Many wished and believed a decade after the Cold War ended that the future world would be a multipolar one. But at the same time, they also believed that as the overwhelming superpower, US hegemony would persist for at least another 50 years or even longer.
But recent years have shown that this is not the case.
Affected by economic globalisation and the pursuit of profit maximisation, and pushed particularly by “borderless information” and “hi-tech’s invisible hand”, the progress of world multipolarity has not been slow, but has accelerated in recent years.
Changes in the international balance of power have taken place faster than some American “futurists” had expected. Who would have ever imagined that China and India could develop at such surprising speed? Who would have thought that China’s (official) foreign exchange reserve could jump to be the world’s No. 1? Who would have thought that Russia would regain its great power status so rapidly?
After the quick rise of “BRIC” (Brazil, Russia, India, and China), 2007 has witnessed the emergence of “VISTA” (Viet Nam, Indonesia, South Africa, Turkey, and Argentina).
According to statistics, the foreign exchange reserves of developing countries make up three quarters of the world’s total. Three (China, Russia, and India) of BRIC are all “tycoons” in this area. Emerging countries’ proportion in the world economy has increased from 39.7 per cent in the early 1990s to 48 per cent last year.
Apart from China’s impressive speed, the annual economic growth rate of India has been maintained at six to seven per cent over the past decade, and is expected to be 8.5 per cent this year. Both China and India rank among the top three most attractive investing countries in the world (the US is obviously the other one).
Russia has also been enjoying rapid growth in the past seven years, with an annual GDP growth rate of 7.8 per cent and gold exchange reserves of $404.8 billion. More than $200 billion in debt left by the break up of the Soviet Union has almost been repaid. The country has returned to the list of the world’s top 10 biggest economies. Seeking to be among the top five by 2020, Russia’s GDP per capital may reach $30,000 by then.
Among the five VISTA countries, the annual GDP of Viet Nam has increased 8.7 per cent this year compared to 2006. The country has now become a leading one for trade and investment in Asia.
The total value of external trade of the Association of Southeast Asian Nations (Asean) exceeded $1.4 trillion in 2006, and its total domestic trade value was about $340 billion. The goal of forming an Asean Community will possibly be realised before 2015. The value of trade between China and Asean is expected to be $190 billion this year. The establishment of the China-Asean Free Trade Zone is accelerating.
Having become the biggest exporter to the Japanese and South Korean markets, the value of trade between China and Japan has exceeded $200 billion, and that between China and South Korea $160 billion. Conspicuous growth was also seen between China and the US, Australia, New Zealand, and Russia.
Some international economic groups have pointed out that the world economy is experiencing its biggest transformation since the Industrial Revolution. Economic centres have been shifting from the developed world to emerging markets in Asia, East Europe, Middle East, and Latin America. BRIC and VISTA are changing the economic structure of the world. These factors are persuasive.
Obviously, it cannot be said at this stage that BRIC, VISTA, and some other states have become “polars” of the world. But it is an irreversible trend.
It also cannot be said that the US, which still dominates international markets, has lost its leading position. But it is a fact that it is going “down hill”, and shrinking in relative power.
These changes, continuous and historical, will significantly affect future international relations.
In another development, regional conflicts and wars are likely to continue and intensify because the nature of the global strategy of the US will remain unchanged.
The US, whether under the Republicans or the Democrats, will continue to be the main antagonist. At the same time, the development of the international and regional situation will not change according to the whims of Washington. Under such circumstances, contradictions and conflicts are virtually inevitable and are likely to crop up from time to time.
If dealt with inappropriately, it could likely lead to wars. Currently, there is no shortage of international hot spots ~ the “Horn of Africa”, Iran-US, and America’s deployment of anti-ballistic missiles in some East European countries. The number of such hot spots will tend to increase in the future, a cruel reality that none of us want to see.
Conclusion: Development of the international situation requires China to fully make use of the strategic opportunities though tough challenges still exist.
President Hu Jintao’s report to the 17th Party Congress gives a better answer on to how to cope with such a situation. Hu’s words of “constructing a harmonious world”, is highly welcomed by the international community, and has “brought China and the world closer”.
However, we should be prudent and modest, enhance our sense of urgency and never lose our head.
Now some people with ulterior motives are singing a “song of praise” for China on the international platform, and are even advocating that “China, US jointly lead the world”. Some domestic media and “experts” are also espousing the belief that China is getting ready to “lead the world”.
China’s long-term strategic principle is peaceful development. We should maintain a balance between the two and avoid overly stressing any of them.
Policies and strategies are the lifeblood of our diplomacy, yet we should not confuse their roles. If we do so, we will face a significant loss in the future.

Lies, Injustice and the Capitalist Way: We’re on the Highway to Hell—Don’t Stop Us!

We “Free World” capitalistic Westerners are a loathsome lot-or to put it more crudely, we suck. When one considers how degenerate we are from a collective standpoint, it is difficult to suppress intense feelings of disgust and contempt. There are many layers to our repugnant, depraved, and “beloved” capitalism, a socioeconomic system which ultimately furnishes the members of its upper echelon with de facto licenses to exploit, plunder, and murder with impunity. Problem is that as one peels back each successive layer hoping to find some purity, one finds a more profound rot.

We have fouled our own environment to the point that recovery and renewal may be impossible; we eradicate non-human animals at an estimated rate of 100 species per day; we slaughter millions upon millions of human beings in wars of imperial aggression driven by capitalism’s insatiable demand for resources and market expansion; we torture and slaughter billions of non-human animals to please our palates; and we insist upon imposing a system of infinite demand upon an all too finite planet.

Yet despite our multi-century “bender” and its obvious consequences, and despite the rational, egalitarian, just, and sustainable alternative which sprung from the minds of Marx and Engels (along with countless others who have contributed to the evolution of their brainchild), we cling to an abomination whose chief benefactors (the ruling class and their sycophantic propagandists in the mainstream media) deserve to be publicly flogged and then imprisoned in the gulag they devised to control the lower classes and black population.

Our collective selfishness, self-absorption, narcissism, greed, and mean-spiritedness are psychic malformations wrought by the wretched systemic exploitation we hold so dear to our withered, Grinch-like hearts. Smug and self-satisfied in our deeply rooted belief in the idiocy that despicable character traits like greed and selfishness can be harnessed in such a way that they provide virtuous means to benevolent ends, we revel in the delusion that the tremendous effort necessary to nurture the human spirit is a waste of time. The uglier and coarser we become on the inside, the greater our likelihood of achieving “success” by the standards of our soul-murdering society. Our worship of a man like Donald Trump as a cultural icon demonstrates how spiritually perverse we have become.

Apologists argue that “true capitalism” doesn’t exist because we have a “mixed economy.” It isn’t enough that one of the most affluent societies in history has 3.5 million homeless human beings, 46 million people without a viable means to attain proper healthcare, deteriorating public infrastructures, a wealth gap that would prick the consciences of the Robber Barons, larcenous CEO compensation, economic apartheid, and trillions of dollars of public money devoted to funding a murderous military machine that serves to ensure that our bourgeois parasites have uninterrupted access to the resources and markets they crave. According to wild-eyed libertarians and our blood-sucking plutocracy, we still need to root out the “socialist” elements that are contaminating our “sacred” free market. You know, that “free market” that inflicted abject misery upon the masses in the United States during the Gilded Age, throughout South America under the tutelage of the human pile of feces known as Milton Friedman (may Satan torment his soul), and in present day China. The excesses, irrationalities, and corrupt nature of capitalism are destroying the world. So let’s implement a more extreme form. What a brilliant notion!

