U.S. 'secret war' expands globally as Special Operations forces take larger role
Beneath commitment to soft diplomacy and beyond the combat zones of Afghanistan and Iraq, the Obama administration has significantly expanded a largely secret U.S. war against [ed: SUSPECTED] al-Qaeda and other radicals... Special Operations forces are deployed in 75 countries, compared with about 60 at the beginning of last year. In addition to units that have spent years in the Philippines and Colombia, teams are operating in Yemen and elsewhere in the Middle East, Africa and Central Asia....The Special Operations capabilities requested by the WH go beyond unilateral strikes and include the training of local counterterrorism forces and joint operations with them. In Yemen, for example, "we are doing all three," the official said. Officials who spoke about the increased operations were not authorized to discuss them on the record.
The clearest public description of the secret-war aspects of the doctrine came from White House counterterrorism director John O. Brennan. He said last week the United States "will not merely respond after the fact" of a terrorist attack but will "take the fight to al-Qaeda and its extremist affiliates whether they plot and train in Afghanistan, Pakistan, Yemen, Somalia and beyond... not much different than Bush's pledge to "take the battle to the enemy...and confront them before they emerge."
Gen. David H. Petraeus at CENTOCM and others were ordered by the Joint Staff under Bush to develop plans to use Special Operations forces for intelligence collection and other counterterrorism efforts, and were given the authority to issue direct orders to them. But those orders were formalized only last year, including in a CENTCOM directive outlining operations throughout South Asia, the Horn of Africa and the Middle East. The order includes intelligence collection in Iran... The elite Special Operations units, drawn from all four branches of the armed forces, became a frontline counterterrorism weapon for the United States after the Sept. 11, 2001, attacks...the other side of the national security doctrine of global engagement and domestic values President Obama released last week... But Obama has made such forces a far more integrated part of his global security strategy...the administration... has based its lethal operations on the authority Congress gave the president in 2001 to use "all necessary and appropriate force against those nations, organizations, or persons" he determines "planned, authorized, committed, or aided" the Sept. 11 attacks...most currently being targeted... In his latest column for the New York Times, “Our Lefty Military,”the iconic “liberal” commentator Nicholas D. Kristof has now come clean on the reality of his own collectivist views that military means and organization embody the “liberal ethos” (“progressivism”), an admission that liberals rarely face up to. While numerous liberal and conservative pundits have long mistakenly supported military Keynesianism (see here andhere) as necessary for national defense and economic prosperity, Kristof has now taken this view far further to claim that the military provides the all-inclusive socialist model for all of society. According to Kristof:
The business sector is dazzlingly productive, but it also periodically blows up our financial system. Yet if we seek another model, one that emphasizes universal health care and educational opportunity, one that seeks to curb income inequality, we don’t have to turn to Sweden. Rather, look to the United States military.You see, when our armed forces are not firing missiles, they live by an astonishingly liberal ethos — and it works. The military helped lead the way in racial desegregation, and even today it does more to provide equal opportunity to working-class families — especially to blacks — than just about any social program. It has been an escalator of social mobility in American society because it invests in soldiers and gives them skills and opportunities...
Kristof approvingly quotes General Wesley Clark, who ran for the 2004 Democratic Party nomination for president, on the nature of military organization:

In late May, two Iraqi nationals, who were in the U.S. legally, were arrested in Kentucky and indicted on a variety of Terrorism crimes...But look at what they're actually accused of doing. Those above-linked news reports as well as the unsealed indictment make clear there are two separate categories of acts forming the basis for these allegations. The first, that one of the men, Waad Ramadan Alwan, admitted to working with the "Iraqi insurgency" to attack American troops during the first three years of the war....
The second set of acts involves a plot apparently concocted by the FBI then presented to Alwan through the use of an informant, to ship weapons and money to "Al Qaeda in Iraq."... Indeed, the FBI -- in touting the plot they created and induced Alwan to become part of -- acknowledged that the plot was devoted exclusively to attacking U.S. troops in Iraq, not civilians: (...)
There is no suggestion in any of these reports or documents, not even a hint, that either of the accused ever tried to stage any attacks in the U.S. or target civilians either in the U.S. or Iraq. Leaving aside the fact that this seems to be *yet another case where the FBI manufacturers its own plots in which they entrap people into joining, then praises itself for stopping them, the alleged crimes here are confined entirely to past attacks on U.S. invading forces in their country and current efforts to aid those waging such attacks now....

