The Department of Justice already collects school district data across the country broken down by race on suspensions, expulsions and school-based arrests...
A crucial change that must happen at the federal level is amending the standard for bringing civil rights charges against police. Communities of color don’t trust local law enforcement to investigate themselves...the federal government can serve as a more neutral party, but the bar to actually bring charges is too high. The DOJ statute currently used for prosecution requires a finding that te police officer willfully deprived someone of their rights. A more suitable standard would be recklessness.
In a recent POLITICO interview, the head of the Department of Justice, Attorney General Eric Holder ,also said the bar for bringing federal charges is too high. “I think if we adjust those standards we can make the federal government a better backstop—make us more a part of the process --- to reassure the American people that decisions are made by people who are really disinterested.”

... The “Black Lives Matter” movement focuses on the fact that black citizens have long been far more likely than whites to die at the hands of the police, and is of a piece with this history. Demonstrators who chant the phrase are making the same declaration that voting rights and civil rights activists made a half-century ago. They are not asserting that black lives are more precious than white lives. They are underlining an indisputable fact — that the lives of black citizens in this country historically have not mattered, and have been discounted and devalued. People who are unacquainted with this history are understandably uncomfortable with the language of the movement. But politicians who know better and seek to strip this issue of its racial content and context are acting in bad faith. They are trying to cover up an unpleasant truth and asking the country to collude with them.

In contemporary military operations, service members are called on to act as street-level diplomats, negotiators, peacekeepers, law enforcement officers and relief workers....
The SSIM Program national kick-off was held October 11 – 13, 2011 at the Washington State Criminal Justice Training Center in Seattle. A diverse array of military, law enforcement, academic, and corporate experts met to discuss the science of human interactions, the training of service members and law enforcement, and the development of integrated evaluation techniques for assessing the quality of military and law enforcement interactions with strangers. In addition to developing new knowledge and techniques for the military, SSIM will transition measurement tools for use in training in “real world” settings... to assess social performance, its outcomes and effects.
