mainstream sources that warn us of innocent-sounding government simulations and their occasional tendencies to morph into the exact events the exercises are supposed to help prevent. As noted above, when these simulations "go live," the distinction between the exercise and real events blurs, confusing first responders and local authorities and undermining their ability to make quick decisions or mount an appropriate response. "Going live" also makes it easy to identify and blame the "patsies," those unlucky souls and their alleged backers who have been selected to bear the brunt of national outrage...

Imposing martial law for dummies
The rationales and blueprints for implementation of martial law are already on the books.... the USAPATRIOT Act(s) and the Military Commissions Act weren't quite repressive enough, on May 9, 2007, Bush issued a document entitled "National Security Presidential Directive/NSPD 51" and "Homeland Security Presidential Directive/HSPD-20." This directive outlines the federal government's plan for maintaining continuity in the face of a "catastrophic emergency." The document defines a “catastrophic emergency” as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function.” Well, that certainly narrows things down... Translated into our native tongue, NSPD 51/HSPD-20 would impose martial law under the authority of the White House and the DHS. It would suspend constitutional government under the provisions of Continuity in Government (COG).

Since 2003, following the invasion of Iraq, Homeland Security (DHS) has contemplated time and again the possibility of a so-called code red alert "scenario" -- using a potential or possible Al Qaeda terrorist attack on American soil -- as a pretext for implementing martial law....

False flags over Portland?
At its most basic, a false flag op means pretending to be the enemy and carrying out strikes against one's own country, then blaming them on designated individuals or groups officially despised by the government. These "patsies" then become the embodiments of a state or sub-state group (such as Al Qaeda) against which the US wants to manufacture a case for military aggression. At its most obvious, a false flag op looks just like 9/11/01 or 7/7/05 -- and possibly 10/15/07. Given a passing familiarity with even a few of the elements outlined above, many Portlanders are taking this one very seriously indeed -- members of the feverish fringe and the solid center alike. It doesn't take much imagination to ascribe malevolent motives to activities this administration claims are good for us. All the pieces will be in place. The top officials in town. The Iranian problem presumably still unresolved. The usual alphabet soup of security agencies represented. The majority of the citizenry rendered fully docile by the reporting and editorial pablum of mass media narcotics purveyors like The Oregonian.

Then there's this interesting viewpoint from one who should know: "The greatest threat now is 'a 9/11' occurring with a group of terrorists armed not with airline tickets and box cutters, but with a nuclear weapon in the middle of one of our own cities . . . it’s a very real threat." Dick Cheney, April 15, 2007. Coincidentally, some would say, Cheney will be in Portland on October 16. To survey the damage? To push the button? To dine at Jakes? We don't know, and he's not talking.

Last month, six W80-1 nuclear-armed AGM-129 advanced cruise missiles were flown from Minot Air Force Base, N.D., to Barksdale AFB in Louisiana and sat on the tarmac for 10 hours undetected.
Press reports initially cited the Air Force mistake of flying nuclear weapons over the United States in violation of Air Force standing orders and international treaties, while completely missing the more important major issues, such as how six nuclear cruise missiles got loose to begin with.... None of the news reports focused on the real questions of our nuclear security.
Let me be very clear here: We are not talking about paintball cartridges or pellet gun ammo. We are talking nuclear weapons....
There is a strict chain of custody for all such weapons. Nuclear weapons handling is spelled out in great detail in Air Force regulations, to the credit of that service. Every person who orders the movement of these weapons, handles them, breaks seals or moves any nuclear weapon must sign off for tracking purposes.
Two armed munitions specialists are required to work as a team with all nuclear weapons. All individuals working with nuclear weapons must meet very strict security standards and be tested for loyalty -- this is known as a "Personnel Reliability Program." They work in restricted areas within eyeshot of one another and are reviewed constantly.
All security forces assigned are authorized to use deadly force to protect the weapons from any threat. Nor does anyone quickly move a 1-ton cruise missile -- or forget about six of them, as reported by some news outlets, especially cruise missiles loaded with high explosives.
The United States also does not transport nuclear weapons meant for elimination attached to their launch vehicles under the wings of a combat aircraft. The procedure is to separate the warhead from the missile, encase the warhead and transport it by military cargo aircraft to a repository -- not an operational bomber base that just happens to be the staging area for Middle Eastern operations.
This is about how six nuclear advanced cruise missiles got out of their bunkers and onto a combat aircraft without notice of the wing commander, squadron commander, munitions maintenance squadron (MMS), the B-52H's crew chief and command pilot and onto another Air Force base tarmac without notice of that air base's chain of command -- for 10 hours....