"Terrorism" for a citizen of a country to fight against foreign invading troops by attacking purely military targets? This is hardly the first case where we have condemned as Terrorists citizens of countries we invaded for fighting back against invading American troops. The U.S. shipped numerous people to Guantanamo, branded them Terrorists, and put them in cages for years without charges for doing exactly that (indeed, the Obama administration prosecuted at Guantanamo the first child soldier tried for war crimes, Omar Khadr, for throwing a grenade at U.S. troops in Afghanistan)....
Terrorism is the most meaningless, thus most manipulated, term in American political discourse...while it lacks any objective meaning, it does have a functional one. It means: anyone -- especially of the Muslim religion and/or Arab nationality -- who fights against the United States and its allies or tries to impede their will. That's what "Terrorism" is; that's all it means. And it's just extraordinary we've created "law" intended to do nothing other than justify all acts of American violence while delegitimizing, criminalizing, and converting into Terrorism any acts of resistance to that violence.
Just consider: in American political discourse, it's not remotely criminal that the U.S. attacked Iraq, spent 7 years destroying the country, and left at least 100,000 people dead. To even suggest that American officials responsible for that attack should be held criminally liable is to marginalize oneself as a fringe and unSerious radical. It's not an idea that's even heard, let alone accepted. After all, all Good Patriotic Americans were horrified that an Iraqi citizen would so much as throw a shoe at George Bush; what did he do to deserve such treatment? The U.S. is endowed with the inalienable right to commit violence against anyone it wants without any consequences of any kind.
By contrast, any Iraqi who fights back against the U.S. invasion -- even by fighting against exclusively military targets -- is not only a criminal, but a Terrorist: one who should be shipped to Guantanamo. And this notion is so engrained that no media account discussing this case would dare question the application of the "Terrorism" label to what they've done, even though it applies in no conceivable way.
One sees the same manipulative dynamic at play in how the U.S. freely tries to kill foreign leaders of countries it attacks. The U.S. repeatedly tried to kill Saddam at the start of the Iraq War, and -- contrary to Obama's pledges -- has done the same to Gadaffi in Libya. NATO has explicitly declared Gadaffi to be a "legitimate target." But just imagine if an Iraqi came to the U.S. and attempted to bomb the White House or kill George Bush, or if a Libyan (or Afghan, Pakistani, or Yemeni) did the same to Obama. Would anyone in American political circles be allowed to suggest this was a legitimate act of war? Of course not: screaming "Terrorism!" would be the only acceptable reaction....
UPDATE: Bolstering the definition of Terrorism I provided above, Jonathan Schwarz several years ago documented how establishment political and media circles in the U.S. routinely referred to the 1983 bombing of a Marine barracks in Lebanon as "Terrorism." As Schwarz wrote:
Whatever else you might say about those bombings, they weren't terrorism, at least if words have any meaning. They were attacks on military targets. But this goes really, really deep in U.S. political culture. The basic idea is: we are allowed to send our military anywhere on earth to do anything to anyone. And if someone tries to fight back—even by targeting our military when it's stationed in their country and killing them—that is fundamentally AGAINST THE RULES.
Propping up that warped mindset is the central purpose of the term Terrorism.

The men were arrested after the informant delivered three automatic rifles and several grenades — all secretly rendered inoperable — to the men Tuesday night at a warehouse in Seattle. According to charges, Abdul-Latif was recorded saying his anger over the United States military's real or perceived activities in Afghanistan, Iraq and Yemen motivated the planned attack. The men face up to life in prison if convicted. Details in the complaint and gleaned from other court documents and interviews show the men to be "self-radicalized," with no known affiliation to al-Qaida or other terrorist organizations...FBI agents seized a number of DVDs and other materials from Abdul-Latif's home. The Obama DOJ's effort to force New York Times investigative journalist Jim Risen to testify in a whistleblower prosecution and reveal his source is really remarkable and revealing in several ways; it should be receiving much more attention than it is. On its own, the whistleblower prosecution and accompanying targeting of Risen are pernicious, but more importantly, it underscores the menacing attempt by the Obama administration -- as Risen yesterday pointed out -- to threaten and intimidate whistleblowers, journalists and activists who meaningfully challenge what the government does in secret.

