President Barack Obama, the Democrat starting his second term, and his Republican opponents in Congress are locked in a long-running standoff over government spending and tax issues. Just last Friday, $85 billion in mandated government spending cuts took effect, with Obama and Republican lawmakers now sparring over the effects of the cuts on the economy and the U.S. labor market. But James Glassman, senior economist at the big JPMorgan Chase bank, said investors see favorable trends in the U.S. economy, the world's largest....
Patrick Socci, dean of N.Y. Hofstra University business school, told VOA the fact the U.S. housing market has improved and the country's central bank, the Federal Reserve, continues to pump $40 billion a month into the economy, helped buoy the stock market..and investors are overlooking negative aspects of the U.S. economy...now we’re close to 8 percent and it’s been there for quite a while I think people just get numb to it,” Socci said. The Dow index includes some of the best known U.S. companies, such household names as the world's largest energy company, Exxon Mobil, the retailing giant Wal-Mart, and Walt Disney. While other broad-based U.S. indexes, such as the Standard & Poor's 500, include the stocks of many more companies, the Dow has over decades come to symbolize the long-term success of American capitalism.

'asia pivot' by Obama adviser Brzezinski's prescription in Strategic Vision: America and the Crisis of Global Power
Seek the wisdom of Lee Kuan Yew... U.S. should look to Lee Kuan Yew for guidance on China,
2/13/13 by Graham Allison and Robert D. Blackwill, http://www.politico.com/story/2013/02/seek-the-wisdomof-lee-kuan-yew-876...
Obama refers to him as “legendary figure of Asia in the 20th and 21st centuries.”...Henry Kissinger says in the foreword to our new book, “Lee Kuan Yew: The Grand Master’s Insights on China, the United States, and the World”: “I have had the privilege of meeting many world leaders over the past half-century; none, however, has taught me more than Lee Kuan Yew.”...we had the privilege put to Lee the questions we think Americans will find most important. His direct, candid answers summarize his strategic insights about why China is determined to displace the U.S. as the world’s pre-eminent power, how it plans to do so, and how he thinks the U.S. should respond. Lee does not agree with those who believe the U.S. is in systemic decline. Indeed, he is bullish on America’s “can-do culture,” despite his worries about our sclerotic political system. America “cannot stop China’s rise,” so it must a find way to share leadership of the 21st century.

Kissinger senior fellow for U.S. foreign policy at the Council on Foreign Relations are co-authors of “Lee Kuan Yew: The Grand Master’s Insights on China, the United States, and the World,” published Feb. 1 by MIT Press.

State Department and Pentagon creating joint office for funding emergency response
http://thecable.foreignpolicy.com/posts/2011/12/27/state_department_and_...
Former Defense Secretary Robert Gates championed a rebalancing of foreign policy funding away from the military, arguing the US should pool soldiers' and diplomats' shared resources to better manage projects in warzones. Now, after his departure, the first true test of that idea is going into effect... a new $2 billion fund State and Defense would share for security capacity building, stabilization, and conflict prevention in dangerous areas of the world, where both the military and the diplomatic core operate, until his departure this year.
The Obama administration acted on that this year proposing a $50 million starter fund in its fiscal 2012 budget request which it called the Global Security Contingency Fund (GSCF), meant for responding to "urgent and emergent challenges."... "This is really an example of how State and DOD... decided to work together to solve these problems.".. The rough model for the office is the interagency "Pakistan cell," which manages various aspects of Pakistan funding now... In the fiscal 2012 budget bill passed by Congress last week and signed by President Barack Obama, the $50 million to start GCSF was omitted. But Congress gave the administration authority to start the project using funding from other accounts ...this year State put the funding in its Overseas Contingency Operations (OCO) account...thus not counted as part of State's regular budget and more protected from the budget-cutting. The Pentagon is still heavily involved: In order to get the money to the Pakistani military, State actually passes the funds through the Pentagon, which implements the program on the ground by doling out the cash to the Pakistani army....

