28/01/08 "RollingStone" -- - "So, what you wanna do?" the friend asked. "A target?" the wanna-be jihadi replied. "I want some type of city-hall-type stuff, federal courthouses." It was late November 2006, and twenty-two-year-old Derrick Shareef and his friend Jameel were hanging out in Rockford, Illinois, dreaming about staging a terrorist attack on America. The two men weren't sure what kind of assault they could pull off. All Shareef knew was that he wanted to cause major damage, to wreak vengeance on the country he held responsible for oppressing Muslims worldwide. "Smoke a judge," Shareef said. Maybe firebomb a government building...

For all his bluster, Shareef was, by any objective measure, a pathetic and hapless jihadist — one of a new breed of domestic terrorists the federal government has paraded before the media since 9/11. The FBI...elevated Shareef, working to transform him from a boastful store clerk into a suicidal mall-bomber. Like many other alleged extremists who have been targeted by the authorities, Shareef didn't know that his brand-new friend —the eager co-conspirator drawing him ever further into a terror plot —was actually an informant for the FBI.

As Shareef cursed America and Jews, he was under almost constant surveillance by the Joint Terrorism Task Force for the Northern District of Illinois. Since 9/11, the number of such outfits across the country has tripled. With more than 2,000 FBI agents now assigned to 102 task forces, the JTTFs have effectively become a vast, quasi-secret arm of the federal government, granted sweeping new powers that outstrip those of any other law-enforcement agency. The JTTFs consist not only of local police, FBI special agents and federal investigators from Immigration and the IRS, but covert operatives from the CIA. The task forces have thus effectively destroyed the "wall" that historically existed between law enforcement and intelligence-gathering. Under the Bush administration, the JTTFs have been turned into a domestic spy agency, like Britain's MI5 —one with the powers of arrest.
The expenditure of such massive resources to find would-be terrorists inevitably requires results. Plots must be uncovered. Sleeper cells must be infiltrated. Another attack must be prevented —or, at least, be seen to be prevented. But in backwaters like Rockford, the JTTFs don't have much to do. To find threats to thwart, the task forces have increasingly taken to using paid informants to cajole and inveigle targets like Shareef into pursuing their harebrained schemes. In the affidavit sworn by an FBI special agent in support of Shareef's indictment, the co-conspirator who called himself Jameel is known only as "CS" (Cooperating Source). In fact, CS was William Chrisman, a former crack dealer with a conviction for attempted robbery who was paid $8,500 by the JTTF and dispatched specifically to set up Shareef. Like other informants in terrorism cases, Chrisman had been "tasked" by federal agents to indulge and escalate Shareef's fantasies — while carefully ensuring that Shareef incriminated himself....

For law enforcement, fear and the politics of fear have entwined to create a radical new paradigm. Even the term "law enforcement" has been rendered quaint by the Bush administration. These days, the term of art is "lawfare" —the confluence of police work and military tactics. With Joint Terrorism Task Forces set up across the country to coordinate the work of federal agencies and local cops, the FBI now devotes nearly two-thirds of its resources —some $4 billion —to waging war on terrorism...preventing terrorist attacks before they occur.

To hear the Bush administration tell it, the JTTFs have been an unqualified success. The task forces have been credited with uncovering and busting up homegrown terrorist cells in Oregon, Seattle, Detroit, Miami, Buffalo and New Jersey. All told, the Feds have accused 619 people of "terrorist activity" since 9/11 —a record that the FBI insists has made America safer. In 2005 alone, more than 10 million terror inquiries were checked against the JTTF's Investigative Data Warehouse, a central repository for "terrorism-related documents." Such numbers create the sense that America is indeed under siege —and that the government is on top of the threat. "These extremists are self-recruited, self-trained and self-executing," FBI Director Robert Mueller declared in 2006. "These homegrown terrorists may prove to be as dangerous as groups like Al Qaeda, if not more so. But closer inspection of the cases brought by JTTFs reveals that most of the prosecutions had one thing in common: The defendants posed little if any demonstrable threat to anyone or anything. According to a study by the Center on Law and Security at the New York University School of Law, only ten percent of the 619 "terrorist" cases brought by the federal government have resulted in convictions on "terrorism-related" charges —a category so broad as to be meaningless. In the past year, none of the convictions involved jihadist terror plots targeting America. "The government releases selective figures," says Karen Greenberg, director of the center. "They have never even defined 'terrorism.' They keep us in the dark over statistics."...