It is no more a secret that a select group of powerful men of a certain Western Judeo-Christian strain (Anglo-U$raeli henceforth), and their regional touts, are indeed busy carving a new world for us all, a world where we all will be ‘equal’ at last.
It is also a fact that all world orders, from the olden to the present ones, have always been shaped and reshaped from the Middle East. Earlier, it was done in the name of God by kings and Crusaders where adding huge chunks of real estate to the Empire was their actual aim. Now, it is being done in the name of liberty by ruling charlatans for the left over riches in the innards of the earth. While the convenient banner of divinity has been replaced by the equally expedient flag of freedom, we the underdogs, force-fed with the illusory diet of religion and patriotism, continue as ever to remain the fodder, fuel and engine for the schema of the devil.
That we cannot learn not to be their tools remains yet another unfortunate fact. History repeats itself and we are its unlucky medium. Therefore, for a smooth transition from the present to the future, there are rules that need to be learned:
Rule # 1. In this Anglo-U$raeli campaign for New World Order, the war is being fought against a stateless, invisible enemy called a ‘terrorist’. As the enemy is unseen and unquantifiable, so too shall be the end of the war. This is an endless war.
Rule # 2. In this Anglo-U$raeli campaign for New World Order, for the sake of liberty and freedom, all rules of fair play, standards of justice and canons of human rights etc etc. shall stand null and void for the duration of war (see rule # 1 for the duration of war).
Rule # 3. In this Anglo-U$raeli campaign for New World Order, none shall resist the onslaught. It is a ‘war on terror’ and any one resisting it shall be ‘terrorist’.
Rule # 4. In this Anglo-U$raeli campaign for New World Order, when the ‘liberators’ help each other, it shall be called ‘helping friends’ but when the victims do the same, it shall be called ‘abetting terrorists’.
Rule # 5. In this Anglo-U$raeli campaign for New World Order, the ‘liberators’ may kill hundreds of thousands of human beings. This is called ‘War on Terror’ and there is neither any limit on human casualties in such wars nor is there a need to prove guilt by trial. A single ‘liberator’ being killed in retaliation, however, shall be viewed as an ‘act of unmitigated terror’ inviting an overwhelming rejoinder.
Rule # 6. In this Anglo-U$raeli campaign for New World Order, the ‘liberators’ may capture, imprison and torture thousands at will. The victims doing the same, even in limited numbers like one or two, shall be called ‘kidnapping’ and a pure act of ‘terror’ and a ‘dis/proportionate’ response shall be immediately proffered.
Rule # 7. In this Anglo-U$raeli campaign for New World Order, as a general guideline to the media pundits, it shall always be the Arabs that attack first and the Anglo-U$raelis who defend themselves. This shall be called ‘retaliation’. Likewise, a single Anglo-U$raeli being killed shall be called ‘terrorism’ and the Anglo-U$raelis killing the Arabs et al, an act of ‘self-defense’, or ‘collateral damage’, as the need may be.
Rule # 8. In this Anglo-U$raeli campaign for New World Order, as a further guideline for the media pundits, when Anglo-U$raelis kill too many civilians, the world must call for ‘restraint’ and the needless uproar be termed as ‘reaction of the International Community’. On the other hand, the world community must be ‘outraged’ over the act of a single killing on the Anglo-U$raeli side and must ask the international public to condemn the ‘evil doers’.
Rule # 9. In this Anglo-U$raeli campaign for New World Order, plots after ‘terror plots’ shall be discovered ‘just in time’ as and when the need arises. If the world citizenry does not act spooked enough, this activity of discovering terror plots ‘just in time’ shall be ceased forthwith. From then on, as a collective punishment, such terror plots shall be allowed to be carried through to their logical ends.
Rule # 10. In this Anglo-U$raeli campaign for New World Order, the solitary role of the United Nations Organization shall be that of a debris sweeper after the Anglo-U$raelis conduct their operations. In between these operations, however, the organization may be used, whenever deemed necessary, to impose sanctions to soften the next targets for future operations...

Turkish Actions Designed To Trigger NATO Confrontation With Syria?

