I think my role today is a little bit different than you might expect. In our country, one of the institutions that is changing is the National Security Council, which like so much of our national and international security architecture was formed in the wake of World War II and during the Cold War. So let me say a few words about what the National Security Council does and how President Obama has asked that I approach my job as
National Security Adviser. The President has made clear that to succeed against 21st century challenges, the United States must use, balance, and integrate all elements of national influence: our military and our diplomacy, our economy and our intelligence, and law enforcement capacity, our cultural outreach, and as was mentioned yesterday, the power of our moral example, in short, our values. Given this role, the NSC is by definition at the nexus of that effort.

...Globally integrated finance is the central agent for the unification of this American Empire... As fully-fledged imperialism, globalisation is an integrated system of economic, political, military and ideological powers and geopolitical arrangements supervised by real people in real boardrooms. The geopolitical aspect, for example, comes through very well in a recent formulation of Zbigniew Brzezinski, who served as the National Security Advisor in the Carter administration, supervised the beginning of the Afghan war and credits himself for having bought down the Soviet system. The amerikan section of the international proletariat, as in other 'advanced' western countries is divided against itself, not monolithic. In the imperialist 'homeland' an upper tier, a unionized labor aristocracy, under attack now as never before, has been carefully groomed to be bourgeoisified materially and ideologically, buying into nationalist, white supremacist, patriotism, 'proving' to them that workers of color, especially foreign-born, are inferior competitors, that the democratic party is their ally -- that their enemy is not blood-sucking capitalism. This division of the proletariat, a critical pillar of capitalist dictatorship, is managed by well-paid reactionary AFL-CIA agents. Obama administration targets the working class

The Obama administration holds the whip hand, having advanced $40 billion in bailout funds to the auto bosses, and the White House will effectively control GM, holding 72.5 percent of its stock and appointing a majority of its board of directors. In return for their collaboration, the administration is awarding the United Auto Workers executives a 17.5 percent stake in the downsized GM. In compelling GM to file for bankruptcy, Obama is giving the signal to all of corporate America to attack the jobs, wages, pensions and health benefits fought for by working people in the course of more than a century. The full power of the US government is being used to set an example of making the working class pay for the crisis of capitalism...the current offensive is aimed at fundamentally restructuring class relations in the US. There is to be no return to the conditions that existed prior to the current economic crisis. The aim is nothing less than the destruction of all that remains of the gains won by previous generations of workers and the impoverishment of the entire working class....Trillions have been turned over to Wall Street -- what have the first four months of the Obama administration brought for the working class? Economic figures published this week suggest the answer: [official not actual stats]
• Some 13.5 million people unemployed [official rate includes only those currently getting benefits] , according to the Bureau of Labor Statistics...another 6.7 million people working fewer that 35 hours a week... more than 2.1 million classified as "discouraged", not seeking work. That brings the total unemployed or underemployed to more than 22 million people.
• A recent survey of 518 large companies by Hewitt Associates, a human resources consulting firm, reported in the New York Times Friday, found that 16 percent of employers had cut pay and 20 percent had cut hours or imposed furloughs, far higher figures than in previous recessions.
• The Mortgage Bankers Association reported that 5.4 million of the 45 million US home loans were either delinquent or in foreclosure in the first quarter of this year. The 12.07 percent delinquency and foreclosure rate is expected to rise sharply under the impact of rising unemployment.
• Subprime and adjustable-rate mortgages are no longer the principal driving force of the foreclosure crisis. In the first quarter of 2009, the foreclosure rate for prime fixed-rate mortgages doubled compared to a year before, to 6.06 percent, and these loans for the first time make up the largest share of new foreclosures.
• Home prices dropped 18.7 percent in March, compared to the year before, according to Standard & Poor’s Case-Shiller Index, covering 20 large metropolitan areas....
• Credit card defaults are nearing the 10 percent mark for the first time in the 20-year history of Moody’s Credit Card Index...
It is critical for working people to understand the political meaning of these figures. Obama has summed up his economic philosophy as putting an end to unsustainable levels of consumption spending. It is clear whose consumption is to be cut: Not the luxuries and perquisites of the super-rich, but food, shelter, clothing, transportation, education and other basic necessities of the broad masses of working people.
This reality underlies the most under-reported policy decision of the Obama administration this week. Its flat refusal to provide a bailout for the state of California, which now faces bankruptcy because of two decades of tax cuts for the wealthy, enacted by Democratic and Republican state legislators, has left the state without sufficient revenue to pay for essential services. The White House is essentially telling Republican Governor Arnold Schwarzenegger to intensify an austerity policy that has already resulted in widespread furloughs and pay cuts for state employees and the closing of state offices.
Working people must recognize the Obama administration for what it is—the spearhead of an assault by the financial aristocracy. Obama’s policies are not the result of inadequate understanding or bad advice. He is a conscious and willing political servant of the multimillionaires, doing what is necessary to defend their class interests both at home and abroad.

Deep Cuts Threaten to Reshape California

"Calling for preventive detention in the United States is like lighting a match in a room full of gasoline."
The United States was founded on the principle that "lesser" or "dangerous" peoples should be "detained" for the good of the nation - on reservations or in slavery. Were it not for "rampant race hatred directed against Arabs and spilling over to all Muslims...there would be no serious discussion of preventive detention in the United States, today." The nation's first Black president is provoking a racial whirlwind. ... Calling for preventive detention in the United States is like lighting a match in a room full of gasoline. No nation in the industrial world has a history more entwined with detention of whole classes of people, than the U.S. More Americans are incarcerated than any other inhabitants of the planet – in raw numbers, and as a percentage of population. African Americans alone make up one out of every eight prisoners on Earth, as a direct result of decades of deliberate public policy. Japanese Americans were detained for no crime but their ethnicity. Native Americans – those that were not killed outright – were forcibly "detained" on reservations that were in fact open-air prisons. Slavery was the greatest detention of all – a lifetime of house or field arrest, at hard labor, with no prospect of escape for oneself or one’s children – detention without trial for centuries.

