The revealing ABC news article at the link below begins, "In the early 1960s, America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba." The article goes on to say that the plans, code-named Operation Northwoods, were approved in writing by the top US military chiefs.

The United States now faces a new national security threat. The enemy is not the Islamic State but domestic and homegrown white nationalist terrorism.
We both served as presidential envoys leading the U.S. global campaign to defeat the Islamic State terrorist group. In doing so, we worked with all departments and agencies of the U.S. government to develop a comprehensive and multifaceted campaign to defeat Islamic State terrorists on the battlefield, but also, and crucially, through counterfinance, countermessaging and information-sharing across the United States and globally. U.S. leadership and determined diplomacy built one of the largest coalitions in history, now standing at nearly 80 partners
These efforts have stopped attacks and saved lives. In 2014, the Islamic State was a global force, seemingly unstoppable, operating with free rein in cyberspace and on widely available social media platforms. It was committing acts of genocide, enslaving thousands of women and girls, planning terrorist attacks from its havens in Syria later to be carried out on the streets of Paris, Brussels, Istanbul, Nice and elsewhere. It had open access to military equipment and weapons flowing into Syria. Its ideology spread to the United States and inspired attacks in Florida, Texas and California.
Throughout, nobody questioned America’s resolve to find and defeat these terrorists and protect the homeland. Whenever one of us would hear excuses for terrorism from regional leaders in the Middle East — for example, condemning Islamic State atrocities but agreeing with underlying political grievances — we gave such arguments no quarter or excuse. There is no political justification for acts of mass murder of civilians. When political leaders give such acts cover, even inadvertently, the movement spreads and innocent people die.
And “terrorism” is the term that must be used. The strain of thought driving this terrorism is now a global phenomenon, with mass atrocities in Norway, New Zealand , South Carolina, and law enforcement authorities suspect, El Paso . The attacks are cheered on by adherents in dark (but readily accessible) corners of the Internet. The terrorist acts may differ from Islamic State attacks in degree, but are similar in kind: driven by hateful narratives, dehumanization, rationalization of violence and glorification of murder, combined with ready access to recruits and weapons of war.
The first step to overcoming this dangerous strain of violence is to speak clearly and without equivocation. It is terrorism directed at innocent American civilians. If the Islamic State or al-Qaeda were committing such acts, the nation would mobilize as one to overcome it. The U.S. government would deploy all legal means at its disposal to root out the facilitators of violence and protect the American people from further harm. The United States would speak with a clear voice and lead the world in a determined response, strengthening alliances and sharing information with its allies. Unfortunately, when it comes to white nationalist terrorism, President Trump speaks with equivocation, and his rhetoric, wittingly or not, has the effect of providing cover for extremists who excuse their actions in the language of political grievance.
The United States must take a leadership role in overcoming this scourge of terrorism before it gets worse...The country now confronts a national security emergency on par with the Islamic State threat. It demands moral clarity and a call from the Oval Office directing all assets of the federal government to develop a comprehensive, long-term campaign to protect all Americans. If the president will not act, then Congress and state and local governments must instead. The matter is too urgent to wait for new national leadership — at stake is nothing less than the protection of the American people and our way of life. .... Sometimes a white supremacist killing a nonwhite person is just a pure expression of hate. The killer simply wants to kill a black person, a Mexican American, a Jew, or a member of any other group they despise — no deeper logic than that. But the El Paso shooting is not like this, based on what we know. Nor were the other high-profile instances of mass white supremacist violence in America like Pittsburgh or Charleston....manifestos suggests a much more strategic motivation —in keeping with America’s tradition of homegrown racist violence.
The KKK died and was reborn at several points in American history. But its most infamous incarnation was immediately after the Civil War, when it functioned essentially as an armed insurgency against the Reconstruction-era government. The Klan targeted black communities and prominent Republicans deliberately, an effort to make the South literally ungovernable by Northern-aligned and pro-black forces.
“Freedmen in various counties were whipped for casting Republican ballots; others were flogged until they swore to vote the Democratic ticket or to stay home,” Michael Newton writes in The Ku Klux Klan in Mississippi: A History . “Universal suffrage was a ‘Black Peril’ which Klansmen vowed to resist at all costs.”... to upend the results of the Civil War at the ballot box... terror to accomplish specific and concrete political objectives that perpetuate white dominance — terrorism in a textbook sense. And it worked: The collapse of Reconstruction, brought on in part by Southern terrorism, allowed white supremacy to reassert itself in the form of Jim Crow.
The anti-Chinese riots of the late 19th century, though less well-known to most Americans, had a similar intent. Nativist attackers attempted to evict Chinese migrants from their towns, burning their houses and sometimes driving them out on deadly forced marches also had a broader political intent . ...Using sweeping rhetoric and direct petitioning, vigilantes translated violence into a broader cry for exclusion,,, a form of political action...by directing racial violence against local targets, vigilantes asserted a national political agenda.
The anti-Chinese “vigilantes,”...were as successful as the Klan. Prior to the waves of anti-Chinese violence, “national exclusion was a particularly radical objective,” she writes. Subsequent federal restrictions on Chinese immigration were partly designed “to combat the more immediate threat of immediate white violence” — ending terrorism by giving the terrorists what they want......

El Paso culprit — following in many footsteps before him — apparently wrote and posted online a screed which fulminated against a "Hispanic invasion of Texas" and the conspiracy theory that American whites are being deliberately replaced. Now, it is by no means the case that the U.S. has always been a utopian land of racial progressivism. On the contrary, white supremacy (distinct from white nationalism) has a very long history in the United States. The country was founded by white Europeans who stole the land of existing inhabitants and massacred most of those who didn't die of smallpox. Many brought with them people kidnapped from Africa and kept as chattel in one of the most brutal instances of slavery in world history. For nearly a century after 1876, rich white men in Southern states presided over an apartheid pseudo-democracy, where black Americans were kept as a subordinate caste through regular outbursts of terrorist violence . Today racial segregation is nearly as bad as it was during Jim Crow, and most of the national wealth is held in a tiny minority of largely-white hands, as it has always been.
But neither is it true to say that open racism is the only thread in the American tapestry. On the contrary, the question of whether the United States will be a hierarchical white man's state or an egalitarian, multi-racial democracy has been the signature axis of political struggle here for the past 400 years — and at key points white supremacy has lost. The nation's founding document says it's a "self-evident" truth "all men are created equal." It was flagrant and obvious hypocrisy even at the time — but a powerful moral ideal nonetheless that inspired leaders like Abraham Lincoln and Fredrick Douglass to reform the country to live up to its own bumper stickers. The moral cancer of slavery eventually sparked a war that killed some 750,000 people , drastically reformed the Constitution, freed four million slaves, and granted the men thereof the right to vote....
In a simple descriptive sense, "American values" now include universal suffrage, due process, non-discrimination, and so on. Overthrowing these to put up any flavor of white rule would mean dealing tremendous violence to the United States as it actually exists....
Even all-out racists have largely internalized the idea that open racism is morally abhorrent, or at least feel they must camouflage their real views, as the El Paso terrorist did in claiming not to be  a white supremacist.
The dominant ideology in America today is plainly democratic — the simple idea that all people should be allowed to vote...