Betrayed by NATO after Israel’s high seas attack on the Mavi Marmara just over one year ago, Turkey may be on its way to becoming a military launch pad for the Alliance’s operations against its erstwhile ally, Syria. In 2003 the U.S. ambassador to NATO at the time, Nicholas Burns, stated in testimony to the Senate Foreign Relations Committee:
"NATO needs to pivot from its inward focus on Europe - which was necessary and appropriate during the Cold War - to an outward focus on the arc of countries where most of the threats are today - in Central and South Asia, and in the Middle East. NATO's mandate is still to defend Europe and North America. But we don't believe we can do that by sitting in Western Europe, or Central Europe, or North America. We have to deploy our conceptual attention and our military forces east and south. NATO's future, we believe, is east, and is south. It's in the Greater Middle East."
Last week, a feature by Secretary of State Hillary Clinton excoriating the political leadership of Syria appeared in the London-based Arabic-language daily Asharq Al-Awsat. Saudi-supported and printed in twelve locations...her comments (in English and Arabic) were intended to signal to Arab readers and the world at large that the American position toward Damascus is becoming more stringent and confrontational, evoking Clinton’s statements toward the leadership of Ivory Coast and Libya earlier in the year. Her characteristically imperious, contemptuous and inflammatory comments, indeed threats, included:
“In his May 19 speech, President Obama echoed demonstrators’ basic and legitimate demands...President Assad, he said, could either lead that transition or get out of the way.
“It is increasingly clear that President Assad has made his choice.” “...President Assad is showing his true colors by embracing the repressive tactics of his ally Iran and putting Syria onto the path of a pariah state. “By following Iran’s lead, President Assad is placing himself and his regime on the wrong side of history...If President Assad believes he can act with impunity because the international community hopes for his cooperation on other issues, he is wrong about this as well. He and his regime are certainly not indispensable."
The Wall Street Journal reported June 18 that the Washington administration is preparing a case against Syrian President Bashar Assad and other government officials at the International Criminal Court in the Hague. The same newspaper feature added that "The U.S. is also exploring ways to more directly target Syria's oil and gas revenue..."...
"Turkey said 'yes' to three tasks within NATO: the takeover of Benghazi airport for the delivery of humanitarian aid, control of the air corridor and the involvement of Turkish naval forces in the corridor between Benghazi and Crete."...

Reality reversal is a principle being applied on a large scale...recall UN reports on the humanitarian crisis in Libya alleging that tens of thousands of immigrant workers were fleeing the country to escape from violence. The conclusion drawn and spewed by the Western media was that the Gaddafi "regime" had to be toppled in favor of the Benghazi rebels. And yet, it was not the government of Tripoli responsible for this tragedy, but the so-called revolutionaries in Cyrenaica hunting down black Africans. Stirred by a racist ideology, they accused them of being at the service of Colonel Gaddafi and lynched whoever they could get their hands on.
In Syria, the images of armed groups perched on the rooftops and firing at random into the crowd or on police forces were broadcast on national television networks. Yet, these same images were relayed and used by Western and Saudi television channels to attribute these crimes to the government of Damascus. At the end of the day, the plan to destabilize Syria is not working all that well. It succeeded in persuading public opinion that the country is in the grips of a brutal dictatorship, but it also welded the vast majority of the Syrian population firmly behind its government.

CAIRO — Iran's Press TV announced Wednesday the government of the Islamic Republic arrested 30 people in May on suspicion of spying for the United States. The report quoted Haida Moslehi, the director of Iranian intelligence saying an additional 42 people had been identified as CIA operatives in various countries working in the United Arab Emirates, Turkey and Malaysia, among others, to make contact with Iranians who could provide important information on everything from key infrastructure elements to the oil and gas industry to the nuclear program, it said. The alleged espionage operation used various companies, including a job-finding center, for its work, said the English-language report. It suggested there were double agents involved, and at least one of those arrested already had been convicted. The report identified Jamshid Sadegh Hosseini as a "convicted U.S. nuclear spy" who had handed over "valuable information" about the nuclear program. Hosseini was quoted as saying he had been called by a recruitment agency, asked to come to a meeting and then enticed to report on activities with promises of more education abroad, as well as a foreign bank account. The Press TV report said Hosseini was directed on where to collect his money from Google Earth, the mapping service that has provoked Iran and elsewhere because political opposition groups have used it to help pinpoint areas of police operations during protests....

Technology giant Google, having conquered the Internet and the world around it, is taking on a new challenge: violent extremism through its eight-month-old think tank, Google Ideas... paying for 80 former Muslim extremists, neo-Nazis, U.S. gang members and other former radicals to gather in Dublin this weekend to explore how technology can play a role in de-radicalization efforts around the globe.The “formers,” as they have been dubbed by Google, will be surrounded by 120 thinkers, activists, philanthropists and business leaders. And the hope is that together they will dissect the question of what draws some people, especially young people, to extremist movements and why some of them leave.
“We are trying to reframe issues like radicalization and see how we can apply technology to it,” said Jared Cohen, the 29-year-old former State Department official who agreed to head Google Ideas with the understanding he would host such a conference. “Technology is part of every challenge in the world, and a part of every solution.”

