The spectacular news of Osama bin Laden’s killing by U.S. forces could not have come at a better time.  Al Qaida’s message that violence, terrorism, and extremism are the only answer for Arabs seeking dignity and hope is being rejected each day in Tunisia, Egypt, Libya, Syria, Yemen, Bahrain, and throughout the Arab lands.  Al Qaida and its view of the world are being pushed aside in favor of demands for new governments, free elections, freedom of speech and assembly, and an end to corruption.  Bin Laden’s death weakens al Qaida and Salafi movements further by taking away their most powerful symbol. Al Qaida may redouble efforts to commit acts of terror, but its prestige and power in the Arab world are on the decline.  The Administration should turn back now to the cases of Libya and Syria above all, pushing further to end the vicious and violent regimes that rule those countries.  As the republics of fear fall, al Qaida’s message will fall further into disrepute and the message of freedom that is now spreading in the Middle East will grow stronger

One of the main objectives of war propaganda is to "fabricate an enemy". The "outside enemy" personified by Osama bin Laden is "threatening America". Pre-emptive war directed against "Islamic terrorists" is required to defend the Homeland. Reality turned upside down: America under attack. In the wake of 9/11, the creation of this "outside enemy" has served to obfuscate the real economic and strategic objectives behind the war in the Middle East and Central Asia. Waged on the grounds of self-defense, the pre-emptive war is upheld as a "just war" with a humanitarian mandate.
As anti-war sentiment grows and the political legitimacy the Bush Administration falters, doubts regarding the existence of this illusive "outside enemy" must be dispelled. Counter-terrorism and war propaganda are intertwined. The propaganda apparatus feeds disinformation into the news chain. The terror warnings must appear to be "genuine". The objective is to present the terror groups as "enemies of America." Ironically, Al Qaeda --the "outside enemy of America" as well as the alleged architect of the 9/11 attacks-- is a creation of the CIA.
From the outset of the Soviet-Afghan war in the early 1980s, the US intelligence apparatus has supported the formation of the "Islamic brigades". Propaganda purports to erase the history of Al Qaeda, drown the truth and "kill the evidence" on how this "outside enemy" was fabricated and transformed into "Enemy Number One".
The US intelligence apparatus created it own terrorist organizations. And creates its own terrorist warnings concerning the terrorist organizations which it has created. Meanwhile, a cohesive multibillion dollar counterterrorism program "to go after" these terrorist organizations has been put in place.[...]

...Would it surprise you to know that the man who was responsible for the Bush national security strategy (which included the "first strike" doctrine called preemption) was also appointed executive director of the 911 Commission?... something else about Philip Zelikow that might interest readers, that he's an expert on “the creation and maintenance of ‘public myths’ or ‘public presumptions’. His theory analyzes how consciousness is shaped by “searing events” which take on “transcendent importance” and, therefore, move the public in the direction chosen by the policymakers. In other words, if history doesn't support the policy that you want, then just create your own history. (Sounds a lot like the way the Bush team used 911, doesn't it?) Zelikow's thesis explains how this can be done. Here's more from Wikipedia:

Such an act of catastrophic terrorism would be a watershed event in American history. ‘It could involve loss of life and property unprecedented in peacetime and undermine America’s fundamental sense of security, as did the Soviet bomb test in 1949. Zelikow’s article presumes that if one creates his own “searing event”, he can steer public opinion in whatever direction he chooses. It's just a matter of the state and media working together to maintain a consistent storyline. And, western media has done a stand-up job in this regard, never veering from the official narrative and never allowing anyone who disputes the prevailing storyline to appear on the major news programs.
So, how does bin Laden fit into all this? The fact is, Bin Laden is just an inconsequential cog in the mighty machinery of state propaganda. This has more to do with "perception management" than terrorism. Bin Laden just provides a credible rationale for pursuing policies that are contrary to the public's interest.... bin Laden has been used to expunge 200 years of American history, eviscerate the Bill of Rights, mobilize the country for perpetual war, and elevate the president to supreme leader....Bin Laden has got to be the most successful psychological operation (psy ops) of all time...The real effect of fear-mongering and repetition...the public's mood gradually darkens as they succumb to the idiocy of demagogues...

Moussaoui prosecutor kept CIA tapes secret :
The lead prosecutor in the terror case against Zacarias Moussaoui likely knew the CIA destroyed tapes of its interrogations of al-Qaeda suspects more than a year before the government acknowledged it to the court, newly unsealed documents show. By turning down Moussaoui's attempt to directly confront witnesses who - the defense believes - could exonerate him of any Sept. 11 involvement, the court will require the crafting of unclassified summaries from classified prisoner interrogation statements.