It was the deeply ingrained belief among whites in the necessity of lifetime Black detention under slavery that conditioned Americans to tolerating – or demanding – the harshest criminal justice system in the developed world. Race saturates the American criminal justice conversation – so much so, that one’s race has more impact than one’s crime on whether or not one is ultimately detained in a U.S. prison. Were it not for rampant race hatred directed against Arabs and spilling over to all Muslims, and to those who are mistaken for Muslims, there would be no serious discussion of preventive detention in the United States, today. We would not have witnessed the spectacle of almost the entire U.S. Senate figuratively jumping on top of tables, screaming in terror at the prospect of a few Guantanamo Bay inmates being transferred to maximum security prisons in their states. These senators were exhibiting a kind of primal fear that is both irrational and racist in nature – and a lot scarier than any combination of detainees pacing in a cell. This is America, land of everlasting detention, and preventive execution – where evidence has never been necessary.... Obama has proven himself to be worse than George Bush.

In the wake of 9/11, the Bush regime launched a domestic terror entrapment and provocateur offensive in search of trophy victims. "If Barack Obama's policies and pronouncements to date are any indication, there is little reason to believe that he will put an end to this insidious practice." Four poor and easily manipulated Black men from New York, are the latest foils in this sordid political theater. A paid agent, Shahed Husain, "targeted ‘mostly young black members' of the Masjid al-Iklsa in Newburgh, New York and was so obvious in his methods that he was quickly labeled as an informant." But the targets took the bait, lured by Husain's money. “Muslims should probably not mention hating America or Israel to a new friend. That friend may need to create a terrorist to keep himself out of jail. “The defendants were duped into carrying what they thought were actual bombs and missiles.”
Those are the words of this columnist, first appearing in the June 13, 2007 [1] issue of Black Agenda Report. Sadly, the words of warning are just as apt in 2009 as they were in 2007. On May 21, 2009 Onta Williams, James Cromitie, David Williams, and Laguerre Payen were arrested in New York. The men, all with prior criminal records, were charged in a plot to obtain anti-aircraft missiles and to bomb two synagogues in the Bronx, New York.
The arrests came on the heels of the federal government’s successful conviction of the Liberty City [2] Six in Miami. The defendants in this case were accused of plotting to blow up the Sears Tower in Chicago and were tried for a third time after two previous mistrials. The jury in this last trial was deadlocked until one juror was removed by the judge. If this jury had also been unable to reach a verdict, the defendants would have gone free. Prosecutors had already declared they would not try the defendants a third time.
In these and other cases, Muslims and persons of African ancestry were targeted by FBI informants for the purpose of creating previously non-existent terror plots. Individuals were induced into swearing loyalty oaths to groups designated as terrorists, as in the Liberty Six case, or into planning crimes they had no ability or intention of committing until informants prompted them to. The effect of government officials and their media scribes loudly proclaiming that terror has been averted is very useful to the state. Citizens are kept in a state of fear, and will therefore accept endless war abroad and attacks on their liberties at home....
If Barack Obama’s policies and pronouncements to date are any indication, there is little reason to believe that he will put an end to this insidious practice. Obama just announced that he will bring Guantanamo prisoners to American soil, something that the Bush clique never dared consider. He will also maintain the hated military tribunals and hold terror suspects without charge in “indefinite detention.” He is obviously devoted to the discredited war on terror at home and abroad... the misuse of state power... always falls disproportionately on black people. Both the FBI and Pakistani immigrants know that there is rarely a downside to targeting black people for prosecution and imprisonment. The new president proudly announced that he is just as bad as his predecessor, which can only mean there are more Liberty City and Newburgh cases to come.

Investigators on Friday were trying to piece together the events that led to the fatal shooting of an off-duty New York City police officer by a fellow officer who mistook him for an armed criminal on a dark and mist-shrouded street in East Harlem late Thursday night. The slain plain clothes officer, Omar J. Edwards, 25, of Brooklyn, assigned to patrol housing projects, was shot in the arm and chest after a team of three other plainclothes officers in a car saw him chasing a man on East 125th Street between First and Second Avenues with his gun drawn, Police Commissioner Raymond W. Kelly said.... Officer Dunton and his two colleagues in the car that spotted Officer Edwards — one of them a sergeant — were all assigned to the anti-crime unit from the 25th Precinct. Investigators were interviewing the two officers in the car who did not fire at Officer Edwards. "The investigation will determine whether there was negligence and will tell us how to remedy our failures" state prisons director Charles Ryan said.... A dozen Orleans Parish Prison inmates died in 2007 and 2008, two inmate deaths in 2006 and three deaths in the first five weeks of 2009... placing the institution near the top in mortality rates compared with the most recent national statistics about deaths at large jails. Six inmates died in 2007, either at a jail building or at a hospital, according to Orleans Parish Criminal Sheriff Marlin Gusman's statistics. Another six people died in 2008. The death statistics represent a return to the number of deaths typical at the beginning of the decade, according to Bureau of Justice Statistics data, when the jail had more than double the number of inmates. The deaths continued even as the jail became much smaller after Katrina, holding about 2,500 to 2,700 inmates in the past two years. Before the storm, the jail typically held more than 6,000 inmates...
The tally of 2007 and 2008 deaths gives Orleans Parish Prison a two-year mortality rate considerably higher than before the storm and higher than most large jails in the country...compared with the average mortality rates from 2000 to 2006 at the 50 largest jails, kept by the Bureau of Justice Statistics, the New Orleans jail's mortality rates from the past two years would rank eighth nationally. New Orleans was not included in the large jails study in 2006, because the city jail emptied out after Hurricane Katrina.... The death statistics represent a return to the number of deaths typical at the beginning of the decade, according to Bureau of Justice Statistics data, when the jail had more than double the number of inmates. The deaths continued even as the jail became much smaller after Katrina, holding about 2,500 to 2,700 inmates in the past two years. Before the storm, the jail typically held more than 6,000 inmates.
Allegations of neglect... Excited delirium, a term used to describe many in-custody deaths nationally, has been described as an overdose of adrenaline. But the diagnosis is controversial and criticized by civil rights groups as overused and meaningless....