Brzezinski: Yes. According to the official version of history, CIA aid to the Mujahadeen began during 1980, that is to say, after the Soviet army invaded Afghanistan, 24 Dec 1979. But the reality, closely guarded until now, is completely otherwise: Indeed July 3, 1979 President Carter signed the first directive for secret aid to the opponents of the pro-Soviet regime in Kabul. And that very day, I wrote a note to the president in which I explained to him my opinion that this aid was going to induce a Soviet military intervention.
Q: Despite this risk, you were an advocate of this covert action. But perhaps you yourself desired this Soviet entry into war and looked to provoke it?
Brzezinski: It isn't quite that. We didn't push the Russians to intervene, but we knowingly increased the probability that they would.
Q: When the Soviets justified their intervention by asserting they intended to fight against secret involvement of the US in Afghanistan, people didn't believe them. However, there was a basis of truth. You don't regret anything today?
Brzezinski: Regret what? That secret operation was an excellent idea....drawing the Russians into the Afghan trap and you want me to regret it? The day the Soviets officially crossed the border, I wrote President Carter, in substance: We now have the opportunity of giving to the USSR its Vietnam war. Indeed, for almost 10 years, Moscow had to carry on a war unsupportable by the government, a conflict that brought about the demoralization and finally the breakup of the Soviet empire.
Q: And neither do you regret having supported the Islamic fundamentalists, having given arms and advice to future terrorists?
Brzezinski: What is most important to the history of the world? The Taliban or the collapse of the Soviet empire? Some stirred-up Moslems or the liberation of Central Europe and the end of the cold war?
Q: Some stirred-up Moslems? But it is said and repeated: Islamic fundamentalism represents a world menace today.
Brzezinski: Nonsense...That is stupid. There isn't a global Islam. Look at Islam in a rational manner and without demagoguery or emotion. It is the leading religion of the world with 1.5 billion followers...what is there in common among Saudi Arabian fundamentalism, moderate Morocco, Pakistan militarism, Egyptian pro-Western or Central Asian secularism? Nothing more than what unites Christian countries.

And if we look to history, we can see a familiar pattern: each time, US leaders have decided that the Brotherhood could be useful and tried to bend it to America’s goals, and each time, maybe not surprisingly, the only party that clearly has benefited has been the Brotherhood. How can Americans be unaware of this history? Credit a mixture of wishful thinking and a national obsession with secrecy, which has shrouded the US government’s extensive dealings with the Brotherhood.
Consider President Eisenhower. In 1953, the year before the Brotherhood was outlawed by Egyptian leader Gamal Abdel Nasser, a covert US propaganda program headed by the US Information Agency brought over three dozen Islamic scholars and civic leaders mostly from Muslim countries for what officially was an academic conference at Princeton University. The real reason behind the meeting was an effort to impress the visitors with America’s spiritual and moral strength, since it was thought that they could influence Muslims’ popular opinion better than their ossified rulers. The ultimate goal was to promote an anti-Communist agenda in these newly independent countries, many of which had Muslim majorities....starting in 2005, the State Department, taking account of the Brotherhood’s rising power in Egypt and elsewhere, launched an effort to woo the Brotherhood... All of this was backed by CIA analyses, one from 2006 saying the Brotherhood featured “impressive internal dynamism, organization, and media savvy.”... the CIA pushed for cooperation. As for the Obama administration, it carried over some of the people on the Bush team who had helped devise this strategy....