The national security classification system exists, it is fair to say, in order to keep sensitive information away from declared enemies of the United States such as accused terrorist Zacarias Moussaoui. The documents explicitly list the "U.S. Home Audience" as one of the targets of a broader propaganda campaign...One briefing slide about U.S. "strategic communications" in Iraq, prepared for Army Gen. George W. Casey Jr., the top U.S. commander in Iraq, describes the "home audience" as one of six major targets of the American side of the war.... sections of the briefings indicate there were direct military efforts to use U.S. media to affect views of the war.... for example...a "selective leak" about Zarqawi was made to Dexter Filkins, New York Times reporter based in Baghdad. Filkins's resulting article, about a letter supposedly written by Zarqawi and boasting of suicide attacks in Iraq, ran on the Times front page on Feb. 9, 2004...official evidence of a propaganda operation using an American reporter is rare..."There was no attempt to manipulate the press," Brig. Gen. Mark Kimmitt, the U.S. military's chief spokesman when the propaganda campaign began in 2004, said in an interview Friday. "We trusted Dexter to write an accurate story, and we gave him a good scoop." Another briefing slide states that after U.S. commanders ordered the atrocities of Saddam Hussein's government be publicized, U.S. psychological operations soldiers produced a video disc was not only widely disseminated inside Iraq, but was also "seen on Fox News."...
The Zarqawi program was not related to another effort, led by the Lincoln Group, a U.S. consulting firm, to place pro-U.S. articles in Iraq newspapers, according to the officer familiar with the program who spoke on background..
The Zarqawi campaign is discussed in several of the internal military documents. "Villainize Zarqawi/leverage xenophobia response," one U.S. military briefing from 2004 stated. It listed three methods: "Media operations," "Special Ops (626)" (a reference to Task Force 626, an elite U.S. military unit assigned primarily to hunt in Iraq for senior officials in Hussein's government) and "PSYOP," the U.S. military term for propaganda work.
One internal briefing, produced by the U.S. military headquarters in Iraq, said that Kimmitt concluded that, "The Zarqawi PSYOP program is the most successful information campaign to date." Kimmitt is now the senior planner on the staff of the Central Command that directs operations in Iraq and the rest of the Middle East...
Kimmitt said, "There was clearly an information campaign to raise the public awareness of who Zarqawi was, primarily for the Iraqi audience but also with the international audience." A goal of the campaign was to drive a wedge into the insurgency by emphasizing Zarqawi's terrorist acts and foreign origin, said officers familiar with the program.
"Through aggressive Strategic Communications, Abu Musab al-Zarqawi now represents: Terrorism in Iraq/Foreign Fighters in Iraq/Suffering of Iraqi People (Infrastructure Attacks)/Denial of Iraqi Aspirations," the same briefing asserts.

In the April 28, 2004, New York Times, James Risen described the "Group" as "a two-man intelligence team [that] set up shop in a windowless, cipher-locked room at the Pentagon, searching for evidence of links between terrorist groups and host countries. Risen wrote that "Feith created his team a few weeks after the September 11, 2001, attacks to study links between terrorist groups and potential state sponsors around the world. F. Michael Maloof and his colleague, David Wurmser began work in October 2001 in a 15-by-15-foot space on the third floor of the Pentagon. The pair spent their days reading raw intelligence reports, many from the Central Intelligence Agency, in the Pentagon's classified computer system." The "Group" reported weekly to Steven A. Cambone, "then Mr. Feith's principal deputy."
Maloof said that the "men culled classified material, much of it uncorroborated data from the C.I.A. ... They recorded and annotated their evidence on butcher paper hung like a mural around their small office. ...The Bush Administration has desperately tried to portray the Iraqi resistance as being to a significant extent a tool of “foreign” jihadists like Zarqawi, rather than the inevitable and legitimate, overwhelmingly homegrown resistance to US occupation and brutality that it in fact is. As one US intelligence agent commented: “We were basically paying up to $US10,000 a time to opportunists, criminals and chancers who passed off fiction and supposition about Zarqawi as cast-iron fact, making him out as the linchpin of just about every attack in Iraq.” “Back home this stuff was gratefully received and formed the basis of policy decisions. We needed a villain, someone identifiable for the public to latch on to, and we got one.”

Indeed, as the Washington Post reported on April 11, 2006, based on military documents it obtained, the US military had conducted a “propaganda campaign to magnify the role” of Zarqawi in Iraq. “The documents explicitly list the ‘U.S. Home Audience’ as one of the targets of a broader propaganda campaign.” The Post went on to report that, “The effort has raised his profile in a way that some military intelligence officials believe may have overstated his importance and helped the Bush administration tie the war to the organization responsible for the Sept. 11, 2001, attacks.” One military briefing from 2004 cited by the Post states: “Villainize Zarqawi/leverage xenophobia response.” The document listed three methods to be employed in this campaign: “Media operations,” “Special Ops (626)” (referring to Task Force 626, an elite US military unit assigned primarily to hunt down senior officials in Saddam Hussein's government) and “PSYOP”, the military term for propaganda work. Another briefing states that the “The Zarqawi PSYOP program is the most successful information campaign to date,” in the view of Brigadier General Mark Kimmitt, now a senior planner on the Central Command staff directing operations in Iraq and the Middle East.[...]