Now, in new-age terror cases, the JTTFs simply want to establish that suspects are predisposed to be terrorists —even if they are completely unable or ill-equipped to act on that predisposition. High-tech video and audio evidence, coupled with anti-terror hysteria, has made it effectively impossible for suspects to use the legal defense of entrapment. The result in many cases has been guilty pleas —and no scrutiny of government conduct. In most cases, because no trial is ever held, few details emerge beyond the spare and slanted descriptions in the indictments.... When facts do come to light during a trial, they cast doubt on the seriousness of the underlying case. The "Albany Pizza" case provides a stark example. Known as a "sting case," the investigation began in June 2003 when U.S. soldiers raided an "enemy camp" in Iraq and seized a notebook containing the name of an imam in Albany — one Yassin Aref. To snare Aref, the JTTF dispatched a Pakistani immigrant named Shahed "Malik" Hussain, who was facing years in prison for a driver's-license scam. Instead of approaching Aref directly, federal agents sent Malik to befriend Mohammed Hossain, a Bangladeshi immigrant who went to the same mosque as Aref. Hossain, an American citizen who ran a place called Little Italy Pizzeria in Albany, had no connections whatsoever to terrorism or any form of radical Islam. After the attacks on 9/11, he had been quoted in the local paper saying, "I am proud to be an American." But enticed by Malik, Hossain soon found himself caught up in a government-concocted terror plot. Posing as an arms dealer, Malik told Hossain that a surface-to-air missile was needed for an attack on a Pakistani diplomat in New York. He offered Hossain $5,000 in cash to help him launder $50,000 —a deal Hossain claims he never properly grasped. According to Muslim tradition, a witness is needed for significant financial transactions. Thus, the JTTF reached out for Hossain's imam and the true target of the sting —Aref.

At trial, the judge brushed aside questions about why the government was after Aref in the first place. "The FBI had certain suspicions, good and valid suspicions, for looking into Mr. Aref," he told the jury. "But why they did that is not to be any concern of yours." For their role in a conspiracy confected entirely by the FBI, both Aref and Hossain were convicted of attempting to provide material support to terrorists and sentenced to fifteen years in federal prison. "I am just a pizza man," the bewildered Hossain said at his sentencing. "I make good pizza."...

Counterterrorism squads ...are assigned to monitor distant "Areas of Responsibility" —the Horn of Africa, Yemen, Saudi Arabia, Iraq. The six CT squads in Chicago are also divided into two categories: Five "substantive" groups like Holley's, which gather intelligence and conduct long-term investigations of specific individuals, and another squad that is charged with chasing down leads and determining the "threat profile" of suspects to decide if an investigation is merited....None of the three analysts in the FIG have Arabic-language skills or extensive experience in the countries they are supposed to monitor. To keep informed, they read newspapers and intelligence reports. They then issue bulletins to police departments about perceived threats. "What is the biggest threat?" I ask. There is a long pause. "I think it's very dangerous if we start to identify that," an analyst named Julie Irvine says. "The enemy is listening," Assistant Special Agent in Charge Gregory Fowler adds later. "I drill that into my people's heads every day. Foreign-intelligence agencies and terrorists are listening. The FBI is on a war footing."... "The public is never going to see the evidence we have," Fowler says. "We don't want to reveal our hand or tip our sources. You cannot judge the nature of the terrorist threat to the United States based on the public record." [...]