Joseph Nye’s introduction of the concept of “soft power” as an essential complement to “hardpower” captures the essence of public diplomacy. Nye wrote of the “soft power of attraction”essential “to draw target publics into the U.S. web of influence.”4 The achievement of U.S. foreign policy goals is greatly facilitated when more friends and allies share our interests and contribute totheir accomplishment. In the case of the War on Terror, victory is directly related to prevailing in a battle of ideas, which public diplomacy tools seek to shape.The 9/11 Commission called for action “to compete as vigorously on the ideological battle field as we do on the military and intelligence fronts.”5 The Department of State (DOS) Advisory Groupon Public Diplomacy, the General Accounting Office, the Heritage Foundation, the Council on Foreign Relations, and the 9/11 Commission have all issued reports stating that a greater emphasis is needed by the U.S. Government on public diplomacy.This chapter takes the position that current approaches to public diplomacy are flawed and must be reconsidered and appropriately funded in order to acquire the public diplomacy capabilities needed to win the War on Terror. Furthermore, public diplomacy must be integrated into the policymaking process in the form of a comprehensive and coherent strategy.
The areas of public diplomacy used to influence foreign target audiences are international information programs, educational and cultural exchange programs, and international nonmilitary broadcasting.11 Often included in a canvas of public diplomacy programs is the National Endowment for Democracy (NED), which operates at arm’s length from the Department of State, but whichDOS principally funds. In addition, the bipartisan Broadcasting Board of Governors (BBG) administers the Voice of America (VOA)and numerous surrogate entities such as Radio Free Europe/Radio Liberty (RFE/RL) and RadioMarti (broadcast to Cuba).14 Several new initiatives launched since 9/11 include Radio Sawa and a24 hour news channel, Alhurra (the free one), broadcast to the Middle East. The National Security Strategy of the United States of America (NSS), published in March 2006,establishes two inseparable priorities: “fighting and winning the war on terror and promoting freedom as the alternative to tyranny and despair.”18
The NSS posits further: From the beginning, the War on Terror has been both a battle of arms and a battle of ideas – a fight against the terrorists and against their murderous ideology…. In the long run, winning the war on terror means winning the battle of ideas, for it is ideas that can turn the disenchanted into murderers willing to kill innocent victims.19 The diplomatic instrument of power is a critical component in the NSS’s objective to advance freedom and human dignity through democracy as the long-term antidote for transnational terrorism. Essential to this end is the continued reorientation of the Department of State toward transformational diplomacy.20 A key component of transformational diplomacy is the strengthening of public diplomacy in order to: advocate the policies and values of the United States in a clear, accurate, and persuasive way to a watching and listening world. This includes actively engaging foreign audiences, expanding educational opportunities for Americans to learn about foreign languages and cultures and for foreign students and scholars to study inthe United States; empowering the voices of our citizen ambassadors as well as those foreigners who share our commitment to a safer, more compassionate world; enlisting the support of the private sector; increasing our channels for dialogue with Muslim leaders and citizens; and confronting propaganda quickly, before myths and distortions have time to take root in the hearts and minds of people across the world.21 Since 9/11 there has been an increased focus on departments and agencies across the government contributing to the mission of improving America’s image. Besides the NED mentioned above, other U.S. Government agencies involved in de facto public diplomacy include the Peace Corps and USAID. Both involve people-to-people communication in U.S. Government funded programs in pursuit of U.S. policy interests, and as such both perform a strategic public relations function.22USAID, in particular, is charged with publicizing U.S. humanitarian assistance.23 Additionally, the Department of Defense (DOD) has embarked on initiatives to aggressively conduct foreign communications. The much maligned Office of Strategic Influence was a short-lived effort that came on the scene in the fall of 2001 and was later replaced by the Office of Strategic Communication,which has the mission of coordinating and disseminating combat information. The DOD funded contracts worth $300 million over five years to create media products aimed at improving the publicimage of the United States abroad. The Joint Psychological Operations Support Element of the U.S. Special Operations Command has been coordinating these efforts.24...