As transparently ridiculous as it is, many amongst the poor and working class in the United States (a group which comprises about 80% of the population) continue to pledge their undying allegiance to a system in which they are merely cogs and cannon fodder serving at the pleasure of their opulent masters.

How have the cynical and ruthless ruling elite of the United States and the “Axis of Good” accomplished this seemingly impossible feat?

In breathtakingly simple fashion. Battering their “inferiors” with a dizzying array of cleverly crafted psychological assaults from cradle to grave, the plutocracy maintains the mass delusion that a system that exploits and impoverishes a majority of the population, rapes the Earth, and necessitates endless resource wars represents the pinnacle of our socioeconomic development.

Many of us suffer from such a deeply fractured (or perhaps butchered) consciousness that even when presented with a humane and sane alternative to the malevolent insanity of capitalism, we still rally to the cause of our bourgeois oppressors. What “patriotic American” isn’t on board with vilifying, blockading, crippling, “regime-changing,” and even invading nearly any nation that dares to implement a system that even remotely resembles socialism, Marxism, or worst of all, Communism? Uh-oh! Hugo Chavez’s social uplift programs are threatening the interests of the millionaires and billionaires of Venezuela (wretched people who have been fucking the poor of their nation for many years). Hurry! Everybody in the United States who is poor or working class! Let’s rush to side with the wealthy elite and support US-sponsored efforts to undermine and depose Chavez!

Deftly applying the superb agitprop techniques developed by Bernays, armies of advertisers, public relations “experts,” government-funded researchers, pundits, talk show hosts, “journalists,” and academics whore for the system to ensure that the masses remain in a perpetual state of moral delusion. How else could they hope to sustain a system that contradicts nearly every decent and humane instinct a human being possesses?

Consider that in the upside-down world the “keepers of the capitalist faith” have contrived, many vices and despicable human traits have been elevated to the status of virtue. Selfishness, avarice, ego, self-absorption, narcissism, careerism, winning at all costs, crushing the competition, the ruthless pursuit of profit, and gluttonous consumption are “all in a day’s work” for the good little capitalists of America. Even those who have broken free of their indoctrination and recognize the depravity of enshrining infantile, mean-spirited, and cruel behavior have little choice but to practice it in some instances simply to survive in our reprehensible “dog eat dog” environment.

Given that the Ministry of Truth can convert vice into virtue, it doesn’t take a tremendous mental leap to conclude they can also do the opposite. In adhering to the insidious indoctrination they provide, we are robbed of experiencing the full spectrum of our humanity because we have been trained to trivialize the aspects of ourselves that would pose a significant threat to the filthy status quo. Imagine the problems a large contingent of people of conscience would present to the sociopaths who routinely wield their immense economic power to engage in wholesale terrorism (i.e. the Iraqi genocide that began with the Gulf War, perpetuated with Clinton’s merciless economic sanctions, and continues to this very moment via the Bush Regime’s Nuremberg class war crimes). Thankfully for these soulless shells posing as human beings, most of the us in the United States have been bribed and brain-washed into complacency and complicity to the extent that with respect to the illegal occupation, we are flag wavers, indifferent by-standers, or protesters essentially rendered impotent by the overwhelming resources and might of the ruling class. Tragically, Bush and his ilk will probably never receive the trials and hangings they so richly deserve.
As we busy ourselves compulsively pursuing the acquisition of material possessions, looking out for number one, vying for promotions, building and preserving our egos, and gorging on the latest brain candy the mainstream media is peddling, who wants to “endure the agony” of engaging in introspection, thinking critically, educating oneself, acting on one’s conscience, empathizing, or pursuing a principled existence? Giving a damn isn’t worth the trouble when we can simply swallow the lies, take the bribes, and let the rest of the human and non-human animals of the world pay our outrageous bills (using their pain and blood as currency).
But we do need to realize that our path to hell isn’t paved with good intentions; we are racing along a road to perdition comprised of suffering, subjugation, oppression, theft, destruction, and wholesale murder. We are riding alongside Angus and Malcolm Young on the “Highway to Hell.”

Instead of vindicating the statist ideologies of the 20th century or the romantic passions of the 19th, they have embraced classic 18th-century humanism.... almost all of the student movements (in Mexico, Cuba, Colombia and elsewhere) were fascinated by the Russian revolution... when they rose to power, all of them — including Rómulo Betancourt, the student leader of 1928 who became the father of Venezuelan democracy in the 1940s — chose another Russian role model: Lenin....This radical trend — along with its natural consequence, fierce anti-Americanism — was further encouraged by the 1973 coup against Salvador Allende in Chile. The result was tragic: tens of thousands (young and old, Marxist and non-Marxist) were sacrificed in Argentina and Chile by the military dictators. Amid the tragedy, however, came a process of maturation. In the early 1980s politically active baby boomers in Latin America split between bloody revolution and changing the system from within. In Mexico, some veterans of the 1960s movement began to understand the value of liberal democracy... Winds of freedom from Eastern Europe helped as well... By some estimates, around 120,000 of Venezuela’s university students have become politically active since May... Socialism Is the Only Way

Much like Charles Darwin, who discovered immutable truths regarding of the origins and evolution of life, Karl Marx was a pioneering scientist. He guided humanity through the reasons capitalism was born, why it would thrive and dominate for a time, and how its inherent contradictions condemn it to death. Marx forecast capitalism, once dead and buried, would be replaced by a superior economic system. Under socialism the shots would no longer be called by a wealthy few but by all the productive people in society in a genuine democracy. For the sake of human survival, sharing rather than competition would be at the foundation of the new system.

History up to Marx’s day and time recorded the transition from feudalism to capitalism as a bloody mess. So Marx well knew that it was likely to be just so when capitalism was forced to make way for socialism. One thing he could not gauge was the scientific and technical advance capitalism would make before it reached its dying days. So the problem humanity faces is that capitalism in its last throes, rotting internally, irrational and increasingly insane, is now armed with doomsday weapons and has created the technology to create the Orwellian state. The system infects culture and controls the mass media and education across a growing part of the world. It places its servants in seats of political and military power, and creates philosophy and myth to glorify its own existence... completely amoral... a system that would not bat an eye before killing every single human being on the planet....

Capitalism depends on profits to live and the appetite for those profits simply cannot be satisfied! For example U.S. oil companies have realized world record profits every quarter for the past several years yet Big Oil must continue to raise the price of gas. The fact is, unless they make ever-greater profit into the indefinite future ExxonMobil and Chevron will whither and die. That is why, against every instinct toward justice, the oil company’s servants in the Congress reject a windfall profits tax, have given away billions of dollars of royalty rights revenues, and will eventually give up drilling rights prohibitions on the Gulf Coast and in the Arctic National Wildlife Refuge. Today, even the largest corporations, like General Motors, Nissan and Renault, seek the comfort of each other’s arms. They will only survive in combination as wealth is consolidated in fewer and fewer entities!

But wars for resources, higher commodities prices and mega-mergers are only putting off the day of reckoning for capitalism. There is only so much technology can boost production or wages can be depressed until a slave system must be created. Even at that, the system will then stare into the eyes of its fatal contradiction. Slaves cannot buy the products they produce...

The fact is that the story of the United States of America is bound up in the birth and rise of capitalism, and the nation’s present descent into dictatorship is part of the same economic system’s decline and inevitable death. Coincidental with the birth of the US, fueled by the Industrial Revolution, the capitalist system was beginning to break the brutish shackles of feudalism on the people of that day. At the same time capitalism began creating the only force capable of destroying it—the working class...