-Is bin Laden dead or alive? Nobody seems to know for sure, or, if anybody does, he isn’t saying. The White House’s Afghanistan-Pakistan review this month didn’t even mention him despite an ongoing, decade-long manhunt.
Here’s what we know. On Oct. 27, after bin Laden supposedly demanded that France withdraw troops from Afghanistan, the French Foreign Ministry said the tape “can be considered established based on initial verification.” U.S. intelligence agencies gave credence to the verification, not only refusing to put out a disclaimer, but letting their staffs back the authenticity of other recent tapes. Upon release of al Qaeda’s Jan. 24 tape early last year, ABC reported that intelligence officials “can’t verify the authenticity of the tape, but they say there has never been a fake and there is no reason to believe this one is not real.” Likewise, CNN’s reporting of a June 2009 tape concluded, “A CNN analysis said the voice does indeed sound like the leader of the terrorist network that attacked the United States on Sept. 11, 2001.”
CIA reports, doctors and biographers have asserted that bin Laden had (has) a range of diseases from typhoid to renal disease, Addison’s disease, secondary osteoporosis and Marfan syndrome. Intelligence agencies think that in 2000, he had kidney-dialysis devices shipped to him in Afghanistan. His 1987 biography states that bin Laden was being treated with insulin for diabetes and suffered serious low blood pressure. Is it likely that the most wanted man in the world has been regularly receiving medical attention without detection for the past 10 years?
In 2008, former CIA case officer Robert Baer asserted, “Of course he’s dead.” In 2002 and 2009, Pakistani Presidents Pervez Musharraf and Asif Ali Zardari separately stated that bin Laden was dead. In 2002, FBI counterterrorism chief Dale Watson stated that bin Laden “probably” was dead.
Since 2004, we have seen no new bin Laden videos; we’ve only heard audios. One video released in 2007 could be a compilation of older videos. So why does the intelligence community continue to support the impression that he’s alive?

The FBI named him one of their ten 'most wanted' fugitives, telling the public to watch out for a left-handed, grey-bearded gentleman who walks with a stick. Fake? Bin Laden two months later, when he was supposedly deadYet this master terrorist remains elusive. He has escaped the most extensive and expensive man-hunt in history, stretching across Waziristan, the 1,500 miles of mountainous badlands on the borders of Pakistan and Afghanistan.
Undeterred, Barack Obama has launched a fresh operation to find him. Working with the Pakistani Army, elite squads of U.S. and British special forces were sent into Waziristan this summer to 'hunt and kill' the shadowy figure intelligence officers still call 'the principal target' of the war on terror.This new offensive is, of course, based on the premise that the 9/11 terrorist is alive. After all, there are the plethora of 'Bin Laden tapes' to prove it. Yet what if he isn't? What if he has been dead for years, and the British and U.S. intelligence services are actually playing a game of double bluff? What if everything we have seen or heard of him on video and audio tapes since the early days after 9/11 is a fake - and that he is being kept 'alive' by the Western allies to stir up support for the war on terror?...the weight of opinion now swinging behind the possibility that Bin Laden is dead - and the accumulating evidence that supports it - makes the notion, at the very least, worthy of examination. The theory first received an airing in the American Spectator magazine earlier this year when former U.S. foreign intelligence officer and senior editor Angelo M. But it turns out Mr. Mansour was an impostor in high-level discussions....The fake Taliban leader even met with President Hamid Karzai, flown to Kabul on a NATO aircraft...a Western diplomat said the man was initially given a sizable sum of money to take part in the talks and persuade him to return...the talks that unfolded between the Americans and the man claiming to be representing the Taliban seemed substantive....and laid down several surprisingly moderate conditions for a peace settlement: The Afghan man did not demand, as the Taliban have in the past, a withdrawal of foreign forces, or a Taliban share of the government but that the Taliban leadership be allowed to safely return to Afghanistan, that Taliban soldiers be offered jobs, and that prisoners be released....Taliban leadership is sticking to the line that there are no talks at all. In a recent message to his followers, Mullah Omar denied again any talks were unfolding at any level.
“The cunning enemy which has occupied our country, is trying, on the one hand, to expand its military operations on the basis of its double-standard policy and, on the other hand, wants to throw dust into the eyes of the people by spreading the rumors of negotiation”.

Mike Hayden, CIA director [director of the National Security Agency after 9/11 when it began warrantless surveillance of U.S. phone calls...also defended CIA destroying interrogation videos... loyalists griped the abusive sessions were all authorized by his predecessor, Clinton holdover George Tenet.] took a sharp turn away from President Bush’s well-worn talking points on fighting terrorism and essentially endorsed Obama’s campaign position that the “central front” is in the Afghan-Pakistan tribal belt. “Today, the flow of money, weapons, and foreign fighters into Iraq is greatly diminished, and Al Qaeda senior leaders no longer point to it as the central battlefield,” Hayden declared ...two months ago, Bush told the National Defense University in a speech: “Al Qaeda leaders have repeatedly declared that Iraq is the central front of their war with America.” [ed: referring to made-in-usa tapes]