A day after a noose was found hanging on a black professor’s office door at Columbia University’s Teachers College professor, Madonna G. Constantine whose specialty is race, racial identity and multiculturalism, stood before protesters at midday and thanked her supporters.
“I am upset that the Teachers College community has been exposed to such an unbelievably vile incident,” she said, “and I would like us to stay strong in the face of such a blatant act of racism.”...Dr. Constantine, a professor of psychology and education, counts as her scholarly interests topics that include mental health issues of people of color and immigrants. She is a director of a yearly conference that brings together leaders in education and psychology....
For Columbia students, the incident had particular resonance coming so soon after demonstrations against the Jena Six case in Louisiana, in which white students hung nooses outside a high school and were not prosecuted. A white student was later beaten and six black students were initially charged with attempted murder; thousands have protested the case.
Columbia was also the site recently of demonstrations against Jim Gilchrist, a founder of the Minuteman Project, a group opposed to illegal immigration, and an appearance by the Iranian president, Mahmoud Ahmadinejad [ where Columbia's president Lee C. Bollinger further displayed Columbia's 'progressive' nature with a racist, thuggish attack on Ahmadinejad on behalf of u.s. imperialism ] that left students divided over the boundaries ... Christien Tompkins, 21, a senior who is co-chairman of the United Students of Color Council was one of about two dozen students who met with Columbia’s president, to discuss the case yesterday afternoon. At that meeting, Mr. Tompkins said, students have used the noose as a point of departure to talk about other issues, including Columbia’s plans to expand into adjacent neighborhoods.
“It’s the latest and maybe most visible and extreme case of a climate of racism that we face in our entire society but of course is manifested at Columbia as well,” he said....
At a separate meeting, 600 Teachers College students and faculty members gathered to air their own grievances before Susan H. Fuhrman, the president of Teachers College, and other administrators. “I came here from Virginia,” said one black doctoral student, who did not identify herself. “I’ve been here since 2003 and there has been incident after incident. It’s not so different from the South.” ...

Michele Cossey bought the semiautomatic rifle at a gun show on Sept. 23...The teenager said the two .22-caliber weapons were stored at a friend's house... the boy's father also tried to buy his son a rifle in December 2005, but was not allowed to because he was a felon, according to court records. Frank Cossey, 56, had pleaded guilty in 1981 to manslaughter in a drunken driving death in Oklahoma and spent about six years in prison... police searched the boy's bedroom and found the 9 mm rifle, about 30 air-powered guns modeled to look like higher-powered weapons, swords, knives, a bomb-making book, videos of the 1999 Columbine attack in Colorado and violence-filled notebooks.... On his MySpace page, Dillon Cossey made frequent references to Eric Harris and Dylan Klebold and describes their 1999 massacre at Columbine High School as one of his interests. The page, headlined "Mess with the best, Die like the rest," features tribute videos to the Columbine shooters and includes a still from surveillance video of the attack... In his lone blog post, dated March 29, Dillon wrote about recruiting for his "military group" and about his favorite weapons. Police, who searched the boy's home with his parents' permission, discovered seven explosive devices Castor has described as homemade grenades: plastic containers filled with BBs to which gunpowder could be added. Authorities said one was operable and the others had been in the process of being assembled.The search did not turn up any ammunition for the semiautomatic rifle...
Authorities have said they do not believe an attack was imminent and are not even certain one would have occurred.
"This was a smart kid that clearly believes he was picked on and was a victim," Castor said. "He had psychological issues and began to act out on those feelings." Dillon, who was arrested Wednesday, felt bullied and tried to recruit another boy for a possible attack at Plymouth Whitemarsh High School... Castor said he suspects Dillon "was a target for bullies because he was overweight and not fully developed socially," but that mental problems might have exaggerated the effect of the bullying....

