According to the source, Russia's ambassador in the UN Security Council, Vitaly Churkin, presented conclusive evidence - based on documents and Russian satellite images - of two rockets carrying toxic chemicals, fired from Douma, controlled by the Syrian "rebels", and landing on East Ghouta. Hundreds of "rebels", as well as civilians - including those children on the cover of Western corporate media papers - were killed. The evidence, says the Russian source, is conclusive....

The Obama administration has been developing blueprints for a “disposition matrix,” a database that officials describe as a next-generation capture/kill list. Here is an overview of how targets are collected, reviewed and presented for presidential approval.
1. CIA, Joint Special Operations Command, Government agencies, DOD, NSA -- Agencies compile names of operatives, building rosters of terrorist organizations and affiliates.
2. National Counterterrorism Center (NCTC) -- The NCTC generates lists of names based on specific White House criteria (for example: a target list of terrorist leaders believed to be plotting attacks against U.S. personnel in Yemen). The NCTC sends the list of names for review.
3. Deputies committee of National Security Council -- Chaired by White House counterterrorism adviser John O. Brennan and made up of deputy directors from the CIA, the FBI, the State Department, the Pentagon and the NCTC, the council culls the rosters to individuals who will be targeted with the president's approval.
4. President Obama signs off on targeted individuals.