According to the federal Household Survey, "most current illicit drug users are white. There were an estimated 9.9 million whites (72 percent of all users), 2.0 million blacks (15 percent), and 1.4 million Hispanics (10 percent) who were current illicit drug users in 1998." The informal afternoon session was so discreet that some of the billionaires’ aides were told they were at “security briefings”. Stacy Palmer, editor of the Chronicle of Philanthropy, said the summit was unprecedented. “We only learnt about it afterwards, by accident. Normally these people are happy to talk good causes, but this is different – maybe because they don’t want to be seen as a global cabal,” he said. Some details were emerging this weekend, however. Taking their cue from Gates they agreed that overpopulation was a priority. Hitler and his henchmen victimized an entire continent and exterminated millions in his quest for a so-called Master Race. But the concept of a white, blond-haired, blue-eyed master Nordic race didn't originate with Hitler. The idea was created in the United States, and cultivated in California, decades before Hitler came to power. California eugenicists played an important, although little-known, role in the American eugenics movement's campaign for ethnic cleansing.... The superior species the eugenics movement... craved blond, blue-eyed Nordic types. This group alone, they believed, was fit to inherit the Earth. In the process, the movement intended to subtract emancipated Negroes, immigrant Asian laborers, Indians, Hispanics, East Europeans, Jews, dark- haired hill folk, poor people, the infirm and anyone classified outside the gentrified genetic lines drawn up by American raceologists... By identifying so-called defective family trees and subjecting them to lifelong segregation and sterilization programs to kill their bloodlines. The grand plan was to literally wipe away the reproductive capability of those deemed weak and inferior -- the so-called unfit. The eugenicists hoped to neutralize the viability of 10 percent of the population at a sweep, until none were left except themselves. California led the nation, performing nearly all sterilization procedures with little or no due process. In its first 25 years of eugenics legislation, California sterilized 9,782 individuals, mostly women. Many were classified as "bad girls," diagnosed as "passionate," "oversexed" or "sexually wayward." At the Sonoma State Home, some women were sterilized because of what was deemed an abnormally large clitoris or labia.... During the 20th century's first decades, California's eugenicists included potent but little-known race scientists, such as Army venereal disease specialist Dr. Paul Popenoe, citrus magnate Paul Gosney, Sacramento banker Charles Goethe, as well as members of the California state Board of Charities and Corrections and the University of California Board of Regents.
Eugenics would have been so much bizarre parlor talk had it not been for extensive financing by corporate philanthropies, specifically the Carnegie Institution, the Rockefeller Foundation and the Harriman railroad fortune. They were all in league with some of America's most respected scientists from such prestigious universities as Stanford, Yale, Harvard and Princeton. These academicians espoused race theory and race science, and then faked and twisted data to serve eugenics' racist aims. Stanford President David Starr Jordan originated the notion of "race and blood" in his 1902 racial epistle "Blood of a Nation," in which the university scholar declared that human qualities and conditions such as talent and poverty were passed through the blood.
In 1904, the Carnegie Institution established a laboratory complex at Cold Spring Harbor on Long Island that stockpiled millions of index cards on ordinary Americans, as researchers carefully plotted the removal of families, bloodlines and whole peoples. From Cold Spring Harbor, eugenics advocates agitated in the legislatures of America, as well as the nation's social service agencies and associations....The Harriman railroad fortune paid local charities, such as the New York Bureau of Industries and Immigration, to seek out immigrants in New York and other cities and subject them to deportation, confinement or forced sterilization...The Rockefeller Foundation helped found the German eugenics program and funded the program that Josef Mengele worked in before he went to Auschwitz.... By 1926, Rockefeller had donated some $410,000 -- almost $4 million in today's money -- to hundreds of German researchers. In May 1926, Rockefeller awarded $250,000 toward creation of the Kaiser Wilhelm Institute for Psychiatry. Among the leading psychiatrists at the German Psychiatric Institute was Ernst Rüdin, who became director and eventually an architect of Hitler's systematic medical repression.... In 1952, John D. Rockefeller the 3rd, the oldest son of Rockefeller Jr., founded the Population Council. The organizations stated goal is to seek "...better understanding of problems relating to population." [6] The first president of the Council was Frederick Henry Osborn, who was appointed by John D. Rockefeller himself. Osborn was a prominent eugenicist who helped found the American Eugenics Society, now called The Society for the Study of Social Biology. Osborn headed the AES from 1946-1952, when he began to place greater emphasis on population control, signaling the shift of post WWII eugenicists. [7] Osborn wrote in his 1968 book The Future of Human Heredity that "Eugenic goals are most likely to be attained under another name than eugenics." Hitler studied American eugenics laws... In "Mein Kampf," published in 1924, Hitler quoted American eugenic ideology and displayed a thorough knowledge of American eugenics. "There is today one state," wrote Hitler, "in which at least weak beginnings toward a better conception (of immigration) are noticeable. Of course, it is not our model German Republic, but the United States."...
In its infamous 1927 decision, Supreme Court Justice Oliver Wendell Holmes wrote, "It is better for all the world, if instead of waiting to execute degenerate offspring for crime, or to let them starve for their imbecility, society can prevent those who are manifestly unfit from continuing their kind . . . Three generations of imbeciles are enough." This decision opened the floodgates for thousands to be coercively sterilized or otherwise persecuted as subhuman. Years later, the Nazis at the Nuremberg trials quoted Holmes' words in their own defense....
During the Reich's early years, eugenicists across America welcomed Hitler's plans as the logical fulfillment of their own decades of research and effort. "Among hundreds of Rockefeller funded institutes and projects in the US, England and Germany that have been involved in promoting eugenics, was the Kaiser Wilhelm Institute for Anthropology, eugenics and Human Heredity in Berlin. The head of that institute, Dr. Otmar Verschuer, was Josef Mengele's patron, teacher and co-researcher. Another Rockefeller sponsored doctor and researcher, Dr. Franz Kallmann, helped save Verschuer after WWII by testifying favorably about his value to science during the US government denazification hearings. Dr. Kallmann later created the American Society of Human Genetics, which organized the "Human Genome Project".