FBI Prepares Vast Database Of Biometrics
$1 Billion Project to Include Images of Irises and Faces
CLARKSBURG, W. Va. -- The FBI is embarking on a $1 billion effort to build the world's largest computer database of peoples' physical characteristics, a project that would give the government unprecedented abilities to identify individuals in the United States and abroad. Digital images of faces, fingerprints and palm patterns are already flowing into FBI systems in a climate-controlled, secure basement here. The use of biometric data is increasing throughout the government. For the past two years, the Defense Department has been storing in a database images of fingerprints, irises and faces of more than 1.5 million Iraqi and Afghan detainees, Iraqi citizens and foreigners who need access to U.S. military bases. The Pentagon also collects DNA samples from some Iraqi detainees, which are stored separately. The Department of Homeland Security has been using iris scans at some airports to verify the identity of travelers who have passed background checks and who want to move through lines quickly. The department is also looking to apply iris- and face-recognition techniques to other programs. The DHS already has a database of millions of sets of fingerprints, which includes records collected from U.S. and foreign travelers ...Next month, the FBI intends to award a 10-year contract that would significantly expand the amount and kinds of biometric information it receives. And in the coming years, law enforcement authorities around the world will be able to rely on iris patterns, face-shape data, scars and perhaps even the unique ways people walk and talk, to solve crimes and identify criminals and terrorists. The FBI will also retain, upon request by employers, the fingerprints of employees who have undergone criminal background checks so the employers can be notified if employees have brushes with the law..."It's going to be an essential component of tracking," said Barry Steinhardt, director of the Technology and Liberty Project of the American Civil Liberties Union. "It's enabling the Always On Surveillance Society." .

If successful, the system planned by the FBI, called Next Generation Identification, will collect a wide variety of biometric information in one place for identification and forensic purposes. In an underground facility the size of two football fields, a request reaches an FBI server every second from somewhere in the United States or Canada, comparing a set of digital fingerprints against the FBI's database of 55 million sets of electronic fingerprints. A possible match is made -- or ruled out--as many as 100,000 times a day. Soon, the server at CJIS headquarters will also compare palm prints and, eventually, iris images and face-shape data such as the shape of an earlobe. If all goes as planned, a police officer making a traffic stop or a border agent at an airport could run a 10-fingerprint check on a suspect and within seconds know if the person is on a database of the most wanted criminals and terrorists. An analyst could take palm prints lifted from a crime scene and run them against the expanded database. Intelligence agents could exchange biometric information worldwide... The FBI intends to make both criminal and civilian data available to authorized users, officials said. There are 900,000 federal, state and local law enforcement officers who can query the fingerprint database today, they said. The FBI's biometric database, which includes criminal history records, communicates with the Terrorist Screening Center's database of suspects and the National Crime Information Center database, which is the FBI's master criminal database of felons, fugitives and terrorism suspects. Inside the Martial Law Act of 2006

Martial law is perhaps the ultimate stomping of freedom. And yet, on September 30, 2006, Congress passed a provision in a 591-page bill that will make it easy for President Bush [digest: and any other president] to impose martial law in response to a "terrorist incident." It also empowers him to effectively declare martial law in response to what he or other federal officials label a shortfall of "public order" ...whatever that means...
It took only a few paragraphs in a $500 billion, 591-page bill to raze one of the most important limits on federal power. Congress passed the Insurrection Act in 1807 to severely restrict the president's ability to deploy the military within the United States....

Section 1076 of the Defense Authorization Act of 2006 changed the name of the key provision in the statute book from "Insurrection Act" to "Enforcement of the Laws to Restore Public Order Act." The Insurrection Act of 1807 stated that the president could deploy troops within the United States only "to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy." The new law expands the list of pretexts to include "natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition" -- and such a "condition" is not defined or limited.
One might think that given the experience with the USA PATRIOT Act and many other abuses of power, Congress would be leery about giving this president his biggest blank check yet to suspend the Constitution. But that would be naive....

The new law was put in place in response to the debacle of the federal response to Hurricane Katrina....