Majority support for the U.S.-led War on Terror can be found in only two of the fifteen countries surveyed, India and Russia, both of which have significant problems with domestic terrorists. However, in the case of India, America’s favorability rating dropped 15 points in one year.45Unfavorable attitudes persist in predominantly Muslim countries. By all accounts public diplomacy efforts in the Middle East are a failure. For example, in Egypt, a country that has received more U.S. aid in the past 20 years than any Muslim country by far, only 15 percent of Egyptians have a favorable opinion of the U.S.46 In the 2006 Pew survey the percentage of Egyptians supporting the U.S.-led war on terror remained at 10 percent, where it has hovered since 2002.47A 2006 GAO audit evaluating the effectiveness of the State Department’s public diplomacy programs focused on a continued inability to engage Muslim audiences. While some resources have been shifted to the Muslim world ranging from a 25 percent increase in the Near East to a 39 percent plus up in South Asia, the number of authorized overseas positions in regional bureaus held steady. Furthermore, the report concluded that human capital challenges, such as poor language proficiency and short tours of duty, are compounded by security concerns at most posts in the Muslim world. Consequently, public diplomacy officers in the Muslim world spent less time communicating with local audiences than their positions require.48The current mix of information programs, media programs, and cultural and educational exchanges should be reconsidered with greater emphasis placed on cultural and educational exchanges. Objective reports assessing the effectiveness of U.S. public diplomacy cited the cultural and educational exchange programs as the most effective. The media programs have been perceived as less effective due to the U.S. credibility problem in the target populations. While these perceptions persist, the U.S. will benefit from investing in local moderate media operations and those of our allies with common interests, but without the credibility stigma of the U.S. in the Middle East. Finally, an underdeveloped aspect of the information programs is translating more English language texts into Arabic. In the past century, only 10,000 English language books have been translated into Arabic.49The current trends in the effectiveness of U.S. public diplomacy are poor. In sum, the promise of America’s public diplomacy has not been realized due to a lack of political will, the absence of an overall strategy, a deficit of trained professionals, cultural constraints, structural shortcomings, and a scarcity of resources. Money alone will not solve the problem. Strong leadership and imaginative thinking, planning, and coordination are critical.50 Policymakers are beginning to understand that the Cold War public diplomacy structure must be retooled and appropriately resourced to make a more effective contribution to U.S. national security interests. At a minimum, the conceptualization and execution of public diplomacy programs mustreach its full potential. The goal of spreading freedom and democracy throughout the globe is unrealizable “unless America has a more coordinated, cooperative mechanism tailored for public outreach.”51...
Many challenges face the U.S. as it seeks to reverse a steady decline in the world’s regard for its image and policies. The beginning of a new presidential Administration in 2009 is a critical window of opportunity to take concrete steps to regain America’s “soft power,” the power to attract the world to U.S. values and culture. Public diplomacy should be regarded as a strategic instrument of foreign policy and given resources and leadership commensurate with that role. A small group of Internet security specialists gathered in Singapore this week to start up a global system to make e-mail and e-commerce more secure“It won’t matter where you are in the world or who you are in the world, you’re going to be able to authenticate everyone and everything,” said Dan Kaminsky, an independent network security researcher who is one of the engineers involved in the project...The Singapore event included an elaborate technical ceremony to create and then securely store numerical keys that will be kept in three hardened data centers there, in Zurich and in San Jose, Calif. The keys and data centers are working parts of a technology known as Secure DNS, or DNSSEC. DNS refers to the Domain Name System, which is a directory that connects names to numerical Internet addresses. Preliminary work on the security system had been going on for more than a year, but this was the first time the system went into operation, even though it is not quite complete. The three centers are fortresses made up of five layers of physical, electronic and cryptographic security, making it virtually impossible to tamper with the system. Four layers are active now. The fifth, a physical barrier, is being built inside the data center....Internet security specialists said the new security protocol would initially affect Web traffic and e-mail. Most users should be mostly protected by the end of the year, but the effectiveness for a user depends on the participation of the government, Internet providers and organizations and businesses visited online. Eventually the system is expected to have a broad effect on all kinds of communications, including voice calls that travel over the Internet, known as voice-over-Internet protocol....The deployment of Secure DNS will significantly lower the cost of adding a layer of security, making it more likely that services built on the technology will be widely available, according to computer network security specialists. It will also potentially serve as a foundation technology for an ambitious United States government effort begun this spring to create a system to ensure “trusted identities” in cyberspace ['identity ecosystem' below]