From the birth of the republic, capitalism has been able to provide the American people with several powerful incentives to buy into the program. Five percent of the world’s population is invited to consume 30% of the world’s resources by way of imperialism. Then the white American majority is invited to enjoy a disproportionate share of that material wealth by way of racism. An especially comfortable place is provided to politicians, intellectuals, academics, bureaucrats, and entertainers in the narrow strata of society Marx called the petty bourgeois....Nowadays though, the deal with the capitalist devil is becoming more and more difficult to keep...

Now as capitalism enters its final stage, a nearly seamless political transition to fascism is well underway in the United States. The mass media, the electoral machinery, and both major political parties are under corporate control. The trappings of bourgeois democracy are a hindrance and are being shredded. The Constitution and its Bill of Rights are being rendered meaningless by plans for perpetual war, by presidential signing statements and the theory of the unitary executive, extraordinary rendition, government surveillance programs and the like. Programs based on democratic principles like the public schools, Social Security, and Medicare are being starved to death. Separate and parallel Internet and military forces are being constructed along with internment camps and the legal construct for a martial law declaration. Blackwater is the growing private military force of the ruling class, protecting them in Baghdad and patrolling the streets of New Orleans for them now. Because there are too many sons and daughters of the working class in the US military it can not be trusted by the bourgeoisie when the order is given to attack the American people. Likely the two militaries will one day face each other in combat....

American bourgeois democracy is being held under water. It will drown, never to be resuscitated. The liberal intelligentsia of the petty bourgeois spins its wheels in the mud of this reality.... the rape of the planet will not end until a stake is driven into the heart of capitalism....the petty bourgeois cannot defeat the capitalist ruling class... There are scores of Internet websites, magazines, newspapers, radio programs and networks, and some small television networks where liberal, left, progressive, and other commentators show up to...rail against the outrages and inhumanity of the U.S. government and the Bush Administration.... to no useful end since capitalism will not be reformed nor shamed to death. Pointing out the defects of capitalism has become as easy as shooting fish in a barrel...No matter the danger, it must begin to be spoken by a warrior vanguard: socialism is the only way humankind will live into the distant future on this planet. Only a working class with a consciousness of itself and united across all racial, national and cultural boundaries is capable of seizing power. Only a working class in power will see to the end of this madness and willingly share our available resources for the sake of human survival.

CHALLENGES 2008: Iraq Progresses To... Its Worst

Despite all the claims of improvements, 2007 has been the worst year yet in Iraq. One of the first big moves this year was the launch of a troop "surge" by the U.S. government in mid-February. The goal was to improve security in Baghdad and the western al-Anbar province, the two most violent areas. By June, an additional 28,000 troops had been deployed to Iraq, bringing the total number up to more than 160,000. By autumn, there were over 175,000 U.S. military personnel in Iraq. This is the highest number of U.S. troops deployed yet, and while the U.S. government continues to talk of withdrawing some, the numbers on the ground appear to contradict these promises. The Bush administration said the "surge" was also aimed at curbing sectarian killings, and to gain time for political reform for the government of U.S.-backed Prime Minister Nouri al-Maliki. 30 December 2006 will be remembered as a day of infamy. In violation of international law and human decency, the quisling government of occupied Iraq, a puppet, sectarian regime installed by the American occupation and supported by Iran, assassinated the legitimate President of the Republic of Iraq, Saddam Hussein. It’s been reported that after his execution the assassins shouted: "Long live Muqtada, Long live Muqtada" [Moqtada Al-Sadr] [note: now openly aiding u.s. occupation]...
Understanding the silence of those in the West who should have been the first to denounce the outrageous lynching requires deconstructing the climate of propaganda and deception we are immersed in. Obviously the reason of this shameful silence can’t be found in the history of Saddam Hussein’s regime and his alleged crimes. Nobody asked or expected from the anti-war movement and its intellectuals to side with Saddam Hussein and his regime. This wasn’t requested to denounce the outrageous lynching that could take place, we must remember, only because of the illegal invasion and occupation of Iraq by the US and its allies. So, why this deafening silence. Is it because some quarters of the Western left and its war movement apparatus established a special relation with the reactionary regime of Teheran and the quisling government of Baghdad or some part of it, like the Motqada al-Sadr movement and its militia, the Mahdi Army, responsible for massive crimes against humanity in Iraq? Is this disgraceful silence one more sign of the legitimization of the puppet Iraqi government? Does it mean that the supreme international crime, the illegal invasion and occupation of Iraq, and its effects have now been accepted? And why the Iraqi Resistance to this illegal invasion and occupation has never been recognized as such, even less supported, by a Western antiwar movement that fills its mouth with words such as "peace" and "justice"?
After the initial silence on the real scale of the horror in Iraq, when the Iraq Body Count figures were used even by the antiwar movement in spite the apocalypse was already known and after the ongoing silence on the responsibility of the sectarian militias in mass murdering and ethnic cleansing, this other silence on the lynching of Saddam Hussein raises once again fundamental questions on the role of the Western left and the anti-war movement and forces each of us to an unpleasant but honest and necessary reflection. If a better world is possible, it starts at home...

Caught in the middle between the United States and Iran, Gulf countries this year reviewed their strategic options
Security considerations loomed large over Gulf politics this year, while inflation and eroding exchange rates suppressed optimism on the economic front.
The current year saw the two major powers in the Gulf threatening a showdown. The US, occupying Iraq and keeping military bases in various Gulf States, locked horns with Iran, a country that has considerable military and economic clout as well as many Shia co-religionists in the Gulf. The tug of war between the two powers spilled across Iraqi borders and rattled nerves across the region....The six members of the Gulf Cooperation Council (GCC -- Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Bahrain and Oman) watched in shock as the US and Iran made no secret of their desire to control the region. For the past six months, both Washington and Tehran placed immense pressure on Gulf countries through a mix of carrot and stick tactics...
Secretary of State Condoleezza Rice and Gates both toured the region in late July to underline the message that the 2007 arms deals aim to fortify Washington's allies in the region aimed at offsetting the negative impact of Al-Qaeda, Hizbullah, Syria and Iran. But observers now believe that, for all the hype about weapon sales to the Gulf, a showdown is unlikely. Washington and Tehran seem to be sorting out their differences in Iraq....

The U.S. military offensive in the Horn of Africa is poised to escalate, as Condoleezza Rice assures her African proxies of deepening collaboration in the “war on terror.” With at least half a million Somalis facing death by starvation and disease – and thousands more killed in resistance to the U.S.-backed Ethiopian occupation – Washington has set its sights on neighboring Eritrea as a rogue state that is guilty of “interference in the affairs of its neighbors” and “dangerous adventurism in the Horn.” The cookie-cutter U.S. propaganda/attack formula previously applied in the Persian Gulf has been imposed on Africa, and will surely reap the same catastrophic results. Yet African American “leadership” remains mute and impotent while Washington sets the continent ablaze.

