Not only does one country account for the overwhelming plurality of world military expenditures, but that nation also has troops and bases on all six habitable continents (as well as a 54-year military mission in Antarctica, Operation Deep Freeze) and eleven aircraft carrier strike groups and six navy fleets that roam the world's oceans and seas at will. It is also expanding a global interceptor missile system on land, on sea, in the air and into space to leave it invulnerable to retaliation.

The U.S. Army has published the latest edition of its Army Weapon Systems handbook, cataloging dozens of Army weapons with descriptive information, status updates, contractor relationships, and images. "The systems listed in this book are not isolated, individual products," the introduction says. "Rather, they are part of an integrated investment approach to make the Army of the future able to deal successfully with the challenges it will face."

The Mogadishu debacle of 1993, when neighborhood militias inflicted 60% casualties on elite Army Rangers, forced U.S. strategists to rethink what is known in Pentagonese as MOUT: "Militarized Operations on Urbanized Terrain." Military theorists are now deeply involved in imagining how the evolving capacity of high-tech warfare can contain, if not destroy, chronic "terrorist" insurgencies rooted in the desperation of growing megaslums. To help develop a geopolitical framework for urban war-fighting, military planners turned in the 1990s to the RAND Corporation: Dr. Strangelove's old alma mater. RAND, a nonprofit think tank established by the Air Force in 1948, was notorious for war-gaming nuclear Armageddon in the 1950s and for helping plan the Vietnam War in the 1960s. These days RAND does cities -- big time. Its researchers ponder urban crime statistics, inner-city public health, and the privatization of public education. They also run the Army's Arroyo Center which has published a small library of recent studies on the context and mechanics of urban warfare.
One of the most important RAND projects, initiated in the early 1990s, has been a major study of "how demographic changes will affect future conflict." The bottom line, RAND finds, is that the urbanization of world poverty has produced "the urbanization of insurgency" (the title, in fact, of their report).
"Insurgents are following their followers into the cities," RAND warns, "setting up 'liberated zones' in urban shantytowns. Neither U.S. doctrine, nor training, nor equipment is designed for urban counterinsurgency." As a result, the slum has become the weakest link in the American empire.
the four armed services, coordinated by the Joint Staff Urban Working Group, launched crash programs to master street-fighting under realistic third-world conditions. "The future of warfare," the journal of the Army War College declared, "lies in the streets, sewers, high-rise buildings, and sprawl of houses that form the broken cities of the world."
Israeli advisors were quietly brought in to teach Marines, Rangers, and Navy Seals the state-of-the-art tactics -- especially the sophisticated coordination of sniper and demolition teams with heavy armor and overwhelming airpower -- so ruthlessly used by Israeli Defense Forces in Gaza and the West Bank.
Artificial cityscapes (complete with "smoke and sound systems") were built to simulate combat conditions in densely populated neighborhoods of cities like Baghdad or Port-au-Prince. The Marine Corps Urban Warfighting Laboratory also staged realistic war games ("Urban Warrior") in Oakland and Chicago, while the Army's Special Operations Command "invaded" Pittsburgh...
Captain Thomas (whose article is provocatively entitled "Slumlords: Aerospace Power in Urban Fights"), like RAND, is brazenly confident that the Pentagon's massive new investments in MOUT technology and training will surmount all the fractal complexities of slum warfare. One of the RAND cookbooks ("Aerospace Operations in Urban Environments") even provides a helpful table to calculate the acceptable threshold of "collateral damage" (aka dead babies) under different operational and political constraints.
The occupation of Iraq has, of course, been portrayed by Bush ideologues as a "laboratory for democracy" in the Middle East. To MOUT geeks, on the other hand, it is a laboratory of a different kind, where Marine snipers and Air Force pilots test out new killing techniques in an emergent world war against the urban poor. Hy Rothstein, the former Army career officer in Special Forces who heads the team of 15 faculty members and students, mostly naval officers taking time between deployments to pick up a master's degree...counts as extracurricular and is necessarily voluntary, given the constitutional bar on the military operating within U.S. borders...
The thrust of the plan relies on winning the trust of people. In Salinas, as in Iraq and Afghanistan, the uniformed forces patrolling "are still viewed as an occupying force," said Police Chief Louis Fetherolf. Gangs and police compete in the aftermath of gang shootings -- witnesses in a position to see everything share nothing with police. Their silence is so absolute that after a killing in August, a department spokesman told the local paper that police were "absolutely begging" for witnesses.The distrust rises partly from differences of culture and language: Many Hispanics in the city have roots in nations where police are often viewed as predators...
When Salinas police hosted a community meeting a couple of years ago to help residents determine whether their children were in gangs, not a single resident showed up.Rothstein, a veteran of counterinsurgency efforts in Colombia and Central America, notes the "significant overlap with how you deal with insurgencies and how you deal with cities that are under siege from gangs." Going after insurgents, he said, involves "trying to capture the allegiance and control of the population..." ... the advisers brought the powerful computer software commanders used in Iraq..The military's software tracks crimes and links suspects and their associates by social, geographic and family connections....
To secure Salinas, the mayor wants more boots on the ground, though finding the money to hire 84 officers became more problematic after local voters recently rejected a 1-cent increase in the sales tax, billed as "a penny for peace." More officers would mean less dashing from call to call and more time to demonstrate that police work for residents. Social programs will play a key role in a city where gang membership often flows from the long hours when youths are unwatched by parents working in the lettuce fields....
All the pieces, however, must leave city officials speaking with one voice. "I don't want to use the word 'psychological operations' because that'll really make people go crazy," said Rothstein, who teaches a "classified seminar" on information operations in Monterey. "But the idea is, talking to the public thwarts negative messages... part of a strategic communication plan that has to inform everything you do."
Leonard A. Ferrari, provost of the Naval Postgraduate School, embraced the project from the start, hearing in Donohue's plea an opportunity for a school "in transition from just a defense institution to a national homeland and even a human security institution. The Justice Department estimates 1 million gang members nationwide..."The idea was not just Salinas," Ferrari said, "but is there a national model for this?"