The Human Genome Project may now open the door to the development and use of genetic weapons targeted at specific ethnic groups. This project is currently being conducted under the auspices of the U.S. Energy Department, which also oversees America’s nuclear weapon arsenal. ISRAEL is working on a biological weapon that would harm Arabs but not Jews, according to Israeli military and western intelligence sources. The weapon, targeting victims by ethnic origin, is seen as Israel’s response to Iraq’s threat of chemical and biological attacks. A scientist there said the task was hugely complicated because both Arabs and Jews are of Semitic origin. But he added: "They have, however, succeeded in pinpointing a particular characteristic in the genetic profile of certain Arab communities, particularly the Iraqi people."
In developing their "ethno-bomb", Israeli scientists are trying to exploit medical advances by identifying distinctive genes carried by some Arabs, then create a genetically modified bacterium or virus. The intention is to use the ability of viruses and certain bacteria to alter the DNA inside their host’s living cells. The scientists are trying to engineer deadly micro-organisms that attack only those bearing the distinctive genes. The programme is based at the biological institute in Nes Tziyona, the main research facility for Israel’s clandestine arsenal of chemical and biological weapons.

"According to some reports, as many as 90 percent of all Brazilian women of African descent have been sterilised. If true, this would nearly eliminate future generations of black people in Latin America's largest nation. Brazil's black population is reported to be second in size only to Nigeria's. At least half of Brazil's 154 million people are believed to be of African ancestry."
A U.S.-sponsored program that resulted in the sterilisation of nearly half of Brazil's women has prompted a formal congressional inquiry, sponsored by more than 165 legislators from every political party that is represented in the Brazilian legislature. The investigation was initiated after information about a secret U.S. National Security Council memorandum on American population control objectives in developing countries was published in the Jornal d Brasilia, Hova do Povo (Rio de Janeiro), Jornal do Brasil, and other major newspapers in early May. That U.S. foreign policy document, officially known as National Security Study Memorandum 200 or NSSM 200, detailed a plan to target thirteen large de- veloping nations with intensive efforts to promote population "policies'' that would allow the U.S. to run massiv birth control and sterilisation projects in those countries.

Brazil, the study said, was placed on the list of thirteen target nations because it "clearly dominates the continent [South America] demographically,'' and its population was projected to equal that of the United States by the turn of the century. This, said the report which was jointly prepared for the National Security Council (NSC) in 1974 by the Central Intelligence Agency (CIA), the Departments of State and Defence (DOD), and the Agency for International Development (USAID), suggests "a growing power status for Brazil in Latin America and on the world scene over the next 25 years.''
The NSC report listed twelve other nations whose growth could give them increased political influence, and which were also to be targeted under the international population program. Those are: Nigeria, Egypt, Ethiopia, Pakistan, Indonesia, Turkey, Bangladesh, India, Thailand, the Philippines, Mexico and Colombia.

I myself am done with candlelight vigils. I have participated in too many of them, from 1993 with the murder of Dr. David Gunn in Pensacola through the seven doctors, patient escorts and staff murdered over the horrifying five-year period thereafter. I can never forget the day before New Year's Eve in 1994. I was, at the time, CEO of Planned Parenthood in Arizona, talking on the phone to Pensacola patient escort June Barrett -- who had been wounded when her husband and the clinic’s Dr. John Britton were murdered by anti-abortion zealot Rev. Paul Hill -- when I received another urgent call from a friend whose granddaughter worked in Planned Parenthood’s Brookline clinic. The young woman had just witnessed the murder of two co-workers by John Salvi.
Each time, we held vigils all over the country. We wept and we pledged to continue our work. Which we did, increasingly, in isolation. We were the ones who had been wronged, and yet we were labeled controversial, to be shunned rather than supported. The murders were only the tip of the iceberg, among over 6000 cases of violence, vandalism, stalking, bombings, arson, invasions and other serious harassment. Where will women go now?
If any good can come of the murder of Dr. George Tiller, one of the very few providers of late-term abortions in the U.S., perhaps it's the opportunity to have a conversation about the reality of termination in the second and third trimesters. Anti-choice activists often cast late-term abortions as the murder of a viable baby at the whim of a woman who doesn't wish to be inconvenienced, carried out by a doctor who looks at her and sees only cartoon dollar signs. They're egged on by relatively mainstream figures like Bill O'Reilly, who declared that Dr. Tiller "destroys fetuses for just about any reason right up until the birth date for $5,000." Such misinformation and outright lies about procedures that are in fact rare and only performed when medically necessary are what led anti-choice activists to call Tiller "America's Doctor of Death," and accuse him of running a "murder mill." The reality of what Dr. Tiller did, however -- helping women in absolutely desperate circumstances, when almost no one else would -- is what led one woman who had to terminate a wanted pregnancy because of a terrible late-term diagnosis to call the doctor and staff at his Women's Health Center "our heaven when we were living in hell."
The stories are painfully similar: A couple is thrilled to be expecting a baby, only to see a doctor's face turn grim during a routine ultrasound. Something is terribly wrong. And whatever the specific diagnosis is, the prognosis is essentially the same: If your baby lives, it will suffer constantly and die young

Susan Hill, President of the National Women's Health Foundation, who knew Dr. Tiller for over two decades and referred girls and women to his clinic, said in a phone interview, "We always sent the really tragic cases to Tiller." Those included women diagnosed with cancer who needed abortions to qualify for chemotherapy, women who learned late in their pregnancies that their wanted babies had fatal illnesses, and rape victims so young they didn't realize they were pregnant for months. "We sent him 11-year-olds, 12-year-olds who were way too far along for anybody [else] to see," said Hill. "Eleven-year-olds don't tell anybody. Sometimes they don't even know they've had a period."...