"The Somali occupation is to be transformed into a wider war."
Vowing to wipe out "terrorists" in Somalia, Condoleezza Rice last week surrounded herself with key African proxies in an effort to shore up the American-instigated Ethiopian occupation of Somalia, and to further U.S. military dominance of the Horn of Africa. The Ethiopian invasion, backed by U.S. air power, intelligence assets and close collaboration with ground forces, one year ago, faces increasing resistance by Somali nationalists from a range of political and religious persuasions. The resulting military "quagmire" has left at least 6,000 civilians dead in the capital city, Mogadishu, and displaced over a million more, half of whom face imminent death in what the United Nations calls the "worst humanitarian crisis in Africa."
But civilian suffering wasn't high on Secretary of State Rice's agenda when she met last week in Addis Abba with Ethiopia's foreign minister and Nur Hassen Hussein, prime minister of the puppet Somali "government" installed by the Ethiopian occupiers - a gaggle of warlords and supplicants that virtually all observers are convinced would "not last a day" on its own.
"Counter terrorism requires good intelligence sharing and good training of forces that can deal with bad elements," Rice told her junior partners in the bogus "war on terror" that threatens to set East Africa - and beyond - aflame. "It would have been extremely difficult to make any progress in terms of fighting extremism in Somalia without your support," replied Seyoum Mesfin, ministerial mouthpiece for Ethiopian dictator Mele Zenawi, whose forces are also waging scorched earth warfare against the ethnic Somali majority in Ethiopia's Ogaden region, and priming for renewed conflict with Eritrea, its northern neighbor.

The "bad elements," "terrorists" and "extremists" whose existence serves as the cover for massive American military penetration of the Horn of Africa, are the Islamic Courts that for a brief time brought relative peace and rule of law to Somalia - stability that threatened a more than four decades-long U.S. policy of fomenting chaos in all regions of the continent in which trusted strongmen could not be imposed. Since 9/11, Washington has designated The Horn a strategically vital military and natural resource prize - a largely Muslim region easily accessible to the U.S. armadas, air fleets and armies massed in the Indian Ocean-Persian Gulf region to the east.

Through encircling alliances forged by bribery, coercion, subversion, exploitation of regional rivalries, and mutual greed, the U.S. has made proxies of Ethiopia, Kenya, Uganda and Djibouti. Sudan faces what it fears is imminent U.S.-led intervention in its western province, Darfur. The invasion of Somalia signaled that the U.S. felt confident it could mobilize surrogates and deploy its own awesome assets to "secure" an entire corner of Africa, and thereafter expand the "American sphere" to the south and west. But first, it must complete the subjugation of Somalia, where "insurgents" and "terrorists" - the identical terms used to describe resisters in Iraq - are on the offensive. And any setbacks suffered by the Ethiopian occupiers and their Somali dependents must be blamed on the sole remaining, indispensable "rogue state" in the immediate area: Eritrea.

The U.S. Juggernaut is In Place
U.S. forces in The Horn are formidable. At any given time, thousands of American troops and sailors can be found in Djibouti, a former French colony, now virtually an American protectorate, bordering northern Somalia at the juncture of the Red Sea and Indian Ocean, whose population is majority ethnic Somali. U.S. units routinely rotate to Djibouti from duty in Iraq and the Persian Gulf. Kenya, on Somalia's southern border, has long been a U.S. client, and closely collaborated with the Ethiopian invasion, closing the border to fleeing Somalis seeking to join their numerous kin on the other side.HornGeneralMapColors

Uganda, bordering Kenya and Sudan and led by strongman Yoweri Museveni, is Washington's staunchest ally and ever-eager mercenary in Black Africa, and the shot-caller for Rwanda's military regime - its partner, along with Euro-American corporations, in the looting of Congo. Condoleezza Rice, while visiting Addis Ababa, promised Uganda $59 million for sending 1,800 "peacekeepers" to Somalia - the only African Union (AU) force in Mogadishu. "We hope that you (Uganda) will not be alone anymore," she added. Burundi - like neighboring Rwanda, dominated by a minority Tutsis military beholden to Uganda - is expected to provide a second AU contingent in Somalia, unless the situation in Mogadishu becomes untenable.

All of East Africa south to the border of Mozambique falls under the purview of the Combined Joint Task Force - Horn of Africa, a wing of the U.S. Central Command (the war-wagers in Iraq): Djibouti, Ethiopia, Eritrea, Kenya, Seychelles, Somalia, Sudan, Tanzania, Uganda and Yemen, the Comoros Islands, Mauritius, and Madagascar (Malagasy Republic).

Stretching across the breadth of Africa, from the Atlantic Ocean to the Sudan, is the U.S. "war on terror" apparatus dubbed the Trans-Saharan Counterterrorism Initiative. Designed, like its predecessor, the Pan-Sahel Initiative, as a means of luring African military commanders into the U.S. orbit through "general-to-general" and "captain-to-captain" collaboration - and, of course, lots of U.S. equipment and training (and officer-to-officer bribery) - the Initiative coordinates U.S. military activity in Algeria, Chad, Mali, Mauritania, Morocco, Niger, Senegal, Nigeria, and Tunisia.

"The United States Africa Command is to ‘be responsible for U.S. military operations in and military relations with 53 African nations - an area of responsibility covering all of Africa except Egypt.'"
Having successfully insinuated this massive military infrastructure on the continent, the Pentagon this year announced creation of the United States Africa Command, "to be responsible for U.S. military operations in and military relations with 53 African nations - an area of responsibility covering all of Africa except Egypt - and to be fully operational by September 2008." Africa Command is still searching for a home headquarters - Liberia and Kenya are top prospects on the betting circuit - but in truth the Americans already have many African homes from which to operate, and are waiting for some politically "acceptable" regime to make the best offer or accept the most lucrative deal.

The Europeans at the Berlin Conference of 1884-85 could not have conceived of ambitions so vast as those of 21st Century Americans. The Europeans met to carve up Africa - the Americans are planning to swallow it whole.

Same Formula as Iraq
Washington's African military offensive flies the false flag of the "war on terror," requiring that the "usual suspects" be identified and crushed as the rationale for the imperial presence. There must be a "rogue state" fomenting "terror." In the Horn of Africa, the front line of actual combat by the U.S. and its proxies, Eritrea has been chosen to fill the obligatory bill.

A largely Muslim country that won independence from Ethiopia in 1993 in a socialist- guided war of liberation, Eritrea fought another two-year border war with Ethiopia (1998-2000) before international mediators fixed the lines of demarcation. Tensions remained extremely high, and have been exacerbated by Washington's opportunistic decision to take Ethiopia's side in a dispute that the world considered settled. Eritrea now plays the role of Syria and Iran in the U.S. State Department's cookie-cutter formula for American "war on terror" aggression: the designated demon. Eritrea "actively seeks to destabilize the Horn by fueling insurgencies among his neighbors and supporting groups linked to international terrorists," said James Knight, director of the Office for East Africa, Bureau of African Affairs. Speaking at the University of San Diego, earlier this month, the suited hit-man declared that "Eritrea is increasingly authoritarian, its economy continues to worsen, and it now has established a record of interference in the affairs of its neighbors."

Sound familiar? The State Department propagandist/conspirator continued: "Eritrea pursues expensive and dangerous adventurism in the Horn. Eritrea materially supports extremists to undermine the internationally-supported Transitional Federal Government in Somalia.... Eritrea encourages unending violence, especially in Mogadishu. Eritrea is also believed to support Ethiopian insurgents, including the Oromo Liberation Front (OLF) and the Ogaden National Liberation Front (ONLF).... Our relations with Eritrea are increasingly strained by these policies."

Eritrea, like Iraq, poses no threat to the United States. But no matter. The cauldron in the Horn of Africa must be stoked and stirred, to facilitate deeper U.S. penetration. The Somali occupation is to be transformed into a wider war, which Washington is confident will redound to its geopolitical interests. Millions may die to prove the Americans wrong.

