The investigation into Monday’s deadly bombing at the Boston Marathon has officially gone international: law enforcement officials from Israel have been sent to the United States to assist in the probe. Israel Police Chief Yohanan Danino says he has dispatched officials to Boston, Massachusetts, where they will meet with Federal Bureau of Investigation agents and other authorities, the Times of Israel Reports. Citing an earlier report published by the newspaper Maariv, Times of Israel writes that Danino has dispatched police officers to participate in discussions that “will center on the Boston Marathon bombings and deepen professional cooperation between the law enforcement agencies of both countries.”
The paper reports Israeli police planned the trip before the deadly bombings Monday but discussions will now shift focus... Israel President Shimon Peres said In an address Tuesday,...“When it comes to events like this, all of us are one family. We feel a part of the people who paid such a high price. God bless them. Today the real problem is terror, and terror is not an extension of policy: Their policy is terror, their policy is to threaten. MOSCOW—The revelation that the prime suspects in the Boston Marathon attack are Chechen brothers who emigrated to the U.S. has put a spotlight back on a region that has been a source of violence in Russia ever since the Kremlin crushed a separatist insurgency there. The suspects, Dzhokhar and Tamerlan Tsarnaev, and their family emigrated to the U.S. in stages around 10 years ago, having fled violence that rocked Chechnya in the 1990s, a family friend told The WSJ. No motive for the Boston bombings has been publicly identified.
Rebels in Chechnya began agitating for independence...in the wake of the Soviet Union's 1991 collapse. The Kremlin sent in troops to quell the rebellion over the course of two bloody wars. In recent years Chechens have carried out a series of terrorist attacks in Russia years aimed at destabilizing the Kremlin's hold...Only a few hundred Chechen families have settled in the U.S., mostly on the West Coast, said Almut Rochowanski, program director of the Chechnya Advocacy Network in New York..."There is a very small community in the Boston area, particularly the Watertown area." She said most arrived in the U.S. through a refugee resettlement program granted by the U.S. Embassy to those deemed to be under threat in their home country, rather than as asylum seekers.

Russian news website Life News has published emails it claims show correspondence between the US State Dept. and the election watchdog Golos discussing payments for work done to discredit the results of Russia’s parliamentary vote. ­Life News says it came into possession of 60 megabytes of Golos' private online correspondence..letters sent and received by Golos Executive Chief Lilya Shibanova and her deputy Grigory Melkonyants. Judging by the documents published on the site, the Golos group which claimed to be independent is funded by the US State Department. In one of the letters Yulia Kostkina, financial analyst for the United States Agency for International Development (USAID) sends Melkonyants a list of remarks and guidelines considering Golos' activities. Among several similar paragraphs in that letter she writes:
