U.S. boots already on the ground against Islamic State

about David Ignatius http://www.washingtonpost.com/people/david-ignatius
How can President Obama provide military support on the ground to “degrade and ultimately destroy” the Islamic State without violating his pledge not to send U.S. combat troops? The answer may lie in the legal alchemy known as “Title 50” of the U.S. Code regulates CIA activities...Section 413(b) deals with presidential approval and reporting of “covert actions.” In essence this gives the president authority with a proper “finding” to send U.S. Special Operations forces on paramilitary operations, under Ground Branch command of the CIA.... from Vietnam to Central America to the Middle East ...black operations can get ugly...

Zelikow's self-described area of expertise is the creation and management of "public myths" or "public presumptions..."
NBC News analysis of the 9/11 Commission’s Final Report and interviews with Commission staffers and current and former U.S. intelligence officials.

...9/11 Commission executive director Philip Zelikow, told NBC News. "We were wary…we tried to find different sources to enhance our credibility...quite a bit, if not most" of its information on the 9/11 conspiracy "did come from interrogations."..." Zelikow picks the areas of investigation, the briefing materials, the topics for hearings, the witnesses, and the lines of questioning for witnesses...In effect, he sets the agenda and runs the investigation."...
The Pentagon’s psychological operations (psy-ops) reflect the theories of former State Dept official, Philip Zelikow: the creation and perpetuation of ‘public myths’ or ‘public presumptions’... e.g. public political consciousness ... is shaped by “searing events” which help move the public in a desired political direction. Zelikow's self-described area of academic expertise is the creation and management of "public myths" or "public presumptions" about its immediate past...Such presumptions...
Zelikow has also written about terrorism and national security... In the November-December 1998 issue of Foreign Affairs, he co-authored an article entitled "Catastrophic Terrorism," in which he speculated that if the 1993 bombing of the World Trade Center had succeeded, "the resulting horror and chaos would have exceeded our ability to describe it. Such an act of catastrophic terrorism would be a watershed event in American history. It could involve loss of life and property unprecedented in peacetime and undermine America’s fundamental sense of security, as did the Soviet atomic bomb test in 1949. Like Pearl Harbor, the event would divide our past and future into a before and after. The United States might respond with draconian measures scaling back civil liberties, allowing wider surveillance of citizens, detention of suspects and use of deadly force. More violence could follow, either future terrorist attacks or U.S. counterattacks. Belatedly, Americans would judge their leaders negligent for not addressing terrorism more urgently." ...

M.O.: 911 & U.S. "GLOBAL TERROR WAR" create phony enemy and threat, implement 'defensive' state terror

Catastrophic Terrorism: Elements of a National Policy
Philip Zelikow, Project Director, HarvardKennedy School, http://www.hks.harvard.edu/visions/publication/terrorism.htm
The world today [is] seemingly without a major threat to the United States, with the U.S. now enjoying a period of peace and influence as never before. But while this situation is to be savored by the public, foreign policy and defense leaders should not be complacent. This period of an absence of threat challenges these leaders to find the vision and foresight to act strategically, even when events and imminent threats do not compel them to do so. To understand the dangers and opportunities that will define our nation’s strategy in the new era, we must see the post-Cold War world the way George Marshall looked on Europe after World War II, and return to prevention. In essence, we now have another chance to realize Marshall’s vision: a world not of threats to be deterred, but a world united in peace, freedom, and prosperity. To realize this vision, we should return to Marshall’s strategy of preventive defense.
Preventive Defense is a concept of defense strategy for the United States in the post-Cold War Era. It stresses the need to anticipate security dangers which, if mismanaged, have the potential to re-create Cold War-scale threats to U.S. interests and survival. The foci of Preventive Defense are: proliferation of weapons of mass destruction, catastrophic terrorism, "loose nukes" and other military technology from the former Soviet Union, Russia’s post-Cold War security identity, and the peaceful rise of China. Preventive Defense is the most important mission of national security leaders and of the defense establishment...

Accused Cop Shooter Eric Frein Acted in War Films

Eric Matthew Frein, 31, is charged with killing one trooper and wounding a second last Friday and there is a massive manhunt underway for him. He is considered dangerous, possibly armed with a rifle and an AK-47. Schools in the district were closed today because of the search...Lt. Col. George Bivens said Frein "belonged to a group of military simulation enthusiasts obsessed with Eastern Europe during the Cold War focused on Eastern European armies. "He has his head shaved on the sides with long hair on top," wider than a Mohawk, Bivens said... part of his mental preparation for the alleged assault.... He also said Frein had traveled to Europe in the "past few years." ... "If you are listening to this broadcast while cowering in some cool, damp hiding place, I want you to know know we are coming for you"...The prosecutor warned Frein's associates against helping Frein, vowing they would be vigorously prosecuted.
Jeremiah Hornbaker, who's known Frein through the film industry for nearly a decade, told ABC News that Frein...is a history and weapons expert...working mostly as a "background guy" helping ensure historical accuracy of the films...Hornbaker said he was dumbfounded..."He was kind of a jokey guy, he liked to have fun." Hornbaker, also from Pennsylvania, said Frein's love for guns isn't out of the ordinary... "That's the nature of our business. I have a large gun collection as well...He was an upbeat guy and enjoyed his work. Clients always respected him. for the information he brought...It's not anything we would ever suspect that he could even be implicated in something like this." ...