Hill last spoke to Dr. Tiller two weeks ago, not long after the Women's Health Center was vandalized, and she asked the 67-year-old why he didn't retire in the face of increasing harassment, after already having been shot in both arms and seen his clinic bombed. "Because I can't leave these women," he told her.... "Those are the words I'm always going to remember from him. He just believed that when he left, they wouldn't get any kind of care." Unfortunately, it seems he may have been right. I asked Hill where women who need late-term abortions can go now, and her response was bleak. "There's Warren Hern, out in Boulder, Colorado, but he doesn't go as far as Dr. Tiller went." When it comes to those "really tragic cases," Hill said the harsh truth is, "We don't know where we're going to send them."

The laws in our state prevented us from ending the pregnancy there, and Dr. Tiller was one of maybe three choices in the whole nation at that gestational age." Occupying Hearts and Minds
One of the definitions of the word “occupation” is: the action, state, or period of occupying or being occupied by military force. Throughout history, areas or countries occupied by military force have always resisted, and this resistance has caused the occupier to devise more suitable methods of subduing the population of the area being occupied...
This form of psychological warfare is deeply disturbing. Throughout my five years of reporting on the occupation of Iraq, when I’ve asked Iraqis what they feel the most damaging aspect of the occupation is, I have been told that the occupation is “shredding the fabric of Iraqi society and culture.”
The US military has sent shock troops --- which also donned helmets and flak jackets --- anthropologists, sociologists and social psychologists, with their own troops in both Iraq and Afghanistan. By the end of 2007, American scholars in these fields were embedding with the military in Afghanistan and Iraq as part of a Pentagon program called Human Terrain System (HTS), which evolved shortly thereafter into a $40 million program that embedded four or five person groups of scholars in the aforementioned fields in all 26 US combat brigades occupying Iraq and Afghanistan.
Two years prior to this, the CIA had quietly started recruiting social scientists by advertising in academic journals, offering salaries of up to $400,000. The military’s goals for the HTS was to have them gather and disseminate information about Iraqi and Afghani cultures. These embedded scholars, contracted through companies like CACI International, work in the project that is described by CACI as “designed to improve the gathering, understanding, operational application, and sharing of local population knowledge” among combat teams....
used to exploit fault lines between Sunni and Shia, Kurd and Arab, and differences within each group, in classic divide-to-conquer strategy. For example, the Sahwa (US-created and -backed Sunni militia) clashing with the US-backed Maliki government in Iraq is a classic example of Iraqis being effectively turned against one another so as not to unite against the occupier. Another example is the effective creation and exploitation of the myth of sectarianism in Iraq, which has lead to the deaths of hundreds of thousands of Iraqis, and threatens to do so once again.
Anthropology, in particular, has been referred to through history as the “handmaiden of colonialism,” thus putting anthropologists, at least those with a moral conscience, on guard against anything that smells like exploitation or oppression of their subjects. Roberto Gonzalez, an associate professor of anthropology at San Jose State University and leading member of the Network of Concerned Anthropologists, told Time magazine that the militarization of anthropology will cause the field to become “just another weapon … not a tool for building bridges between peoples.” Anthropology has core professional ethics standards that require voluntary, informed consent from subjects, and that anthropologists do no harm. How likely do you think these will be adhered to by the flack-jacket-wearing, gun-toting, embedded anthropologists working directly with regimental combat units in Iraq and Afghanistan? ... one of the top ten US defense contractors, Science Applications International Corporation, which has been operating in Iraq since the beginning of the occupation, describes anthropology in its job advertisements as a “counter-insurgency related field.” Marcus Griffin, an anthropology professor, preparing to deploy to Iraq at part of an HTS team, boasted on his blog, “I cut my hair in a high and tight style and look like a drill sergeant … I shot very well with the M9 and M4 last week at the range … Shooting well is important if you are a soldier regardless of whether or not your job requires you to carry a weapon.”...
Documentary filmmaker Jason Coppola is directing and producing a film titled “Justify My War.” In the film, an introspective Coppola explores the question of rationalization of the wars being waged by our government, from Wounded Knee to Fallujah. I asked Coppola for his perspective about the ongoing use of anthropologists by the US military in Iraq and Afghanistan. “This seems to be the most powerful weapon against indigenous cultures today. Much more powerful than F-16s and M-1 tanks. We see how well it worked against our own indigenous culture. You need to know a people before you decide what can corrupt them, what can be used to confuse, divide and conquer them. The strongest defense against occupation is an undivided, culturally rooted people, but empires don’t like that.”...