As we wrote in the November 28 issue of BAR: "The war will also destabilize Ethiopia, which is more than a third Muslim and home to many peoples that oppose the dictatorial regime in Addis Ababa. If the rulers of the United States were searching for a plan that would kill hundreds of thousands of Africans, they have found it. This time, however, as in Iraq, Washington has created more chaos than it can handle."

Black Caucus Impotence
The Congressional Black Caucus and American Black "leadership" in general seem singularly unfit to confront the current, and larger, looming conflagrations in The Horn. Despite the transparency of America's evil motives in the region, and direct U.S. involvement in Somali-killing - including the use of air-dropped napalm and AC130 flying gunships - the Caucus can only rouse itself to bemoan the familiar "humanitarian" tragedies created by "other nations" and peoples on the African continent. The CBC, in particular, as officials of the legislative branch of the United States government, are obligated to SCREAM their horror at the imminent immolation of millions of Africans as a direct result of U.S. policy. Instead, they satisfy their "Africa concerns" quota with lamentations about Darfur - and associate their names and good offices with groups that have every intention of instigating a U.S.-led military thrust into Sudan, thus completing Washington's trans-African iron straightjacket.

The U.S. African offensive is not some future threat - it is already in motion.

The Destabilization of Pakistan

...Already in 2005, a report by the US National Intelligence Council and the CIA forecast a "Yugoslav-like fate" for Pakistan "in a decade with the country riven by civil war, bloodshed and inter-provincial rivalries, as seen recently in Balochistan." (Energy Compass, 2 March 2005). According to the 2005 NIC-CIA report Pakistan is slated to become a "failed state" by 2015, "as it would be affected by civil war, complete Talibanisation and struggle for control of its nuclear weapons". (Quoted by former Pakistan High Commissioner to UK, Wajid Shamsul Hasan, Times of India, 13 February 2005): "Nascent democratic reforms will produce little change in the face of opposition from an entrenched political elite and radical Islamic parties. In a climate of continuing domestic turmoil, the Central government's control probably will be reduced to the Punjabi heartland and the economic hub of Karachi," the former diplomat quoted the NIC-CIA report as saying. Expressing apprehension, Hasan asked, "are our military rulers working on a similar agenda or something that has been laid out for them in the various assessment reports over the years by the National Intelligence Council in joint collaboration with CIA?" Ibid)
Continuity, characterized by the dominant role of the Pakistani military and intelligence has been scrapped in favor of political breakup and balkanization. According to the NIC-CIA scenario, which Washington intends to carry out: "Pakistan will not recover easily from decades of political and economic mismanagement, divisive policies, lawlessness, corruption and ethnic friction," (Ibid) . The US course consists in fomenting social, ethnic and factional divisions and political fragmentation, including the territorial breakup of Pakistan. This course of action is also dictated by US war plans in relation to both Afghanistan and Iran.

This US agenda for Pakistan is similar to that applied throughout the broader Middle East Central Asian region. US strategy, supported by covert intelligence operations, consists in triggering ethnic and religious strife, abetting and financing secessionist movements while also weakening the institutions of the central government. The broader objective is to fracture the Nation State and redraw the borders of Iraq, Iran, Syria, Afghanistan and Pakistan.

Covert Support to Balochistan Separatists
Pakistan's extensive oil and gas reserves, largely located in Balochistan province, as well as its pipeline corridors are considered strategic by the Anglo-American alliance, requiring the concurrent militarization of Pakistani territory. Balochistan comprises more than 40 percent of Pakistan's land mass, possesses important reserves of oil and natural gas as well as extensive mineral resources. The Iran-India pipeline corridor is slated to transit through Balochistan. Balochistan also possesses a deap sea port largely financed by China located at Gwadar, on the Arabian Sea, not far from the Strait of Hormuz where 30 % of the world's daily oil supply moves by ship or pipeline. Pakistan has estimated 25.1 trillion cubic feet (Tcf) of proven gas reserves of which 19 trillion are located in Balochistan. Among foreign oil and gas contractors in Balochistan are BP, Italy's ENI, Austria's OMV, and Australia's BHP. It is worth noting that Pakistan's State oil and gas companies, including PPL which has the largest stake in the Sui oil fields of Balochistan are up for privatization under IMF-World Bank supervision.

According to Oil and Gas Journal (OGJ), Pakistan had proven oil reserves of 300 million barrels, most of which are located in Balochistan. Other estimates place Balochistan oil reserves at an estimated six trillion barrels of oil reserves both on-shore and off-shore (Environment News Service, 27 October 2006) .The Balochi resistance movement dates back to the late 1940s, when Balochistan was invaded by Pakistan. In the current geopolitical context, the separatist movement is in process of being hijacked by foreign powers.

Balochistan's strategic energy reserves, serving British and US oil interests are intimately related to the separatist agenda. Following a familiar pattern, there are indications that the Balochi insurgency is being supported and abetted by Britain and the US. British intelligence is allegedly providing covert support to Balochistan separatists (which from the outset have been repressed by Pakistan's military). In June 2006, Pakistan's Senate Committee on Defence accused British intelligence of "abetting the insurgency in the province bordering Iran"[Balochistan]..(Press Trust of India, 9 August 2006).

In fact, Britain and the US are supporting both sides. The US is providing American F-16 jets to Pakistan, which are being used to bomb Baloch villages in Balochistan. Meanwhile, British intelligence is allegedly supporting the Baloch Liberation Army (BLA) essentially with a view to weakening the role of central government. the stated purpose of US Counter-terrorism is to provide covert support as well as as training to "Liberation Amies" ultimately with the purpose of destabilizing sovereign governments. In Kosovo, the training was in fact entrusted to a private mercenary company: military Professional Resources Inc (MPRI).

Baloch population in Pink: In Iran, Pakistan and Southern Afghanistan

Washington favors the creation of a "Greater Balochistan" which would integrate the Baloch areas of Pakistan with those of Iran and possibly the Southern tip of Afghanistan (See Map above), thereby leading to a process of political fracturing in both Iran and Pakistan. "The US is using Balochi nationalism for staging an insurgency inside Iran's Sistan-Balochistan province. The 'war on terror' in Afghanistan gives a useful political backdrop for the ascendancy of Balochi militancy" (See Global Research, 6 March 2007).

Military scholar Lieutenant Colonel Ralph Peters writing in the June 2006 issue of The Armed Forces Journal, suggests, in no uncertain terms that Pakistan should be broken up, leading to the formation of a separate country: "Greater Balochistan" or "Free Balochistan" (see Map below). The latter would incorporate the Pakistani and Iranian Balochi provinces into a single political entity. In turn, according to Peters, Pakistan's North West Frontier Province (NWFP) should be incorporated into Afghanistan "because of its linguistic and ethnic affinity".

Although the map does not officially reflect Pentagon doctrine, it has been used in a training program at NATO's Defense College for senior military officers. This map, as well as other similar maps, has most probably been used at the National War Academy as well as in military planning circles. (See Mahdi D. It is worth noting that secessionist tendencies are not limited to Balochistan. There are separatist groups in Sindh province, which are largely based on opposition to the Punjabi-dominated military regime of General Pervez Musharraf (For Further details see Selig Harrisson, Le Monde diplomatique, October 2006)

"Strong Economic Medicine": Weakening Pakistan's Central Government
Pakistan has federal structure based on federal provincial transfers. Under a fderal structure, the central government transfers financial resources to the provinces, with a view to supporting provincial based programs. When these transfers are frozen as occurred in Yugoslavia in January 1990, on orders of the IMF, the federal fiscal structure collapses: "State revenues that should have gone as transfer payments to the republics [of the Yugoslav federation] went instead to service Belgrade's debt ... . The republics were largely left to their own devices. ... The budget cuts requiring the redirection of federal revenues towards debt servicing, were conducive to the suspension of transfer payments by Belgrade to the governments of the Republics and Autonomous Provinces.