Colonel George A. Crawford and published by JSOU.. to capture or kill imperialism's enemies....

Currently a senior director for Archimedes Global, Inc. , Crawford boasts a résumé that includes "operational assignments with special operations and special activities, intelligence collection and analysis, information operations and psychological operations."... like many newly-minted intelligence and security outfits in Washington, is chock-a-block with retired spooks and special forces operators cashing-in on the tsunami of public funds fueling the "War on Terror." ... With some 25-years experience "as a foreign area officer specializing in Eastern Europe and Central Asia," including a stint "as acting Air and Defense Attaché to Kyrgyzstan," Crawford brings an interesting skill-set to the table. A trained interrogator "selected by the commander of United States Special Operations Command (USSOCOM) as an inspector for the Secretary of Defense Interrogation Special Focus Team" ...
According to their web site the company offer services such as "Operations and Research" from "experienced, highly trained people" who possess "unmatched expertise across a number of industries and focus areas." In the realm of Technology, Archimedes specializes in "Cryptanalysis and Applied Cryptography"... The firm's "Information and Risk" brief claims they will solve "the most difficult communication and risk problems by seeing over the horizon with a blend of art and science." And with focus areas that include "strategic communications, media analysis and support, crisis communications, and risk and vulnerability assessment and mitigation," ... the dark art of psychological operations (PSYOPS) would find a friendly home at Archimedes...

Personnel skilled at conducting strategic information operations--to include psychological operations, public information, deception, media and computer network operations, and related activities--are important for victory. Despite robust DoD and Intelligence Community capabilities in this area, efforts to establish organizations that focus information operations have not been viewed as a positive development by the public or the media, who perceive government-sponsored information efforts with suspicion. Consequently, these efforts must take place away from public eyes. Holder.. admitting even boasting -- that this concocted multi-tiered justice system (trials for some, commissions for others, indefinite detention for the rest) enables the Government to pick and choose what level of due process someone gets based on the Government's assessment as to where and how they're most likely to get a conviction:

Lynne Stewart: Heroic Human Rights Lawyer Jailed

...Lynne Stewart was indicted April 9, 2002 for conspiring to provide and conceal material support to terrorist activity...She was also accused of violating US Bureau of Prisons Special Administrative Measures (SAMs) that included a gag order on her client, Sheik Abdel Rahman [to] prohibit discussion on topics the Justice Department (DOJ) rules outside of “legal representation,” so lawyers can’t discuss them with clients, thus inhibiting their defense. At former US Attorney General Ramzy Clark’s request, she joined him as part of Rahman’s court-appointed defense team. In his 1995 show trial, he was convicted and is now serving a life sentence for seditious conspiracy, solicitation of murder, solicitation of an attack on American military installations, conspiracy to murder, and conspiracy to bomb in connection with the 1993 World Trade Center attack despite evidence proving his innocence on all charges.

The DOJ’s case wasn’t about alleged crimes. It reflected his affiliations and anti-western views. Rahman was connected to the Egyptian-based Al-Gamaa al-Islamiyya — a 1997 US State Department-designated “foreign terrorist organization.” In the 1980s, however, he helped the CIA recruit Mujahadeen fighters against the Soviets in Afghanistan. For his work, he got a US visa, green card, and State Department-CIA protection as long as he was valued. When no longer, he was targeted along with Stewart.

Her case was precedent-setting, chilling, and according to the Center of Constitutional Rights Michael Ratner: sent “a message to lawyers who represent alleged terrorists that it’s dangerous to do so.”
Her attorney, Michael Tigar, called it: “an attack on a gallant, charismatic and effective fighter for justice (with) at least three fundamental faults:
(it) attack(ed) the First Amendment right of free speech, free press and petition;
the right to effective assistance of counsel (by) chill(ing) the defense; (and)
the ‘evidence’ in this case was gathered by wholesale invasion of private conversations, private-attorney-client meetings, faxes, letters and e-mails; I have never seen such an abuse of government power.”
Her 2004-2005 show trial was a mockery of justice with echoes of the worst McCarthy-like tactics. Inflammatory terrorist images were displayed in court to prejudice the jury, and prosecutors vilified Stewart as a traitor with “radical” political views. In addition, days before the verdict, the militant [ed: terrorist] pro-Israeli Jewish Defense Organization put up flyers near the courthouse displaying her address. It threatened to “drive her out of her home and out of the state,” and said she “needs to be put out of business legally and effectively.”...
February 10, 2005 (after a seven month trial and 13 days of deliberation) she was convicted on all five counts. Under New York state law, she was automatically disbarred, and the state Supreme Court’s Appellate Division denied her petition to resign voluntarily. On October 17, 2006, she was sentenced to 28 months imprisonment, but remained free on bond pending appeal before the US Court of Appeals for the Second Circuit.

Stewart Ordered to Prison
The Justice for Lynne Stewart web site announced the news. On November 17, the Appeals Court revoked her bond, upheld the verdict, ordered her surrender forthwith, but stayed it until November 19 at 5PM to let her attorney file a motion for reconsideration. It was denied, so she must report to federal marshals as directed. A November 19 conversation with Lynne and her husband Ralph confirmed it. The situation remains fluid, dire, and complicated by Stewart’s battle with breast cancer. She has surgery scheduled for December 7...

In a November 17 news conference, Stewart said: the timing “on the eve of the arrival of the tortured men from offshore prison in Guantanamo” suggests that lawyers appointed to represent them may face the same fate as she. “If you’re going to lawyer for these people...they’ll be watching you every inch of the way... This is a case that is bigger than just me personally... (but she added she’ll) go on fighting.”