FUSION CENTERS
7/10/07 The Congressional Research Service (CRS) issued a report on the deployment of over 40 Fusion Centers throughout the U.S....the most recent effort by the federal government to establish an operational domestic surveillance program, is the joint project of the Department of Homeland Security and the Justice Department.  Fusion centers were initially created to target terrorist activities, but are now used to target all crimes and other hazards, like natural disasters. Fusion centers serve as hubs for bringing together information from distributed sources, including the federal government, state, local, tribal and territorial governments, and the private sector. Fusion centers gather this information for the purpose of collection, retention, analysis, and dissemination.   The term, "fusion center" originated from the Department of Defense (DOD,) and refers to the fusing of information for analysis purposes.

2002 DARPA’s Total Information Awareness Program
A massive DOD fusion center project managed by the Pentagon's Defense Advanced Research Project Agency (DARPA) known as Total Information Awareness (TIA) was reported in . The project called for the development of "revolutionary technology for ultra-large all-source information repositories," to contain information from multiple sources to create a "virtual, centralized, grand database" populated by data contained in current databases such as financial records, medical records, communication records, and travel records as well as new sources of information plus Intelligence data.
Admiral John Poindexter, former National Security Advisor to President Reagan, headed the key component of the TIA project to develop data-mining or knowledge discovery tools to sort through the massive amounts of information in order to find patterns and associations...also develop search tools like Project Genoa, which Poindexter's employer, prior to his return to government, Syntek Technologies helped develop. TIA planned to fund development of more such tools and data-mining technology to help analysts "preempt" future action. A further crucial component was development of biometric technology to enable identification and tracking of individuals. DARPA had already funded its "Human ID at a Distance " to positively identify people from a distance through technologies such as face or gait recognition.

In August 2002, the International Association of Chiefs of Police presented the Criminal Intelligence Summit, held March 7-8, 2002, final document from the DOJ's Community Oriented Policing Services (COPS) which acknowledged that the problems identified following the September 11, 2001 terrorist attacks were found to be with "intelligence exchange between national agencies..."... the report quickly endorsed the creation of a Criminal Intelligence Coordinating Council to implement the National Intelligence Plan that would engage local, state, and federal law enforcement agencies in a database sharing environment. The plan addressed the legal impediments to the effective transfer of criminal intelligence between authorized local, state, and federal law enforcement agencies. This plan became the superstructure for the next domestic Fusion Center effort by advocating for the creation of the Criminal Intelligence Coordinating Council...The Criminal Intelligence Summit participants stressed the need to not limit data sharing to terrorism or terrorist related activity, but to extend it to all criminal intelligence under the general heading of "Intelligence-Led Policing." Criminal intelligence was defined as "the combination of credible information with quality analysis--information that has been evaluated and from which conclusions have been drawn." The report supported expanding the information sharing database to include court records, emergency management personnel, and "specialized security forces of particular situation-relevant intelligence."...A key goal of the proposal establishes the need to "[c]reate a marketing strategy to increase stakeholder participation in the intelligence sharing process and conduct public education to promote acceptance of the system overall."

September 2003, Congress eliminated funding for the controversial TIA project...but It was believed not the end of other similar government data-mining initiatives. Projects such as the Novel Intelligence from Massive Data within the Intelligence Community Advanced Research and Development Activity (ARDA) moved forward. The FBI and the Transportation Security Administration were also working on data-mining projects that fused commercial databases, public databases, and intelligence data and meeting with TIA developers.

December 2004, the national Fusion Center initiative got a boostt when the Department of Justice sponsored Global Infrastructure/Standards Working Group published A Framework for Justice Information Sharing: Service Oriented Architecture (SOA). States using local, state, and federal funds created information Fusion Centers. In August
2005, Global published the Fusion Center Guidelines .
The principal role of the fusion center is to compile, analyze, and disseminate criminal/terrorist information and intelligence and other information (including, but not limited to, threat, public safety, law enforcement, public health, social services, and public works) to anticipate, identify, prevent, and/or monitor criminal/terrorist activity. This criminal information and intelligence should be both strategic (i.e., designed to provide general guidance of patterns and trends) and tactical (i.e., focused on a specific criminal event)....

