Mapping Smart Power

First proposition: public diplomacy and strategic communication are analogous
The Obama Administration has adopted "smart power" to frame a strategy using "the full range of tools at our disposal – diplomatic, economic, military, political, legal, and cultural." The challenge, as Secretary of State Hillary Clinton puts it, is "picking the right tool, or combination of tools, for each situation."....

Iran Iran taps its nuclear brakes, heeds Israel’s warning of uranium ‘red line’
4/8/13 Post's Opinion, By Editorial Board, http://www.washingtonpost.com/opinions/as-nuclear-talks-stall-iran-still...
...Mr. Netanyahu’s red line is only a partial and temporary check on the Iranian threat. The ongoing installation of a new generation of faster centrifuges could soon make it obsolete by providing a new means for Iran to quickly produce bomb-grade uranium. But the lesson here is twofold: The credible threat of military action has to be part of any strategy for preventing an Iranian nuclear weapon, and clear red lines can help create the “time and space for diplomacy” that President Obama seeks.

Iran unveils uranium activities at Saghand and Ardakan
4/9/13 www.bbc.co.uk/news/world-middle-east-22076784
...Iran says it needs enriched uranium for its Bushehr nuclear power plant to generate electricity, and to produce medical isotopes. International powers want it to stop enriching uranium to a level of 20% which can be more easily enriched to weapons-grade level...A report published by U.S. think-tanks Carnegie Endowment and the Federation of American Scientists last week said the scarcity and low quality of Iran's uranium resources compel it "to rely on external sources of natural and processed uranium. Despite Iranian assertions... Iran's estimated uranium endowments are nowhere near sufficient to supply its planned nuclear program." (all emphases by the digest)

A powerful 6.3 magnitude earthquake struck close to Iran's only nuclear power station Tuesday, killing 30 so far, injuring 800 and devastating small villages, state media reported....A report published last week by U.S. think-tanks Carnegie Endowment and the Federation of American Scientists said "ominously'' the Bushehr reactor sits at the intersection of three tectonic plates.
The quake happened on National Nuclear Technology Day when Iran celebrates the technological advances they say will reduce the country's reliance on fossil fuels, leaving more of its abundant oil for export. Israel, Gulf Arab states and many Western countries fear Tehran is seeking a nuclear weapons capability and the Islamic Republic is under international sanctions aimed at forcing it to curb its atomic work. Iran denies it wants nuclear arms and says its atomic work is for electricity generation and other peaceful uses...

Iran's Jalili vows stronger defense of nuclear policy

Iran's chief nuclear negotiator Saeed Jalili sounded a defiant note ahead of a new round of talks with world powers in Kazakhstan, saying "We think our talks tomorrow can go forward with one word. That is the acceptance of the rights of Iran, particularly the right to enrichment," he said....Iran has refused to do so during a decade of on-and-off negotiations, despite hardening economic sanctions, arguing its uranium enrichment has peaceful purposes only and therefore can continue under international law....Jalili said Iran would continue to defend its policy regardless of a June presidential election, which Western diplomats say complicates Tehran's approach to talks. "The impact of the election will be that ... our people will defend their right with more rigor," Jalili said. There is broad unity within the Iranian political establishment on pursuing the nuclear program and policy on the issue is closely overseen by Ayatollah Ali Khamenei, Iran's supreme leader who has the last word on all momentous matters....