The new law vastly increases the danger from the actions of government provocateurs. If there is an incident now like the first bombing of the World Trade Center in February 1993, it would be far easier for the president to declare martial law -- even if, as then, it was an FBI informant who taught the culprits how to make the bomb. Even if the FBI masterminds a protest that turns violent, the president could invoke the "incident" to suspend the Constitution. "Martial law" is a euphemism for military dictatorship.... The more power government seizes, the more easily it can suppress the truth. The proud House “mother” of the Patriot Act’s evil twin is Rep. Jane Harmon (D-CA), chair of the Homeland Security Intelligence Subcommittee. Rep. Harmon has admitted to a long and productive relationship with the RAND Corporation, a California based think-tank with close ties to the military-industrial-intelligence complex. RAND’s 2005 study, “Trends in Terrorism,”,chapter titled, “Homegrown Terrorist Threats to the United States.” maintains that “homegrown terrorism” will not be the result of jihadist sleeper cells. Rather, it will result from anti-globalists and radical environmentalists who “challenge the intrinsic qualities of capitalism, charging that in the insatiable quest for growth and profit, the philosophy is serving to destroy the world’s ecology, indigenous cultures, and individual welfare.” Further, RAND claims that anti-globalists and radical environmentalists “exist in much the same operational environment as al Qaida” and pose “a clear threat to private-sector corporate interests, especially large multinational business.” Therein lies the real “other purposes."... Anyone doubting the Orwellian nature of a “bastard child” that equates anti-globalists and environmentalists with al Qaida terrorists will do well to read Orwell’s “Politics and the English Language” and to acquaint themselves with the fate of Winston Smith in 1984.

Both bills seriously violate the most precious amendments to the Constitution, the Bill of Rights. Susan Collins (R-ME) and Joe Lieberman (I-CT) are preparing to follow suit with a Senate companion bill, S.1959...

This bill establishes a National Commission and Center of so-called “Excellence” to censor and crush social concerns which are subjectively perceived to be “threats” by RAND spokesmen, who supplied the content for this bill. RAND coined the folksy epithets “homegrown terrorism,” “violent radicalization” and “ideologically based violence” to invalidate expressions of social conscience that conflict with corporate interests. RAND does not propose restraints on corporate abuse or explore US policy corrections that acknowledge the validity of these concerns. Rather, it characterizes individuals who care deeply about international human rights, national sovereignty and ecological protection as “homegrown terrorists” who have been “violently radicalized” by “extremist belief systems.” This bill quotes RAND ideology verbatim.

The Internet... is being systematically strangled by surveillance devices that police the flow of information; filtering web servers, search engines, web sites, email content and keystrokes. Specifically, the information-sharing networks of citizens whose concerns are inconsistent with global corporate objectives are being censored, blacklisted and suffocated. In direct violation of our Constitution, channels of communication which are protected by the First Amendment are under surveillance by the National Security Agency. The Open Net Initiative reports, “With respect to online surveillance, the United States may be among the most aggressive states in the world in terms of listening to online conversations.” ...

Packaged as a pretext for “preventing terrorism”, the authors of this bill claim that, “The Internet has aided in facilitating violent radicalization, ideologically based violence, and the homegrown terrorism process in the United States by providing access to broad and constant streams of terrorist-related propaganda to United States citizens.”.. in Britain Internet Service Providers are required to install software with secret “offender” lists that block out blacklisted websites.... Comcast, the second largest US Internet Service Provider is forging TCP RST packets with faked return addresses that disrupt file sharing among its customers, using equipment sold by the Canadian company, Sandvine. These are the exemplary democratic models of “lessons learned by foreign nations” that this bill declares the United States “can benefit from” citing Canada, Australia and the UK.

The Baltimore Sun reported In November that George Bush requested $154 million in preliminary funding to “prevent cyberspace attacks”...expected to become a seven-year, multibillion-dollar program to “track threats” in cyberspace on both government and private networks... These Government crimes would be permanently institutionalized through the National Security Agency CAEIAE program, the Center of so-called “Excellence” designated by this bill. There is nothing excellent about unlawful surveillance and social repression by storm troopers.