A few days after the horrible incident at Ft. Hood was blamed on radical Muslim Nidal Hasan, rumors began to circulate that he was affiliated with al Qaeda. According to two unnamed American officials briefed on classified materials, Hasan was attempting to make contact with an individual associated with al Qaeda. Investigators are researching the possibility that Hasan was trying to contact radical Muslim leader Anwar al Awlaki, who promotes jihad against the U.S. It is said that two of the purported 911 highjackers prayed in al Awlaki’s Virginia mosque, but that rumor is hardly enough to tie al Awlaki to al Qaeda, even if the rumor turned out to be true.... Anyone who believes this hasn’t done their homework on what al Qaeda is.
Al Qaeda – which translates into “the database” – is actually the name of a CIA database of radical Muslim, Mujahideen fighters. In 1980, al Qaeda was created and funded by the CIA under the direction of President Carter’s National Security Advisor, Zbigniew Bzrezinski, to help oust the Soviets out of Afghanistan. It is no big surprise to those who are aware of the government’s globalist motives that Bzrezinski is now Obama foreign policy advisor....

Now that we have sobered up and looked at the post-9/11 years without the media’s drunken goggles, we can better appreciate the significance of the CIA blaming the Ft. Hood shootings on al Qaeda. Al Qaeda is America’s favorite excuse for war. Where’s the target for war now?... a slightly different tactic for war is currently being used by Obama’s administration: make the threat of al Qaeda reappear in a big way via the media but pretend like the administration is being fair by going out of its way to inform people that we shouldn’t jump to conclusions... a smarter method for scaring and fooling the American people into a war that benefits them in no way and would unnecessarily wreck the lives of millions if Muslims. Meanwhile, in Iran, the CIA is funding and orchestrating terrorist attacks against the Iranian people, trying to get them to resist just a little and give us an excuse for war. Please don’t be scared and fooled into another needless war by the puppeteers of the Obama administration.

They were passed along to two Joint Terrorism Task Force cells led by the FBI, but a senior defense official said no one at the Defense Department knew about the messages until after the shootings....FBI and military officials have provided differing versions of why Hasan's critical e-mails to al-Awlaki and others did not reach Army investigators before the shooting.FBI officials said a military investigator on the task force saw [SIC] the e-mails and looked up Hasan's record, but finding nothing particularly worrisome, the investigator neither sought nor got permission to pass the e-mails on to other officials. But the senior defense official countered that the rules of the task force prevented that military representative from passing the records on without approval from other members of the task force....

The Pentagon may reconsider rules ...written in 1996 and last updated in 2003....governing participation in extremist organizations that some lawmakers say appear outdated and too narrow now...regulations on "dissident and protest activities" in response to soldier participation in skinhead and other racially motivated hate groups... prohibit membership or participation in "organizations that espouse supremacist causes," seek to discriminate based on race, religion or other factors or advocate force or violence. Commanders can investigate and discipline or fire people who "actively participate in such groups." The rules also cover the distribution and possession of "printed materials," and gatherings outside military posts. The language appears to loosely cover some of the activity law enforcement has ascribed to Hasan.

The flu season is upon us. Whether it's an uncommon strain such as H1N1 or just the latest seasonal influenza, the flu is a real threat to our mission, our families, and our way of life. ... NORAD and USNORTHCOM have been actively planning for the flu season. ...The health of our personnel is critical to do the mission of NORAD and USNORTHCOM. Under the National Response Framework, USNORTHCOM could be called upon to assist a primary federal agency such as the Department of Health and Human Services in response to a crisis like pandemic influenza.... The NORAD and USNORTHCOM Command Surgeon is continually monitoring the situation and ensuring preparations are made in case the flu season is particularly severe this year. Each NORAD and USNORTHCOM Director has been tasked to develop a Directorate Pandemic Influenza Plan. Armed with a plan and current information, we shall maintain the ability of NORAD and USNORTHCOM to respond as a military force dedicated to defending our skies, defending our homelands and providing support to civil authorities if necessary.

Vigilant Shield ’09 “will include scenarios to achieve exercise objectives within the maritime, aerospace, ballistic missile defense, cyber, consequence management, strategic communications, and counter terrorism domains,” the press release states...a “synchronized response of federal, state, local and international partners in preparation for homeland defense, homeland security, and civil support missions in the United States and abroad.”... other participants include the U.S. Strategic Command’s “Global Lightning 09,” a plan for nuclear weapons response to attack. Also involved, the Pentagon’s cyberwar “Bulwark Defender 09”