Anti-Abortion Movement Borrows Tactics from the KKK

Every Wednesday and Friday morning, two or three volunteers wearing bright green shirts that read "Pro-Choice, Y'all" assemble in front of Reproductive Health Services in Montgomery, Ala., to escort patients from the parking lot to the front door, past a small sea of anti-abortion protesters.
The protesters carry handmade signs and pictures of fetuses sucking their thumbs. They play violins and blow loudly into horns. They thrust graphic pamphlets at the patients, form prayer circles on the sidewalk, and teach their children to plead with women to not murder their babies. The protesters are mostly women. They look like Sunday school teachers, housewives and hip grandmas. And, during the past few months, they have grown more vocal and more organized, emboldened by the recent closure of the only clinic in Mobile.

Every state in the Deep South -- Alabama, Georgia, Louisiana, Mississippi and South Carolina -- restricts low-income women's access to abortion. Most ban abortion after 12 weeks of pregnancy. None explicitly protect heath care facilities from harassment or violence. All have mandatory delay laws that unfairly burden women who have limited access to transportation and time off work, and Louisiana and South Carolina both passed unconstitutional laws requiring a husband's consent for a married woman's abortion. In the past 16 months, two abortion clinics in Alabama have closed, and new regulations are making it difficult for other clinics to stay open. Now, anti-abortion groups are strategizing ways to outlaw birth control and eliminate sex education.

Michelle Colon, president of the National Organization for Women's (NOW) Mid-South region (Alabama, Arkansas, Louisiana, Mississippi and Tennessee) calls it a "war on women" -- the gravity of which citizens in more progressive parts of the country don't appreciate. "The rest of the country kind of writes off the South -- people feel the battle has been lost here," Colon says.
Colon is part of a vocal, scrappy cadre of grassroots activists challenging the well-funded, entrenched anti-abortion movement that has long dominated state legislatures and local pulpits across the region. One Southern feminist put it this way: "Women here are sick and tired of being sick and tired." "It's not legal, is it?"

Every morning when June Ayers arrives for work, she scans the parking lot for suspicious people and packages before getting out of her car. Ayers owns Reproductive Health Services, one of seven clinics that provide abortions in Alabama. She's been followed home, trailed at the mall and harassed on her front porch.

Ayers was close friends with David Gunn, a doctor who performed abortions at clinics throughout Alabama and Florida. Anti-abortion protesters plastered Gunn's face and home phone number to "Wanted" posters and distributed them at rallies. He answered their harassment by blasting Tom Petty's "I Won't Back Down", singing along, and wagging his finger in their direction. In March 1993, Gunn died when a protester shot him three times in the back outside of his clinic in Pensacola, Fla. The doctor on Ayers' staff now wears a bulletproof vest.
Ayers recently invested in a sprinkler system to keep the protesters at bay. She has also installed concrete stepping-stones across the lawn so patients and escorts can avoid the protesters crowding the sidewalk. She bought orange vests for the escorts, so startled patients can distinguish between protesters and volunteers. "At least once a month, I have women who call me and ask whether abortion is legal. That type of misinformation is rampant," says Ayers. "We're in the middle of the Bible Belt. It's not just religion, it's the fanatical religious aspect that keeps stirring people up who are opposed to us."

It's a place where the Christian Coalition holds sway over politicians, and many people vote the way they're told in church. The legislative climate is "very hostile" toward abortion, says Felicia Brown Williams, who oversees Planned Parenthood's advocacy agenda in Mississippi, one of two states with only one abortion clinic.
Mississippi has passed so many laws governing what abortion clinics can and cannot do that it is virtually impossible to open a second clinic without breaking state law. Mississippi requires permission from both parents for women under 18, except in cases of incest. The state's conscience clause allows pharmacists to refuse to fill prescriptions for birth control. And earlier this year the Mississippi legislature passed a "trigger law," immediately making abortion illegal should Roe v. Wade be overturned.