Military's Social Science Grants Raise Alarm:
Defense Secretary Robert M. Gates is calling on "eggheads" to help the military unravel questions about the recruitment of terrorists, the resurgence of the Taliban and messages delivered in militant Muslim religious schools. ... Every year, the Defense Department spends billions of dollars on research to improve technology, weapons and medicine, including nearly $13 billion this fiscal year. But its relationship with social science has sometimes been tumultuous. Anthropologists were active during World War II, even designing propaganda to encourage Japanese soldiers to surrender. In the 1960s, Project Camelot, an Army-sponsored effort to study political change and unrest in Latin America, was canceled abruptly after the program was revealed in the Chilean press.... Minerva will fund research on five topics, including the development of China's military and technological prowess and how religion, culture, economics and politics in the Islamic world "interact to foster political violence, terrorism or insurgent behavior."
The Pentagon also wants insights into Saddam Hussein's rule and into terrorist groups. Citing the development of game theory and Kremlinology in the Cold War, the Pentagon is asking the brightest minds to come up with new ways of thinking about national security. Universities around the world are eligible for Minerva funding. Officials said $50 million will be awarded over five years.
David Vine, an American University anthropologist, criticized the initiative, saying the research would be limited by the Pentagon's worldview."Research about a potential conflict with China, I feel, may be part of a large self-fulfilling prophecy," Vine said. "That kind of research could lead up to an increasing escalation of military tensions and military preparations for war."
The Network of Concerned Anthropologists, which describes itself as an advocate for ethical anthropology, said the research topics could "contribute to creating more national and human insecurity by trafficking in the construction of . . . a connection between Islam and violence."
Recently, the Army's Human Terrain System has embedded social scientists in military units in Iraq and Afghanistan with the aim of helping commanders understand local culture and customs. The U.S. military has introduced "religious enlightenment" and other education programs for Iraqi detainees, some of whom are as young as 11, Marine Maj. Gen. Douglas M. Stone, the commander of U.S. detention facilities in Iraq, said yesterday. Stone said such efforts, aimed mainly at Iraqis who have been held for more than a year, are intended to "bend them back to our will" and are part of waging war in what he called "the battlefield of the mind." Most of the younger detainees are held in a facility that the military calls the "House of Wisdom."....
As a result of the increased U.S. troop presence in Iraq this year, the number of Iraqis in U.S. detention has swelled from about 10,000 last year to more than 25,000. The effort to reshape attitudes among the growing detainee population is aimed at addressing a problem that has vexed U.S. troops in Iraq for the past four years: Military detention facilities have served as breeding grounds for extremist views, transforming some prisoners into hard-core insurgents, according to military analysts. Stone wants to identify "irreconcilables" -- those detainees whose views cannot be moderated -- and "put them away" in permanent detention facilities. Psychiatrists, psychologists, counselors and interrogators help distinguish the extremists from others, he said....
After reassessments and interrogations, Stone said, some detainees are recommended for release. "If a detainee is an imperative security risk . . . then I'm going to reduce that risk and I'm going to replace that destructive ideology," he said. "And then when he's assessed to no longer be a threat, I'm going to release the detainee being less likely to be a recidivist."...
Other initiatives at the facilities include vocational training and basic education programs for about 7,000 detainees. Stone said he believes his approach is "compelling because it's how you win this war, not only the one in Iraq, but the one on a greater basis." He quoted Iraqi Vice President Tariq al-Hashimi as saying that "America could win the war if they just applied the exact process that you're putting in detention to the rest of the entire nation," in Stone's words.
The 25,000 detainees now being held in U.S. facilities in Iraq include more than 820 juveniles, Stone said, most of whom are held in the House of Wisdom, which opened last month and is located at the Camp Victory military base near Baghdad's airport. He said that six additional young people had been sent to him just yesterday, and that "the trend is towards the youth," including 11-, 12- and 13-year-olds. He described older juveniles -- the 15-, 16- and 17-year-olds -- as "harder nuts" and said that 50 to 60 of them have been removed from U.S. detention facilities and turned over to Iraqi authorities for trial.
The new religious training, Stone said, helps U.S. forces pinpoint the hard-core extremists. "I want to know who they are," he said. "They're like rotten eggs, you know, hiding in the Easter basket." Stone said his staff conducts polygraph tests for detainees who promise to change after undergoing the religious training program. "We were trying to figure out if they're messing with us. . . . You're not talking about radicals going to choirboys." But he also added that they're succeeding in countering extremists in the facilities. "We're busting them down, we're making whole moderate compounds that didn't exist before."
Stone described a sort of religious insurgency that occurred at one detention facility on Sept. 2. "We had a compound of moderates for the first time overtake . . . extremists. It's never happened before. Found them, identified them, threw them up against the fence and shaved their frickin' beards off of them. . . . I mean, that is historic." Jack Holt, the spokesman for the Pentagon's new media operations, said that 60 people were invited to join the Stone interview yesterday but that only four bloggers did so. Of those four, at least two appear to be active-duty military, but as of yesterday evening none so had discussed Stone's presentation online.
Other elements of Stone's program are being developed. He said he has created a "transition-out barracks" where detainees being released discuss civics and human rights. He has also begun a "huge, expensive" Rand Corp. research study on detainee motivation and morale and has plans for a major communication campaign....

Colonizing Culture

The geo-strategic expansion of the American empire is an accepted fact of contemporary history. I have been writing in these columns about the impact of the US occupation on the people of Iraq in the wake of the "hard" colonization via F-16s, tanks, 2,000-pound bombs, white phosphorous and cluster bombs. Here I offer a brief glimpse into the less obvious but far more insidious phenomenon of "soft" colonization...
Unlike earlier times, modern-day invasions are invariably camouflaged by a façade of elaborate deceit that claims altruistic intent as the motive of assault. In this new scheme of things, resistance is deemed as insurgency and dissent is unpatriotic. Those that are invaded do not have the luxury to decide between being beggar and slave. Culture would be the last thing on their minds as they struggle to stay alive. Yet it is the loss of their culture that ultimately causes the disintegration of these societies to the absolute advantage of their victors.
It is said that history is written by the victor. What is not said is that destroying the enemy is only half the purpose of a victor. The other half is the subjugation and drastic alteration of the self-perception of the enemy, so as to gain unquestioned control over every aspect of the subjugated state, its populace and its resources, so that having won victory it can get on with the "much bigger business of plunder," according to Franz Fanon, philosopher, psychiatrist, author and a pre-eminent thinker of the twentieth century...

With the destruction of infrastructure, education, health and livelihood sources are destroyed... rehabilitation and restoration come packaged in alien systems of knowledge (read-USAID), that, too, is accepted in the absence of what existed earlier. Literature, art and architecture meet with more systemic demolition.