What Harman describes as “vertical information sharing from the Intelligence Community to the local level and from local sources to State and Federal agencies” is equivalent to The Third Reich’s Ministry for Popular Enlightenment and Propaganda which terrorized German citizens from Party Headquarters through a chain of command that reached all the way down into local communities. With modern telecommunications technology this terror campaign of “intelligence sharing” will persecute citizens in the privacy of their homes, monitoring their online conversations and reporting dissidents to the Gestapo... Inventing a special “Civil Rights and Civil Liberties Officer” embedded in this unlawful operation to create rules for handling the Constitutional rights of US citizens should raise a red flag....Assigning one individual to tailor those rules to an illegal Cointelpro operation...

Masquerading as an “academic” assembly, the political appointees to this Commission will have “relevant expertise” in Information Technology, Juvenile Justice, Corrections, Counterterrorism, Intelligence and Local Law Enforcement. All members of the group will be endowed with sweeping investigative powers and unlimited access to classified files in all branches of government ~ A McCarthy Inquisition with a mandate to hold hearings, administer oaths, take testimony and propose “initiatives to intercede” in the so-called “radicalization process,” a RAND euphemism for crushing social dissent. This mandate to subjectively define and eradicate “unacceptable” social values and beliefs is a gross violation of our Constitution and Bill of Rights. The operation neatly sidesteps peer review systems and strict academic privacy safeguards for data collection that would be imposed on genuine academic scholars and conveniently bypasses the process of competitive bids for taxpayer-funded recommendations deemed “necessary” by this coterie of political insiders. If this assemblage of political appointees had wholesome objectives it would not have been released from congressional oversight and public transparency secured by The Federal Advisory Committee Act. The bill requires only that the Commission produce a public “version” of its findings before disbanding, permitting secret versions to permanently remain at the Center of so-called “Excellence” as a catalyst for Government abuse by Federal, State and local law enforcement agents trained to believe that their targets deserve persecution...

The Waco Texas massacre is a perfect example of citizens being assaulted without provocation by Government agents who ‘believed’ they were targeting “radicals”. The men, women and children who were poisoned and set on fire by Federal agents had not committed any crime, nor were their religious beliefs posing any threat to the community. Yet these Government agents tormented their victims for 51 days, violently destroying their homes and gassing 76 American citizens including 21 children. This bill would authorize exactly this type of ideological profiling perpetrated by self-righteous bigots under Color of Authority whose personal values direct them to commit acts of ‘ideologically based violence.’

RAND spokesman, Brian Jenkins whose personal ideology is fully incorporated into this bill said to Jane Harman’s Committee: “Unless a way of intervening in the radicalization process can be found, we are condemned to stepping on cockroaches one at a time.” This statement perfectly expresses the deep contempt for Constitutional law that pervades this legislation. Is there any doubt that exterminating people would come easily to someone who views his victims as cockroaches? This particular characterization of human beings is the precise terminology that was used by Nazis to justify exterminating Jews.

Coleman takes specific aim at the "Psychological Kevlar Act," aimed at reducing the alarming spread of soldier suicides and post-traumatic stress disorder spawned by the illegal invasion of Iraq. The program relies heavily on dosing soldiers with Propranalol, which, "if taken immediately following a traumatic event, can subdue a victim's stress response and so soften his or her perception of the memory," as Coleman notes. "That does not mean the memory has been erased, but proponents claim that the drug can render it emotionally toothless." She continues: But is it moral to weaken memories of horrendous acts a person has committed? Some would say that there is no difference between offering injured soldiers penicillin to prevent an infection and giving a drug that prevents them from suffering from a posttraumatic stress injury for the rest of their lives. Others, like Leon Kass, former chairman of the President's Council on Bioethics, object to propranolol's use on the grounds that it medicates away one's conscience...Barry Romo, a national coordinator for Vietnam Veterans Against the War, is even more blunt. "That's the devil pill," he says. "That's the monster pill, the anti-morality pill. That's the pill that can make men and women do anything and think they can get away with it. Even if it doesn't work, what's scary is that a young soldier could believe it will."