From 'pro choice' to 'reproductive justice'
In the early-1990s, researcher Loretta Ross noticed the anti-abortion movement was borrowing tactics from the Ku Klux Klan -- things like "Wanted" posters and targeted bombings. Ross now directs SisterSong, a national reproductive health collective in Atlanta. She travels the country, encouraging groups like Planned Parenthood to adopt a philosophy that SisterSong terms "reproductive justice."

"Stopping at the right to terminate a pregnancy is woefully inadequate when it comes to the realities of people of color," Ross says. "We have to fight for three different dimensions of the struggle: We join our pro-choice sisters to fight for the right not to have a child; but as women of color, we have been subjected to various strategies of population control, like forced sterilization, so we also have to fight for the right to have a child, especially in the context of people accusing us of having babies to get on welfare or to stay in the country. And we have to fight for the right to parent the children we already have, thanks to a criminal justice system that's trying to capture them earlier and earlier."

Moving from "pro-choice" to "reproductive justice" may prove crucial in the Deep South -- home to a fast-growing Latino population -- and towns like Montgomery, Ala., which is about 50 percent black."There is an unholy alliance between the legislators who oppose civil rights and the legislators who oppose reproductive rights," Ross says. "As long as we look at reproductive rights only as the politics of gender, we will be missing the guiding script."
Each year, Operation Save America (OSA) targets different clinics across the United States. Last summer, the group traveled to Jackson, Miss., for a weeklong "siege" to temporarily shut down the state's only abortion clinic. OSA members, who compare themselves to Martin Luther King Jr., liken abortion to black genocide and lynching. While the anti-abortion movement has made inroads with some black churches, OSA's references to lynching and Rev. King went too far.

Jackson's abortion rights community mobilized to protect the last clinic in Mississippi. With volunteers coming from as far as Canada, they organized a door-knocking campaign, traversing Jackson's communities of color and poor white communities, educating residents about OSA. Abortion rights supporters from across the South flooded Jackson that week, in a series of counter-rallies and speak-outs called Reproductive Freedom Summer. OSA's tactics -- burning a Gay Pride flag and pages of the Koran, and picketing two Christian churches -- created a local uproar. The clinic stayed open. So goes the nation

Other states, like New York or Wisconsin, have achieved a kind of equilibrium, with a mass of vocal supporters on both sides. Outside of cities like Atlanta, this isn't true of the Deep South. "People are afraid to be seen at pro-choice events for fear of losing their jobs, or being rejected from church, or their kids being ostracized at school," says Colon, of Mid-South NOW. In some places in the South, abortion is referred to as the "A word"; and many women, upon arriving for an abortion, tell clinic staff they think abortion is wrong. "Most of the time, women think they actually deserve the ridicule and harassment from the street protesters," says Ayers, from the Montgomery clinic. "It's self-punishment: 'I deserve to be accosted, because this is the choice I'm making.'"

Last year, Deirdra Harris Glover realized her silence implied tacit approval of Mississippi's proposed abortion ban. So Glover, an admitted "professional geek," launched ProChoiceMississippi.org to encourage closeted abortion rights supporters to come out. "Shame is an incredibly dehumanizing tactic used by the anti-abortion movement," Glover wrote in an email. "They've managed to paint abortion as too awful to ever be dragged into the light of day."

The Deep South's reproductive rights community has few political allies. In Mississippi and Louisiana, Democrats run on anti-choice platforms. "We don't have any judges on our side. We don't have many in the media on our side," says Colon. "The pro-choice allies in the state legislature are the older black men. The women in the legislature sell us out every time."
And yet thinking that anti-choice zealotry is only an issue south of the Mason-Dixon line is a mistake. Laws restricting women's access to healthcare have chipped away at abortion rights in almost every state. In fact, only seven states have laws protecting the right to an abortion....

You can count on them: can they count on us to spread the word and take action in the struggle for womens' liberation from the white male supremacy, a foundational pillar of capitalism's state terrorist mission for world domination?