2008, the Department of Homeland Security, the Department of Justice, and Global jointly published a supplement to the Fusion Center Guidelines called Baseline Capabilities to define the capabilities needed to create a nationwide network of fusion centers and sets forth the minimum standards for a fusion center to be able to perform such basic functions... The Department of Homeland Security set an objective to create a network of fusions centers as a unique law enforcement and information resource across jurisdictions, supported by multidisciplinary teams dispersed throughout a national network of information hives.

(FAST) Future Attribute Screening Technology Project FOIA Request
Introduction http://epic.org/privacy/fastproject/
EPIC filed two Freedom of Information Act (FOIA) requests with the United States Department of Homeland Security's Science & Technology Directorate (S&T) to obtain information about the agency's public testing of a new sensor array used to conduct covert surveillance of individuals not suspected of any crime. The sensors secretly collect and record information concerning individuals, including video images, audio recordings, cardiovascular signals, pheromones, electrodermal activity, and respiratory measurements...
Background on FAST
According to documents published by the Department of Homeland Security, FAST is a "Minority Report" style initiative that seeks to determining the probability that an individual, not suspected of any crime, might commit a future criminal act. Under the FAST program, the DHS will collect and retain of a mix of "physiological and behavioral signals" from individuals as they engage in daily activities.
Funded by S&T's Homeland Security Advanced Research Projects Agency, managed by S&T's Human Factors Behavior Sciences Division, FAST is designed to allow the agency capture biological and behavioral information from subjects. According to a 2008 Privacy Impact Assessment prepared by the agency, the DHS intends to monitor and collect data including "video images, audio recordings, cardiovascular signals, pheromones, electrodermal activity, and respiratory measurements."
News reports state that DHS tested the FAST Project in a public space in early 2011. DHS spokesman John Verrico acknowledged the test. DHS refused to make public the test results. DHS has not provided the location or duration of the test, but stated field-testing occurred in the "northeast" in a "large venue that is a suitable substitute for an operational setting".

Operation Sentinel: Enhancing the High-Tech Police State

2008...a high-tech surveillance system under development by the Defense Advanced Research Projects Agency (DARPA) called "Combat Zones That See" (CTS).Operation Sentinel...a new program unveiled by the NYPD and U.S. Department of Homeland Security (DHS) to encircle Manhattan with thousands of surveillance cameras that photograph every car or truck entering and exiting the city across its network of bridges and tunnels. Information captured would be stored in a huge database ...("NYCLU: NYPD Plan to Track Millions of Law-Abiding People..." New York Civil Liberties Union, August 12, 2008... Based on complex algorithms linked to the numeric recognition of license plate numbers and scanned-in human profiles, CTS would furnish troops--or cops--real-time, "situational awareness" of the "battlespace." Despite repeated attempts by NYCLU to obtain information on Operation Sentinel, NYPD and DHS refuse to provide any information about their mega-surveillance system. While all traces of CTS disappeared from DARPA's website... ("City Would Photograph Every Vehicle Entering Manhattan and Sniff Out Radiation," NYT, August 12, 2008)...The department currently deploys portable radiation vehicles known as TRACS, or Tactical Radiation Acquisition and Characterization System.... another system under development, the "Advanced Spectroscopic Portal" or ASP, more "advanced" system than those currently used, failed, as do today's systems, to differentiate between the components of a radiological dirty bomb and natural radiation emitters such as kitty litter, ceramics and bananas...already tens of millions of dollars above the original estimate provided by Raytheon, other contractors and DHS.... ASP Operation Sentinel's purpose is to enhance an already-formidable surveillance state....