It is "a kind of moral lobotomy," says Coleman, whose husband killed himself after coming home from the Vietnam War. She puts the bill -- which is being sponsored by Robert Kennedy Jr., among others -- in the historical context of military training:

Since World War II, our military has sought and found any number of ways to override the values and belief systems recruits have absorbed from their families, schools, communities and religions. Using the principles of operant conditioning, the military has found ways to reprogram their human software, overriding those characteristics that are inconvenient in a military context, most particularly the inherent resistance human beings have to killing others of their own species. "Modern combat training conditions soldiers to act reflexively to stimuli," says Lt. Col. Peter Kilner, a professor of philosophy and ethics at West Point, "and this maximizes soldiers' lethality, but it does so by bypassing their moral autonomy. Soldiers are conditioned to act without considering the moral repercussions of their actions; they are enabled to kill without making the conscious decision to do so. If they are unable to justify to themselves the fact that they killed another human being, they will likely -- and understandably -- suffer enormous guilt. This guilt manifests itself as post-traumatic stress disorder (PTSD), and it has damaged the lives of thousands of men who performed their duty in combat."

Killing the soul is the ultimate aim of those who seek to create tools for empire, instead of recruiting citizens to defend the Republic from attack. I wrote about this in 2004 (Manufacturing Intent:The Army's Cult of Killing Leaves a Generation Gap):

Yet despite the vast tonnage of celluloid and printer's ink devoted to [the] praise [of the "greatest generation" soldiers of WWII), what is perhaps the truest, highest measure of their worth has been almost universally neglected. And what is this hidden glory, which does more honor to the people of the United States than every single military action ordered by their corruption-riddled leaders during the past fifty years? It's the fact that in the midst of history's most vicious, all-devouring, inhuman war, only about 15 percent of American soldiers on the battlefield actually tried to kill anyone.

In-depth studies by the U.S. Army after WWII showed that between 80 to 85 percent of the greatest generation never fired their weapons at an exposed enemy in combat, as military psychologist Lt. Colonel Dave Grossman reports. Many times they had the chance, but could not bring themselves to do it. They either withheld their fire altogether or else shot into the air, to the side, anywhere but at the fellow human beings – their blood kin in biology, mind and mortality – facing them across the line...These were not "warriors," bloodthirsty automatons with stripped-down brains and cauterized souls, slavering in Pavlovian fury at the bell-clap of command. No, they were real men, willing, as Grossman notes, to stand up for a cause, even die for it, but not willing, in the end, to transgress the natural law (implanted by God or evolution, take your pick) that says: Do not kill your own kind – and every person of every race and nation is your own kind.

...But far from celebrating this example of genuine glory, the military brass were horrified at the low "firing rates" and anemic "kill ratios" of American soldiery. They immediately set about trying to break the next generation of recruits of their natural resistance to slaughtering their own kind. Incorporating the latest techniques for psychological manipulation, new training programs were designed to brutalize the mind and habituate soldiers to the idea of killing automatically, by reflex, "at the bell-clap of command," without the intervention of any of those inefficient scruples displayed by their illustrious predecessors.

And it worked. The dehumanization process led to a steady rise in firing rates for U.S. soldiers during subsequent conflicts. In the Korean War, 55 percent were ready to pump hot lead into enemy flesh. And by the time the greatest generation's own children took the field, in Vietnam, the willingness to slaughter was almost total: 95 percent of combat troops there fired with the intent to kill.

And today in occupied Iraq, the brutalizing beat goes on. "Kill, kill, kill, kill, kill, it's like it pounds in my brain," a U.S. soldier told the Los Angeles Times last week. Another shrugged at the sight of freshly slaughtered bodies. "It doesn't bother me at all," he said. "I'm a warrior. My soldiers, they are all warriors. They have no problems. There's no place in this Army for men who aren't warriors." Said a third: "We talk about killing all the time. I never used to be this way…but it's like I can't stop. I'm worried what I'll be like when I get home."

...Yet strangely enough, this new model army, imbued with eager "warrior spirit," has not produced the kind of lasting victories won by the reluctant fifteen-percenters of yore. It was stalemated in Korea, defeated in Vietnam, chased out of Lebanon and Somalia, balked in Afghanistan...and is now [bogged down] in bloody quagmire [in Iraq].

Could it be that the systematic degradation of natural morality and common human feeling – especially in the service of dubious ends – is not actually the best way to achieve national greatness?