At one level we have the Human Terrain System (HTS) I have written about previously wherein social scientists are embedded with combat units, ostensibly to help the occupiers better understand the cultures they are occupying. The veiled intent is to exploit existing schisms and fault-lines in these societies to the occupier’s own advantage through the policy of divide and conquer. Dalia is one of a new generation of Palestinians who have been swept up in a rising tide of interest in Western classical music in the last several years here in the Palestinian territories, but especially the West Bank. the pursuit of classical music is fraught with tensions and obstacles, including a desire not to be seen as working with Israelis. A small effort to teach violin at a refugee camp in Jenin, north of Ramallah, was banned in March when camp authorities heard that the students had played for Holocaust survivors in Israel, saying the concert “served enemy interests.” A lack of detailed knowledge about the Holocaust is widespread among Palestinians, who view that chapter of history as a catalyst to the creation of Israel and thus a source of their suffering. But the music teacher, Wafaa Younis, an Israeli Arab, scoffed at the complaint. .. Across the border in Israel, which has a mother lode of classical music talent, there is little awareness that Palestinians are pursuing the same artistic tradition. That is perhaps no surprise in a conflict where mutual ignorance is prodigious. “We cannot perceive them as people who have their own cultural lives,” said Noam Ben-Zeev, a music critic for the liberal Israeli daily Haaretz...

The presence of classical music is still tiny among a West Bank population of 2.5 million. But concerts pop up more and more. A Baroque festival took place across the West Bank in December. A piano competition for Palestinians attracted 50 entrants to East Jerusalem in January. Sounding Jerusalem, a chamber music festival, will take place in the area for the fourth year this month. Music schools are booming and sending students off to study in Europe and the United States. Zarqawi - Bush's man for all seasons

There's no shortage of documentation, in print and online, on how US intelligence agents operating around the world since the 1950s have created and developed their own terrorist groups; their own terrorist warnings concerning these terrorist groups; and then how they applied multibillion-dollar counterterrorism tactics - including black psy-ops - to neutralize these terrorist groups they created in the first place.
Disinformation and propaganda are key. Creating a "face" to terror is key. So these black psy-ops always include the creation of a cipher. One American psy-ops operative recently leveled with the Australian newspaper The Age: "We were basically paying up to US$10,000 a time to opportunists and criminals who passed off fiction and supposition about Zarqawi as cast-iron fact, making him out as the linchpin of just about every attack in Iraq." ... first Zarqawi was used as a justification for the Iraqi war; then he became the reason for why there was no peace.... Zarqawi, described as "a master of disguise and bogus identification papers", has had a tendency to appear in several places at the same time, always eluding the efforts of the multibillion-dollar US intelligence machine. The Rupert Murdoch-owned The Weekly Standard, very cosy with the neo-cons, trumpeted that Zarqawi "is mounting a challenge to bin Laden's leadership of the global jihad".
But not a single source, anywhere, claims to have actually seen "Zarqawi" since late 2001 in Afghanistan. Ask the Pentagon. Ask the CIA. Ask the Federal Bureau of Investigation. No one, on the record, is able to independently verify that "Zarqawi" actually exists. There are no photos - only that same CIA-owned black and white. The CIA doesn't even know how tall or how fat "Zarqawi" is. All the literature on "Zarqawi" since late 2001 springs from dubious "confessions" by prisoners and "statements" by all sorts of people claiming to be "Zarqawi"....
Zarqawi was extremely useful to defuse attention from the Abu Ghraib scandal: the Berg video showed up at the height of Abu Ghraib. The "Zarqawi" in the video does not speak Arabic with a Jordanian accent. His legs seem pretty normal. And crucially, he wears a golden ring, which for an authentic jihadi would be the ultimate affront. On the same day, June 22, of the release of the Kim video, "Zarqawi" also released a statement - but with a different voice, saying he was determined to "ignite a civil war between Sunnis and Shi'ites". Curiously enough, that's exactly what US intelligence wants..." ... Without Zarqawi, the Bush administration would have to painfully admit that the Iraqi resistance is a national liberation struggle. Obama Cybersecurity Report Addresses Critical Infrastructure and Privacy Issues
A cybersecurity report published by the White House on Friday provides a list of wide-ranging guidelines advising President Barack Obama on how the government should proceed in its national plan to secure cyberspace. It touches on everything from establishing communication networks for emergency response teams to the role government should play in the protection of critical infrastructure networks and whether or not entities that experience a breach should have to notify governments and law enforcement agencies. Privacy and civil liberties concerns receive a repeated nod, with privacy being mentioned in the report more than five dozen times.
The 76-page report (.pdf) was released in conjunction with a White House announcement that the president will be creating a new cybersecurity office and czar, as well as a privacy and civil liberties official to oversee the government’s cybersecrity plans....

Gov't refuses to release secret wiretapping documents

The Bush administration inadvertently turned over the top secret document to Al-Haramain lawyers, who claimed it proved illegal wiretapping by the National Security Agency.The document was returned to the government, and the lawyers have argued they need the document back to prove their case.The Treasury Department in 2004 designated the charity as an organization that supports terrorism...
The Obama administration insists it has no obligation to provide access to a top secret document in a wiretapping case, setting up a showdown next week with the judge who ordered it released... In its response, the department said that in this case "disclosure of classified information -- even under protective order -- would create intolerable risks to national security. The filing said President Barack Obama...argued that the government "cannot be sanctioned for its determination that plaintiffs do not have a need to know classified information."
Justice Department lawyers... argued that Judge Vaughn Walker had no cause to penalize the government over its refusal to turn over the document. Walker on May 22 threatened to punish the administration for withholding the document, which he ordered given to lawyers suing the government over its warrantless wiretapping program. The judge has ordered department lawyers to appear before his court Wednesday to make the case why he should not award damages to the now-defunct Oregon chapter of the Al-Haramain Islamic Foundation. That group is challenging the wiretapping program.The Al-Haramain case has been a focal point for civil liberties groups questioning the legality of the warrantless wiretapping program, and has become one of several instances where the current administration has taken its cue from the Bush administration in citing national security as justification for keeping secrets.