Ipsotek's Continuous Tag and Track Cameras
http://www.bigbrotheriswatching.co.uk/Anpr_Camera_Locations.html
An innovative technology that allows CCTV operators to track citizens in real time, predicts their movements and automatically logs the CCTV for evidential purposes was revealed at the recent OmniCompete pitch live competition in London, part of the Global Security Challenge. The Tag and Track system , made by the U.K.-based Ipsotek, adds a layer of intelligence to CCTV networks. The system tracks everyone who enters the CCTV network, building a profile of every object. If the computer spots suspicious behavior it flags the suspect. The system automatically searches its archive for any previously recorded footage as well as automatically highlighting the suspect on the operator’s display so that wherever they appear on the network they will be identified and tracked, in real time. Tag and Track uses video content analysis (VCA) and pattern recognition technologies to continuously trace the path all people and vehicles throughout the surveillance network. It allows the real-time identification of a suspect’s current location automatically as he or she moves from camera to camera and track multiple suspects simultaneously.
It builds up and stores a database of metadata of all objects it track... such as color, clothes worn, speed of travel etc,...The system has a machine intelligence layer, “It learns the relationship between cameras so it knows how long typical people take to move from one camera to the next.”...is able to track multiple suspects simultaneously. “Say a car pulls up and four people get out. It can follow all four of them at the same time, recording their passage throughout the network.”...Mr. Boghossian said it would shortly be installed in a Dubai airport, as well as an unnamed U.S. defense contractor. combined with facial recognition software

The Matrix
https://en.wikipedia.org/wiki/The_Matrix
The Matrix, released in the United States on March 31, 1999...depicts a dystopian future in which reality as perceived by most humans is actually simulated reality or cyberspace called "the Matrix" created by sentient machines to pacify and subdue the human population, their body heat and electrical activity used as energy source. Computer programmer "Neo" learns the truth and is drawn into a rebellion against the machines, involving other people freed from the "dream world"...
The Matrix popularizes "bullet time: visual effect which allows a shot to progress in slow-motion while the camera appears to move through the scene at normal speed. Matrix is an example of the cyberpunk science fiction genre...with many references to philosophical and religious ideas, prominently paying homage to such works as Jean Baudrillard's Simulacra and Simulation and Lewis Carroll 's Alice's Adventures in Wonderland....It..won four Academy Awards as well as other awards...in 2012, was added to the National Film Registry for preservation. The success led two feature film sequels written and directed by the Wachowskis, The Matrix Reloaded and The Matrix Revolutions . The Matrix franchise expanded further through comic books, video games, and animated short films in which the Wachowskis were heavily involved.

U.S. "Disposition Matrix"
Plan for hunting terrorist suspects signals U.S. intends to keep adding names to kill lists
http://www.washingtonpost.com/world/national-security/plan-for-hunting-t...
Over the past few years, the Obama administration has institutionalized the use of armed drones and developed a counterterrorism infrastructure capable of sustaining seemingly permanent war. Over the past two years, the Obama administration has been secretly developing a new blueprint for pursuing terrorists, a next-generation targeting list called the “disposition matrix.”
The matrix contains the names of terrorism suspects arrayed against an accounting of the resources being marshaled to track them down, including sealed indictments and clandestine operations. U.S. officials said the database is designed to go beyond existing kill lists, mapping plans for the “disposition” of suspects beyond the reach of American drones...
Spokesmen for the White House, the National Counterterrorism Center, the CIA and other agencies declined to comment on the matrix or other counterterrorism programs. Privately, officials acknowledge that the development of the matrix is part of a series of moves to embed counterterrorism tools into U.S. policy for the long haul. White House counterterrorism adviser John O. Brennan seeks to codify the administration’s Matrix approach, part of a broader effort to guide future administrations through the counterterrorism processes Obama has embraced....
Among senior administration officials there is a broad consensus such operations are likely to be extended at least another decade....one senior administration official said “We can’t possibly kill everyone who wants to harm us. It’s a necessary part of what we do...We’re not going to wind up in 10 years in a world of everybody holding hands and saying, ‘We love America’ ”