But the endless efforts to raise "kill rates" are just part of the picture. As I noted in the Moscow Times back in 2003, "warfighter enhancement" is being taken to whole new levels of technological advancement – and moral depravity. I'm doing further research on the current state of the "enhancement" programs, but they are still going full-bore since the time the excerpt below were written:

Pentagon dark lord Donald Rumsfeld is shoveling billions of tax dollars into the research furnaces of federal laboratories and private universities across the land in the wide-ranging effort to spawn "super soldiers," fired by drugs and electromagnetic "brain zaps" to fight without ceasing for days on end. The work is being directed by the Defense Advanced Research Projects Agency (DARPA).

The DARPA "war fighter enhancement" programs -- an acceleration of bipartisan biotinkering that's been going on for years -- will involve injecting young men and women with hormonal, neurological and genetic concoctions; implanting microchips and electrodes in their bodies to control their internal organs and brain functions; and plying them with drugs that deaden some of their normal human tendencies: the need for sleep, the fear of death, the reluctance to kill their fellow human beings.

The research is "very aggressive and wide open," says Admiral Stephen Baker of the Center for Defense Information. Indeed, the U.S. Special Operations Command envisions the creation of "iron bodied and iron willed personnel" who can "resist the mental and physiological effects of sleep deprivation" while relying on "ergogenic substances" to "manage" the "environmental and mentally induced stress" of the battlefield. Their bodies juiced, their brains swaddled in Prozacian haze, the enhanced warfighters can churn relentlessly, remorselessly toward dominion.

And the term "creation" is not just fanciful rhetoric: some of the research now underway involves actually altering the genetic code of soldiers, modifying bits of DNA to fashion a new type of human specimen, one that functions like a machine, killing tirelessly for days and nights on end. These mutations will "revolutionize the contemporary order of battle" and guarantee "operational dominance across the whole range of potential U.S. military employments," the DARPA wizards enthuse.

Of course, the Pentagon is not waiting on sci-fi technology to enhance the physical abilities of its warfighters; old-fashioned off-the-shelf "additives" have long been shoved down soldiers' throats. For example, the use of amphetamines for pilots has been widespread for decades; during the first Bush-Saddam War, whole squadrons were cranked up on the stuff. Not only is the gobbling of speed officially sanctioned, it's actively encouraged, even implicitly mandated--careers can be derailed for pilots who refuse to drug themselves.

The results of this dope-peddling were clearly seen on the new imperial frontier of Afghanistan last spring, when two U.S. pilots -- hopped up on speed -- killed four Canadian allies in a "friendly fire" bombing raid. The pilots, now facing legal charges, say Air Force brass pressured them into taking the mind-altering drug before the fatal flight.

But such glitches are inevitable in any grand scientific undertaking, and DARPA remains undeterred in its bold quest to "push the limits of human input/output," advance the "symbiotic relationship between man and machine," and customize "pharmaceutical technology" to "embolden the warfighter and his superiors," as military scientists declared at a Pentagon-sponsored conference on "future warfare."

What happens to the burnt-out husks of these "iron" soldiers after their minds and bodies have been eaten way by relentless modification and ceaseless toil is, of course, of no concern to the Bush Regime. Even now, the White House is cutting back on health benefits to military veterans -- even going so far as to order veterans hospitals not to advertise their available services, lest broken soldiers actually seek to claim the promise of support their government once gave them. For men like Bush -- protected scions of privilege who sit out wars in safety, in booze-addled luxury -- such promises are just cynical sucker ploys, aimed at coaxing decent soldiers into acting as the hitmen of empire, then discarding them when they're no longer needed.

How very strange it is: those who want to turn American soldiers into mindless, drug-addled mutants and send them off to kill and die in far-flung wars of imperial conquest are seen as patriots, noble leaders, doing the will of God; while those who would rather see these good men and women called home, treated with honor and respect--their talents and dedication applied solely to the defense of their own great country, not pressed into the service of a greedy, rapacious elite--are denounced as "traitors," "anti-American agitators," "allies of terrorism."