Abu Ghraib abuse photos 'show rape'
Photographs of alleged prisoner abuse which Barack Obama is attempting to censor include images of apparent rape and sexual abuse, it has emerged.
At least one picture shows an American soldier apparently raping a female prisoner while another is said to show a male translator raping a male detainee. Further photographs are said to depict sexual assaults on prisoners with objects including a truncheon, wire and a phosphorescent tube... sodomy by military personnel of an Iraqi boy.... a female prisoner having her clothing forcibly removed to expose her breasts. Detail of the content emerged from Major General Antonio Taguba, the former army officer who conducted an inquiry into the Abu Ghraib jail in Iraq.
Allegations of rape and abuse were included in his 2004 report but the fact there were photographs was never revealed. He has now confirmed their existence in an interview with the Daily Telegraph. The graphic nature of some of the images may explain the US President’s attempts to block the release of an estimated 2,000 photographs from prisons in Iraq and Afghanistan despite an earlier promise to allow them to be published. t was thought the images were similar to those leaked five years ago, which showed naked and bloody prisoners being intimidated by dogs, dragged around on a leash, piled into a human pyramid and hooded and attached to wires. Mr Obama seemed to reinforce that view by adding: “I want to emphasise that these photos that were requested in this case are not particularly sensational, especially when compared to the painful images that we remember from Abu Ghraib.” ...

CORRECTION - Retired U.S. General Denies Seen Photos In Iraq Flap
A retired U.S. general denied reports he had seen the pictures of Iraqi prisoners being abused that President Barack Obama is seeking to keep secret...
The British newspaper Daily Telegraph reported that retired Major General Antonio Taguba told them he had seen the images Obama said will not be released. The newspaper quoted him as saying: "These pictures show torture, abuse, rape and every indecency." Taguba told the Salon.com website that while the Telegraph quoted him accurately, he was referring to pictures from Abu Ghraib that showed horrific abuse and not the 44 pictures the American Civil Liberties Union was seeking to have released. The administration also accused the Daily Telegraph of misquoting Taguba, with the White House going so far as to cast doubt on the accuracy of the British press in general. Taguba, who retired in January 2007, led an investigation in 2004 into abuse at Iraq's Abu Ghraib prison which included allegations of rape and sexual abuse.

Taguba denies he's seen abuse photos suppressed by Obama
Taguba says the Telegraph story got one important fact right: he does support Obama's decision to fight the release of the images subject to the lawsuit, even though he has not seen those images. "No other photographs should be released," Taguba told Salon, because he worries additional images might threaten the safety of U.S. troops.
In March 2006 Salon published "The Abu Ghraib Files," 279 photographs and 19 videos collected by the Army's Criminal Investigation Division as it examined the shocking cases of prisoner abuse at the notorious Baghdad prison. The photos depict scenes of extreme cruelty – prisoners forced to publicly masturbate, naked prisoners held in extreme stress positions, or being walked naked by a female guard. Some photos show prisoners bloodied and otherwise injured, with untrained guards tending to their wounds. A suggestion by the U.S. Homeland Security Secretary Janet Napolitano... in a CBC interview Monday that terrorists have routinely entered the United States through Canada — including the perpetrators of the Sept. 11, 2001, attacks — caused a kerfuffle in Washington
"Canada is not Mexico. It doesn't have a drug war going on; it didn't have 6,000 homicides that were drug-related last year," Napolitano said. "Nonetheless, to the extent that terrorists have come into our country or suspected or known terrorists have entered our country across a border, it's been across the Canadian border. There are real issues there." When asked if she was referring to the 9/11 perpetrators, Napolitano answered: "Not just those but others as well." ... Wilson told reporters at the Border Trade Alliance meeting in Washington, where he was keynote speaker, that he is "frustrated" that the 9/11 myth has surfaced yet again."Unfortunately, misconceptions arise on something as fundamental as where the 9/11 terrorists came from," he said. "As the 9/11 commission reported in 2004, all of the 9/11 terrorists arrived in the United States from outside North America. They flew to major U.S. airports. They entered the U.S. with documents issued by the United States government, and no 9/11 terrorists came from Canada." In reponse to Wilson Napolitano issued a statement later to clarify her remarks. While she knows no 9/11 terrorists entered the U.S. through Canada, she said, "there are other instances … when suspected terrorists have attempted to enter our country from Canada to the United States. ...other high-profile U.S. politicians have also suggested a link between terrorists and the Canadian border, including Napolitano's predecessor, Michael Chertoff, who said last year that more than a dozen suspected extremists had been caught trying to enter the U.S. via Canada. When she was senator, Hillary Clinton said tighter security was needed at the Canada-U.S. border because of 9/11.

Informed of her error, Ms. Napolitano blustered: "I can't talk to that. I can talk about the future. And here's the future. The future is we have borders."

Janet Napolitano, the U. S. Homeland Security Secretary, is planning her first visit to Canada next week amid new signals from the Obama administration -- this time from Secretary of State Hillary Clinton -- that it hopes to further tighten security along the Canada-U. S. border. In a news conference yesterday with foreign reporters, Ms. Clinton said the United States still believes it must "harden" its northern border because it was simply "too porous" following the Sept. 11, 2001, terror attacks. Since 9/11, "we have been working with our friends in Canada to try to harden that border..." Ms. Clinton said, adding "our Department of Homeland Security will continue to do so. Ms. Clinton's comments came after Ms. Napolitano announced her own Canadian travel plans. The former Arizona governor also is hoping to allay lingering concerns in Ottawa about her understanding of security issues along America's northern border, which spiked after she suggested last month that 9/11 hijackers entered the United States from Canada....