In one fell swoop, the reformers had engineered the final collapse of Yugoslavia's federal fiscal structure and mortally wounded its federal political institutions. By cutting the financial arteries between Belgrade and the republics, the reforms fueled secessionist tendencies that fed on economic factors as well as ethnic divisions, virtually ensuring the de facto secession of the republics. It is by no means accidental that the 2005 National Intelligence Council- CIA report had predicted a "Yugoslav-like fate" for Pakistan pointing to the impacts of "economic mismanagement" as one of the causes of political break-up and balkanization. Economic mismanagement is a term used by the Washington based international financial institutions to describe the chaos which results from not fully abiding by the IMF's Structural Adjustment Program. Pakistan was subjected to the same IMF "economic medicine" as Yugoslavia: In 1999, in the immediate wake of the coup d'Etat which brought General Pervez Musharaf to the helm of the military government, an IMF economic package, which included currency devaluation and drastic austerity measures, was imposed on Pakistan. Pakistan's external debt is of the order of US$40 billion. IMF debt reduction under the package was linked to sell-off to foreign capital of the most profitable State owned enterprises. Musharaf's Finance Minister was chosen by Wall Street. The military rulers appointed a vice-president of Citigroup, Shaukat Aziz, who at the time was head of CitiGroup's Global Private Banking. (See WSWS, 30 October 1999). CitiGroup is among the largest commercial banking institutions in Pakistan.

There are obvious similarities in the nature of US covert intelligence operations, which are often synchronized with the imposition of IMF-World Bank macro-economic reforms. In this regard, Yugoslavia collapsed as a result of a US-NATO supported "civil war" which consisted in coveting Islamic groups as well as channeling covert support to separatist paramilitary armies in Bosnia and Kosovo.

A similar "civil war" scenario has been envisaged for Pakistan by the National Intelligence Council and the CIA: From the point of view of US intelligence, which has a longstanding experience in abetting separatist "liberation armies", "Greater Albania" is to Kosovo what "Greater Balochistan" is to Pakistan's Southeastern Balochistan province. Similarly, the KLA is Washington chosen model, to be replicated in regards to the Balochistan Liberation Army (BLA).

The Assassination of Benazir Bhutto
Benazir Bhutto was assassinated in Rawalpindi, no ordinary city. Rawalpindi is a military city host to the headquarters of the Pakistani Armed Forces and Military Intelligence (ISI). Ironically Bhutto was assassinated in an urban area tightly controlled and guarded by the military police and the country's elite forces. Rawalpindi is swarming with ISI intelligence officials, which invariably infiltrate political rallies. Her assassination was not a haphazard event.
Without evidence, quoting Pakistan government sources, the Western media in chorus has highlighted the role of Al-Qaeda, while also focusing on the the possible involvement of the ISI.
What these interpretations do not mention is that the ISI continues to play a key role in overseeing Al Qaeda on behalf of US intelligence. The press reports fail to mention two important and well documented facts:
1) the ISI maintains close ties to the CIA. The ISI is virtually an appendage of the CIA.
2) Al Qaeda is a creation of the CIA. The ISI provides covert support to Al Qaeda, acting on behalf of US intelligence.
The involvement of either Al Qaeda and/or the ISI would suggest that US intelligence was cognizant and/or implicated in the assassination plot

The Guardian
The document Rebuilding America's Defences, was written in September 2000 by the neoconservative think tank, Project for the New American Century (PNAC)... It says "while the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein."... the US must "discourage advanced industrial nations from challenging our leadership or even aspiring to a larger regional or global role". It refers to key allies such as the UK as "the most effective and efficient means of exercising American global leadership". It describes peacekeeping missions as "demanding American political leadership rather than that of the UN". It says "even should Saddam pass from the scene", US bases in Saudi Arabia and Kuwait will remain permanently... as "Iran may well prove as large a threat to US interests as Iraq has". It spotlights China for "regime change", saying "it is time to increase the presence of American forces in SE Asia".

The document also calls for the creation of "US space forces" to dominate space, and the total control of cyberspace to prevent "enemies" using the internet against the US. It also hints that the US may consider developing biological weapons "that can target specific genotypes [and] may transform biological warfare from the realm of terror to a politically useful tool".
Finally - written a year before 9/11 - it pinpoints North Korea, Syria and Iran as dangerous regimes, and says their existence justifies the creation of a "worldwide command and control system". This is a blueprint for US world domination. But before it is dismissed as an agenda for rightwing fantasists, it is clear it provides a much better explanation of what actually happened before, during and after 9/11 than the global war on terrorism thesis.

Fifteen of the 9/11 hijackers obtained their visas in Saudi Arabia. Michael Springman, the former head of the American visa bureau in Jeddah, has stated that since 1987 the CIA had been illicitly issuing visas to unqualified applicants from the Middle East and bringing them to the US for training in terrorism for the Afghan war in collaboration with Bin Laden (BBC, November 6 2001). It seems this operation continued after the Afghan war for other purposes. It is also reported that five of the hijackers received training at secure US military installations in the 1990s (Newsweek, September 15 2001).
Instructive leads prior to 9/11 were not followed up. French Moroccan flight student Zacarias Moussaoui (now thought to be the 20th hijacker) was arrested in August 2001 after an instructor reported he showed a suspicious interest in learning how to steer large airliners. When US agents learned from French intelligence he had radical Islamist ties, they sought a warrant to search his computer, which contained clues to the September 11 mission (Times, November 3 2001). But they were turned down by the FBI. One agent wrote, a month before 9/11, that Moussaoui might be planning to crash into the Twin Towers (Newsweek, May 20 2002).

9/11 offered an extremely convenient pretext... for military action against Afghanistan and Iraq... plans in hand well before 9/11. A report prepared for the US government from the Baker Institute of Public Policy stated in April 2001 that "the US remains a prisoner of its energy dilemma. Iraq remains a destabilising influence to... the flow of oil to international markets from the Middle East". Submitted to Vice-President Cheney's energy task group, the report recommended that because this was an unacceptable risk to the US, "military intervention" was necessary (Sunday Herald, October 6 2002).
Similar evidence exists in regard to Afghanistan. The BBC reported (September 18 2001) that Niaz Niak, a former Pakistan foreign secretary, was told by senior American officials at a meeting in Berlin in mid-July 2001 that "military action against Afghanistan would go ahead by the middle of October". Until July 2001 the US government saw the Taliban regime as a source of stability in Central Asia that would enable the construction of hydrocarbon pipelines from the oil and gas fields in Turkmenistan, Uzbekistan, Kazakhstan, through Afghanistan and Pakistan, to the Indian Ocean. But, confronted with the Taliban's refusal to accept US conditions, the US representatives told them "either you accept our offer of a carpet of gold, or we bury you under a carpet of bombs" (Inter Press Service, November 15 2001).

Given this background, it is not surprising that some have seen the US failure to avert the 9/11 attacks as creating an invaluable pretext for attacking Afghanistan in a war that had clearly already been well planned in advance. There is a possible precedent for this. The US national archives reveal that President Roosevelt used exactly this approach in relation to Pearl Harbor on December 7 1941. Some advance warning of the attacks was received, but the information never reached the US fleet. The ensuing national outrage persuaded a reluctant US public to join the second world war. Similarly the PNAC blueprint of September 2000 states that the process of transforming the US into "tomorrow's dominant force" is likely to be a long one in the absence of "some catastrophic and catalyzing event - like a new Pearl Harbor". The 9/11 attacks allowed the US to press the "go" button for a strategy in accordance with the PNAC agenda which it would otherwise have been politically impossible to implement...