Signed more than a month ago, the orders cap a two-year Pentagon effort to draft U.S. rules of the road for cyber warfare weave and cyber capabilities into U.S. war fighting strategy, as the U.S. begins to work with allies on global ground rules... defense officials and cyber security experts told The Associated Press.. some of the cyber capabilities the military may use during peacetime and conflict range from planting a computer virus to using cyberattacks to bring down an enemy's electrical grid or defense network....Military officials have warned repeatedly of cyberattacks and intrusions coming out of China, Russia and Eastern Europe...Incoming Pentagon chief Leon Panetta, the outgoing CIA director, said the U.S. must be aggressive in offensive and defensive countermeasures...the Defense Department has begun sharing classified threat intelligence with a handful of companies to help them identify and block malicious cyber activity on their networks...the program could be a model for Homeland Security as it works with companies that run critical infrastructure such as power plants, the electric grid and financial systems.Congress members are working on a number of bills to address cybersecurity encouraging such public-private partnerships...

...Essentially, the plan is to create an online “identity ecosystem” where users’ identities are authenticated using more secure credentials than a username, password, and your mother’s maiden name. The most likely approach is to confirm your identity based on the device you’re using — such as a keychain fob, a unique identity chip in your computer or a code sent to your mobile phone (something Google started doing for people who opt into its two-step verification security mode for Gmail). A few identity providers would do the authentication and then send the users forth to explore the Web... The plan is government-sponsored, but intended to be led by industry. In attendance were representatives from Google and Paypal who have already started rolling out universal sign-in options...

Military psy-ops took over the operation after CIA project failed to take off
Two former CIA officials admitted the CIA’s Iraq Operations Group created a fake video in which intelligence officers dressed up as Osama Bin Laden and his cronies in an effort to defame the terrorist leader throughout the middle east. Intelcenter, the U.S. monitoring group that routinely releases Bin Laden video and audio, much of which have been proven to be either rehashed old footage or outright fakes, is an offshoot of IDEFENSE, a web security company that monitors intelligence from the middle east. IDEFENSE is heavily populated by long serving ex military intelligence officials, such as senior military psy-op intelligence officer Jim Melnick, who served 16 years in the US army and the Defense Intelligence Agency (DIA) in psychological operations. Melnick has also worked directly for former Defense Secretary Donald Rumsfeld. Intelcenter notoriously released the “laughing hijackers” tape and claimed it was an Al-Qaeda video, despite the fact that the footage was obtained by a “security agency” at a 2000 Bin Laden speech. IntelCenter was also caught adding its logo to a tape at the same time as Al-Qaeda’s so-called media arm As-Sahab added its logo, proving the two organizations were one and the same.
Could the CIA group of “dark skinned actors” have been behind the infamous December 2001 “Fat nosed” Bin Laden video, that was magically found in a house in Jalalabad after anti-Taliban forces moved in? The tape featured a fat Osama laughing and joking about how he’d carried out 9/11. The video was also mistranslated in order to manipulate viewer opinion and featured “Bin Laden” praising two of the hijackers, only he got their names wrong. This Osama also used the wrong hand to write with and wore gold rings, a practice in opposition to the Muslim faith. Despite the fact that the man in the video looks nothing like Bin Laden, the CIA stood by it and declared it to be the official “9/11 confession video” [ see: JIHAD: The Great CIA Game]

WERMAN: this wasn’t a flash in the pan. Your column mentions another CIA covert idea that involves, again, sex with children. This was a video that actually was made to discredit Osama Bin Laden. What did it show?
STEIN: Right, that was along the same lines. The agency found a contractor to make another video that would show Osama Bin Laden and his cronies sitting around a campfire passing around a bottle of whiskey and talking about having sex with their favorite boys and so on. This one was actually made... it took about six weeks...professional makeup artists. “Darker skinned” CIA employees were recruited to act the part of Osama and his circle. a lot of money was thrown at it and they did do it.... I know someone who participated in it. I’m not going to say exactly who it was, but someone who participated in making this film gave me the details, even voice coaches were provided....It was done in a secret location out in Virginia near Culpepper, Virginia

Refugee Report The United Nations refugee agency said Monday that as of last year, 43.7 million people around the globe had been forcibly displaced from their homes by conflict or persecution, the highest number in 15 years...the number of refugees registered with it and the agency for Palestinian refugees was 15.4 million in 2010. Oceans on brink of catastrophe: Marine life facing mass extinction 'within one human generation'
The world's oceans are faced with an unprecedented loss of species comparable to the great mass extinctions of prehistory, a major report suggests today. The seas are degenerating far faster than anyone has predicted, the report says, because of the cumulative impact of a number of severe individual stresses, ranging from climate warming and sea-water acidification, to widespread chemical pollution and gross overfishing.
The coming together of these factors is now threatening the marine environment with a catastrophe "unprecedented in human history", according to the report, from a panel of leading marine scientists brought together in Oxford earlier this year by the International Programme on the State of the Ocean (IPSO) and the International Union for the Conservation of Nature (IUCN)... the potential extinction of species, from large fish at one end of the scale to tiny corals at the other, is directly comparable to the five great mass extinctions in the geological record, during each of which much of the world's life died out. They range from the Ordovician-Silurian "event" of 450 million years ago, to the Cretaceous-Tertiary extinction of 65 million years ago, which is believed to have wiped out the dinosaurs. The worst of them, the event at the end of the Permian period, 251 million years ago, is thought to have eliminated 70 per cent of species on land and 96 per cent of all species in the sea