IMPLEMENTING DOMESTIC INTELLIGENCE SURVEILLANCE
Upon lawful request and for a thousand dollars, Comcast, one of the
nation's leading telecommunications companies, will intercept its
customers' communications under the Foreign Intelligence Surveillance
Act. The cost for performing any FISA surveillance "requiring deployment of
an intercept device" is $1,000.00 for the "initial start-up fee
(including the first month of intercept service)," according to a newly
disclosed Comcast Handbook for Law Enforcement.
Thereafter, the surveillance fee goes down to "$750.00 per month for
each subsequent month in which the original [FISA] order or any
extensions of the original order are active."...

Comcast will also comply with disclosure demands presented in the form
of National Security Letters. However, the manual says, "Attention
must be paid to the various court proceedings in which the legal status
of such requests is at issue."... A copy of the manual was obtained by Secrecy News.

The role of telecommunications companies in intelligence surveillance
is under increased scrutiny as the Bush Administration seeks to shield
the companies from any liability associated with their cooperation in
what may be illegal warrantless surveillance.
Also, there are new indications that the unauthorized warrantless
surveillance program pre-dated 9/11. The Rocky Mountain News, the
Washington Post, and others reported allegations that the government
may have penalized Qwest Communications for refusing to participate in
a pre-9/11 National Security Agency surveillance program that the
company believed might be illegal.

The Washington Post editorialized yesterday that the telecommunications
companies should indeed be immunized against liability, as the Bush
Administration desires. Even though it is not known exactly what the
companies did, the Post said, they "seem to us to have been acting as
patriotic corporate citizens in a difficult and uncharted environment."

Democrats to unveil wiretapping bill
The "Responsible Electronic Surveillance That is Overseen, Reviewed and Effective Act of 2007" - or RESTORE Act - would clarify that no court orders are required for the government to conduct surveillance on communications outside the United States even when the surveillance is conducted on U.S. soil, provided the target of the eavesdropping is not known to be a U.S. person.
The bill allows the attorney general and the director of national intelligence to request an "umbrella warrant" to conduct surveillance of foreign targets, or groups of targets, for up to one year when there is a possibility that American communications may be intercepted.

In one of the longest-held secrets of the Cold War, the U.S. Army explored the potential for using radioactive poisons to assassinate "important individuals" such as military or civilian leaders, according to newly declassified documents obtained by The Associated Press. Approved at the highest levels of the Army in 1948, the effort was a well-hidden part of the military's pursuit of a "new concept of warfare" using radioactive materials from atomic bombmaking to contaminate swaths of enemy land or to target military bases, factories or troop formations. Military historians who have researched the broader radiological warfare program said in interviews that they had never before seen evidence that it included pursuit of an assassination weapon. Targeting public figures in such attacks is not unheard of; just last year an unknown assailant used a tiny amount of radioactive polonium-210 to kill Kremlin critic Alexander Litvinenko in London...
The decades-old records were released recently to the AP, heavily censored by the government to remove specifics about radiological warfare agents and other details. The censorship reflects concern that the potential for using radioactive poisons as a weapon is more than a historic footnote; it is believed to be sought by present-day terrorists bent on attacking U.S. targets [sic: proving once more all major U.S. journalists are state agents to 'manage' all U.S. crimes ]

Among the officials copied in on the Dec. 16 memo were Herbert Scoville, Jr., then the technical director of the Armed Forces Special Weapons Project and later the CIA's deputy director for research, and Samuel T. Cohen, a physicist with RAND Corp. who had worked on the Manhattan Project. The initial go-ahead for the Army to pursue its radiological weapons project was given in May 1948, a point in U.S. history, following the successful use of two atomic bombs against Japan to end World War II, when the military was eager to explore the implications of atomic science for the future of warfare. In a July 1948 memo outlining the program's intent, before specifics had received final approval, a key focus was on long-lasting contamination of large land areas where residents would be told that unless the areas were abandoned they probably would die from radiation within one to 10 years. "It is thought that this is a new concept of warfare, with results that cannot be predicted," it said.