THE GRAND CHESSBOARD - American Primacy And It's Geostrategic Imperatives, Zbigniew Brzezinski, Basic Books, 1997.
These are the first words in the book: "Ever since the continents started interacting politically, some five hundred years ago, Eurasia has been the
center of world power."- p. xiii. Eurasia is all of the territory east of Germany and Poland, stretching all the way through Russia and China to the
Pacific Ocean. It includes the Middle East and most of the Indian subcontinent. The key to controlling Eurasia, says Brzezinski, is controlling the Central Asian Republics. And the key to controlling the Central Asian republics is Uzbekistan. Thus, it comes as no surprise that Uzbekistan was forcefully mentioned by President George W. Bush in his address to a joint session of Congress, just days after the attacks of September 11, as the very first place that the U.S. military would be deployed...

World events since the attacks of September 11, 2001 have not only been predicted, but also planned, orchestrated and - as their architects would
like to believe - controlled. The current Central Asian war is not a response to terrorism, nor is it a reaction to Islamic fundamentalism. It is
in fact, in the words of one of the most powerful men on the planet, the beginning of a final conflict before total world domination by the United
States leads to the dissolution of all national governments. This, says Council on Foreign Relations (CFR) member and former Carter National
Security Advisor, Zbigniew Brzezinski, will lead to nation states being incorporated into a new world order, controlled solely by economic interests

Brzezinski's own words - laid against the current official line that the United States is waging 'a war to end terrorism' ... It is a war, as described by Vice President Dick Cheney, "that may not end in our lifetimes"... that will not end until all armed groups, anywhere in the world, which possess the
political, economic or military ability to resist the imposition of this dictatorship, have been destroyed.

These are the "terrorists" the U.S.... plans to fight all over the globe....Russia and China the two most important countries - almost but not quite superpowers - whose interests might threaten the U.S. in Central Asia...He also notes (p. 53) that any nation that might become
predominant in Central Asia would directly threaten the current U.S. control of oil resources in the Persian Gulf... An examination of selected quotes
from "The Grand Chessboard," in the context of current events reveals the darker agenda behind military operations that were planned long before
September 11th, 2001:

"...The last decade of the twentieth century has witnessed a tectonic shift
in world affairs. For the first time ever, a non-Eurasian power has emerged
not only as a key arbiter of Eurasian power relations but also as the
world's paramount power. The defeat and collapse of the Soviet Union was the

self-denial (that is, defense spending) and the human sacrifice (casualties,

The phantom terrorists of the War on Terror

The stories we know about the most famous terrorists and the best known terrorist plots do not match up with the facts. DeepJournal created a seven part series detailing this issue, starting off with the case of the Liquid Bombers. The limitations for liquids on airports are the result of the near attack by these so-called Liquid Bombers. Their plot was foiled just in time in August of 2006. Or was it?... MI5 and Scotland Yard felt it necessary to round up the whole gang, according to counter-terrorism sources of The Independent. One year later the U.S. role turned out to be bigger when it became clear that a number of the Liquid Bombers had been trained by Jundullah (Army of Allah), a terrorist organization which... is being sponsored by the U.S... The London Telegraph writes: '[...] the CIA is giving arms-length support, supplying money and weapons, to an Iranian militant group, Jundullah, which has conducted raids into Iran from bases in Pakistan'. Prior to the training by Jundullah, the alleged terrorists - in connection with an earthquake relief operation - were present in camps run by the Jamaat-ud-Dawa (JUD), the parent organization of the Lashkar-e-Toiba (LET). LET gets (financial) support form the Pakistani intelligence agency ISI, which again is directly connected to the American intelligence agency - the CIA.
What did America want to achieve with the arrest of Rauf? ... what we do know is that the arrest did not lead merely to a short-term success, but also to a large-scale terror alert which continues to have consequences to this very day in the West.... This combination of factors made it an important step forward for the War on Terror....

The Post-Bush Regime: A Prognosis

In order to understand anything about American political affairs, it is necessary to have some understanding of who it is that really makes the decisions behind the scenes, and what their interests are. In this way we have some hope of identifying the hidden agendas being served by government actions and programs, and some hope of identifying the longer-term strategies that are in play....

What happens next will be ratcheting in gains and preparing a fresh new story line. That is to say, none of the very impressive (ie, horrific) achievements will be undone, and yet the American people will be led to believe that the evils are in the past—the same standard tactic that we saw work so well when Nixon resigned. The media will be filled with fresh new story lines, along with bright intelligent confident reassuring empathetic Earth-loving new faces, plus other new fantasies—and the Bush experience will fade from public memory, along with last season’s football scores. Such an advantage it is for our rulers, that we Americans have such tiny memory spans and such limited powers of independent observation, compared to the rest of the world’s population.... I suggest that we can see the focus of the next US administration by paying attention to Al Gore. He’s going around preaching the gospel of climate change, and that is rapidly becoming the new cause celebre for the ‘international community’. It’s more than a campaign by Gore, we’re seeing a campaign being supported by the mass media, by the powers that be. We are clearly being prepared for a ‘new show’, after the ‘Bush show’, and the ‘new show’ is going to be about carbon taxes and credits, new energy sources, more efficient cars, biofuels, and all those other things that are allegedly related to climate change and peak oil.

In order to clear the way for the new show, it seems pretty clear that the new administration will begin with some easy political wins, by rapidly cleaning up some of the obvious messes left by the neocons. Closing down Guantanamo, and declaring that rendition flights have been abandoned, would gain a lot of points at no real cost (secret flights and prisons would undoubtedly continue). Iraq has already been destabilized and prepared for balkanization, and permanent US bases have already been built. Another easy win will be for US troops to withdraw to their bases and the oil fields, for the war to be declared over, and for Iraq to be split up into ethnic provinces, leaving them to squabble among themselves. It can all be portrayed in the media as a ‘victory for peace and democracy’.

What then, can we expect from this new show? What consequences are likely to follow from implementing the kind of policies that Al Gore and the media have been talking about, around climate change, energy independence, etc.? What is our ruling clique really trying to accomplish?

At a general level, it is clear that those kinds of policies do not involve fundamental changes in how our societies operate. We’ll still have cars, only they might be a bit more efficient, and we’ll be paying more for fuel and taxes to operate them. We’ll still be shipping products from China that we could produce locally, and we’ll still be depending on long-distance trucking. We’ll still be using agricultural methods that are highly petroleum-dependent, for tractors, fertilizers, and pesticides. Research and development of new energy sources will lead to lots of government subsidies, and it may get us a bit more energy, but not nearly enough to replace petroleum. As long as our transport and other infrastructures remain basically unchanged, we remain unsustainable, dependent on petroleum, and none of the Gore-like initiatives change the overall energy picture, carbon picture, or climate picture in any significant way.

In order to begin figuring out what the real agenda is, behind Gore-like policies, let’s look first at one example: biofuels. Producing biofuels does give us another energy source, but it also removes land from food production. As a consequence of the already-existing biofuels market, market prices for grain and other potential biofuels are now being driven by energy prices. Global food prices are therefore rising rapidly, while at the same time food-production acreage is being reduced. These two things will directly and drastically increase world hunger and starvation, particularly in the poorest regions. A Gore-inspired administration will be promoting an expansion of biofuel programs on a global scale, and it will be patting itself on the back for its noble oil-saving deeds.

All of this will be occurring in a context where we are facing a global food crisis generally. We haven’t seen many headlines on this topic, but the world is sitting on the brink of a major food crisis. Emergency stockpiles are at low ebb, production levels are down, crop failures are up, etc. It’s a very nasty picture even without biofuels.

In this context, the net consequence of a major biofuel agenda comes down to intentional genocide. In order to provide marginally more fuel to the over-consuming industrialized nations, untold millions will starve in the third world, in addition to those untold millions that are already starving. The marginal energy gain is so small by comparison, that we must accept that the biofuels agenda is primarily about genocide. However when we begin reading about new famines breaking out, perhaps in Brazil where biofuels are now going into massive production, the headlines will blame it on droughts, or crop failures, or some other excuse, as they always do. We will meanwhile feel a ‘green glow’ every time we fill up our Prius with biofuels, unaware of what damage we are doing. And perhaps we’ll donate to Oxfam, or adopt some third world child and send them letters.

A Gore agenda is simply genocidal imperialism hiding under a new mask, a new show. Instead of killing off the Indians by killing their buffalo, it kills off populations by removing their access to food in other ways. Once again, ‘they’ must be sacrificed so that ‘our’ way of life can continue and expand. We might note here that more Iraqis died under Bill Clinton’s sanctions that have been killed in the current Iraq war. In Bill Clinton’s time the pattern was invisible genocide, rather than the more violent Bush variety. Apparently in Hillary Clinton’s time we are to return to that earlier invisible pattern.

Clearly the consequences of a Gore agenda are genocidal, but one might question whether that is a primary intended outcome. I’ve been suggesting that it is, and I think more elaboration is in order on that point. I haven’t made the case very well yet. I’ve merely presented some of the evidence and suggested a pattern. In order to get a proper perspective on this issue, we need to step back a bit, and consider the bigger picture of the industrialized world vis a vis the third world, in the face of a broad range of mounting resource shortages—the strategic perspective of our ruling clique.

It seems very clear that the industrialized nations have no intention of changing the basic path they are on, or of abandoning capitalism. We can expect only more industrial growth, more energy consumption, continued use of energy-intensive agricultural methods, etc. The energy band-aids of a Gore agenda make no significant difference in this picture whatever, they simply affirm the intention to proceed with business as usual.

The only way the industrialized North can continue on this path is by taking over more and more of the third world’s land, water, and resources for its own use. As the industrial appetite for resources continues to grow at a rapid rate, and as our global resources are increasingly stressed, we are going to see a very rapid expansion of third world hunger and starvation -- the globalization of African-scale famines. This is inevitable while the North stays on this basic path, whether we have Gore-like policies or some other set of policies is of little consequence.

This ‘inevitability’ of mass die-offs in the third world is well known to those who run the industrial nations. From the perspective of the heights of power, the question becomes, “How can we manage these die-offs so that they cause the least disruption in the global economy, and so that they don’t arouse too much public outcry?” Of course once you begin managing die-offs, you are then engaging in genocide, ie, arranging for particular populations to die in preference to others.

The pattern for the management strategy has been made very clear in Sub-Saharan Africa, where all those civil wars, genocidal atrocities, droughts, and famines have been occurring. Not many people realize that these disasters have been systematically imposed on Africa, by means of IMF requirements, covert destabilization programs, denial of medical care, the widespread distribution of automatic weapons, the manipulations of international banks, the dedication of agricultural land and water to Northern consumption, and the list goes on. Not only is Africa being starved to death by market forces, but the process is being accelerated by covert genocidal interventions.

In Africa we see a full-scale Holocaust, a massive genocide program in process, or should I say we see it not. For in the media it’s nothing like that. We read that ‘tribal conflicts have flared up’, but we don’t hear about the two CIA bombings that were each blamed on the ‘other side’, and which ignited the fracas, a fracas that could become a civil war. We read about a famine due to ‘drought’, and we aren’t told that there would be plenty of water if it weren’t for all the coffee-export plantations using up the local water. We don’t see genocide, we see Africans befallen with unfortunate miseries, all due to the vagaries of Mother Nature.

Thus the pattern of managing die-offs becomes clear. It has been tested satisfactorily in Africa, and we can expect the proven pattern to be employed in future. They pick a population that they consider ‘redundant’, they undertake a program of acquiring that population’s resources, and then to speed up the process of removal they engage in various covert acts of genocide. In this way the world’s population can be whittled down piecemeal, and manageably, as the North gradually requires the utilization of ALL the world’s resources for its own exclusive use. Unfortunately for the North, even that won’t be enough to enable industrial growth to continue. The South is being killed off only that the unsustainable North can continue on its path a wee bit longer.

Meanwhile, the media in the North paints a picture in which only nature causes famines, and the role of the North is always to provide aid, to the extent it can. Concerned viewers are given convenient numbers to call, so they can dispel their concern with a simple donation that will ‘save a child’, or ‘give a family a goat’. No genocide around here; we’re the good guys. See no evil, feel just fine. By the way, too bad about those famines over there.

The Gore-style policies are not just genocidal, they are formidably genocidal. When they start taking massive amounts of land out of food production, and bring about a substantial increase in global food prices, in the face of an already stressed world food situation, they could bring about in a very short time—one bad harvest season—famine on a scale we have never seen before. How serious the outcome will be depends entirely on how aggressively the new administration pursues the Gore-style agenda. They’ve got genocide down to a science, with tunable parameters.

Apparently, having field-tested Holocaust tactics in Sub-Saharan Africa, a decision has been made to go global with the program. For this purpose, the Gore-style policies have the potential to be the appropriate Weapon of Mass Destruction, the equivalent in the starvation game to nukes in the kill-by-fire game. This decision to go global was evidently made some time ago, no doubt just before Gore was asked to make An Inconvenient Truth. The film was the first signal of which way the winds were going to blow, the first preview of the ‘new show’.

The primary mission of the Hillary administration, under the banners of ‘doing something about climate change and peak oil’, will evidently be to undertake a massive resource grab in the global South, leading to the selective and massive elimination of certain populations through starvation. In other words, the mission is to expand the starving-Africa model globally, a process that will presumably be helped along by the usual shadowy suspects in their usual destabilizing roles. My big fear with the Bush regime was the likely attack on Iran...or was it the unleashing of the Gestapo? It was a close race in those dark days. Now we are on the verge of a regime bent on genocide on a scale that would put the Nazis to shame. I suggest that we have escaped the kettle only to fall into the frying pan.

I hope no one out there has any romantic notions about the new Administration, and I hope everyone realizes that the political process can never be used to solve our problems; that system is in fact the heart of our problem. I also hope it is clear to everyone that global genocide is an inevitable consequence of the continuation of this insane capitalist system, whether you agree with most of my analysis or not. And in the end, capitalism can’t last anyway.

Only when you have reached that deep level of hopelessness, where you see no avenue of escape, can you clear your mind enough to begin to see where the real problem lies. The real problem lies, my friends, in the fact that you and I have nothing to say about how our societies are run. Any one of us has more sense than the people who are running things, and we certainly have our fellow beings more at heart. Our problem lies in our own powerlessness, leaving power in the hands of those who always abuse it, in one way or another, in one age after another.

Our challenge as a sentient species, and our response if we seek to do anything about the growth-thru-genocide agenda, is to begin to empower ourselves, us ordinary people, without reference to the useless political process. How to pursue our empowerment must be the aim of our investigations, and pursuing that empowerment must be the point of our activism.
