White House Issues Guidelines for Sept. 11
...The White House in recent days has quietly disseminated two sets of documents. One framed for overseas allies and their citizens was sent to American embassies and consulates around the globe. The other for Americans here underscores the importance of national service and what the government has done to prevent another major attack in the United States issued to all federal agencies, officials said...Copies of the internal documents were provided to The New York Times by officials in several agencies involved in planning the commemorations....White House officials adopted the communications documents to shape public events and official statements, to strike a delicate balance between messages designed for two very important, but very different audiences on a day when the world’s attention will be focused on President Obama, his leadership team and his nation.
The guidelines list themes to underscore and, just as important, what tone to set. Officials are instructed to memorialize those who died in the Sept. 11, 2001, attacks and thank those in the military, law enforcement, intelligence or homeland security for their contributions since. “A chief goal of our communications is to present a positive, forward-looking narrative”...
One significant new theme is in both sets of documents: Government officials are to warn that Americans must be prepared for another attack — and must, in response, be resilient in recovering from the loss.... “While we must never forget those who we lost, we must do more than simply remember them —we must sustain our resilience and remain united to prevent new attacks and new victims.”...The guidelines say the absence of Al Qaeda playing any significant role in the “Arab Spring” uprisings against longtime autocrats in the Middle East and North Africa should be cited as evidence that Bin Laden’s organization “represents the past,” while peaceful street protesters in Egypt and Tunisia “represent the future.” Left unsaid was that many of the deposed leaders were close American allies and partners in counterterrorism operations.

9/11 Conspiracy Theories Persist 10 Years Later
In the decade since television cameras caught hijacked airliners crashing into buildings in New York and outside Washington, conspiracy theories about who was behind the terror attacks have persisted around the world. And some of these theories question whether the al-Qaida terror network had anything to do with the 9/11 attacks. People’s attitudes about the United States often influence their beliefs about 9/11 more than the facts themselves. The United States and most governments have blamed al-Qaida for September 11, 2001...But some have argued against this explanation...some of the more bizarre conspiracies go so far as to accuse the United States of attacking itself, or speculate Israel carried out the attacks in a plot to discredit Muslims... researchers correlated the survey results with the peoples’ attitudes toward the United States. Ishtiaq Ahmad a Pakistani expert in international relations, says negative attitudes toward America in the Muslim world are not only caused by U.S. foreign policies....ruling elites, especially in Pakistan, encourage those negative attitudes playing down U.S. assistance and blaming America and the West for their own domestic failures. “Basically, there is public anger against the rulers and they find ways and means to shift this anger to other great powers such as the United States. The same has been the case in Egypt, in Saudi Arabia, in the Gulf, in Pakistan. And therefore this conspiracy mindset, even 10 years after 9/11 has not gone away, rather in some aspects has aggravated,” he explained. But Ahmad says it may be possible to improve the situation. Qadhafi's adventurism has long exacted its toll on Africa...Qadhafi has long harbored ambitions of hegemony over the continent. Moreover, at least until the more recent years, he did not shy away from acting to secure that objective when he thought he could get away with it. Not only did he support numerous independence movements—including those of Angola, Guinea-Bissau, Mozambique, Namibia, and Zimbabwe—in the 1970s...
Libya is deeply involved in Africa, diplomatically and economically. As I documented here a year ago ,in recent years Qadhafi has carved out major roles as political and economic actors in Africa... Libyan financing has been critical to the building of infrastructure in Sub-Saharan African, including the reverse flow-capable extension of the Mombasa-Eldoret oil pipeline in Kenya to the Ugandan capital of Kampala. The recently announced tender for the construction of a 230-kilometer pipeline from Lake Albert to Kampala is predicated upon the construction by the Libyans of the extension from Kenya, while soon-to-be-independent Southern Sudan's ambitions of bypassing the North with its oil exports is largely based on the completion of the Ugandan pipeline. Thus the extent to which a post-Qadhafi government—or even Qadhafi himself, should he survive the current challenge to his rule—chooses to remain engaged in Africa will have serious repercussions on infrastructure as well as overall development on the continent....
The most probable outcome for Africa, irrespective of how the fight for the control of Libya unfolds, will be a diminishing of the role the North African country has played in the politics and economics of the continent....a new geopolitical and economic balance of will most certainly emerge in Africa as the smoke of the current battles clears.

Africa Command: U.S. Strategic Interests and the Role of the U.S. Military in Africa

On February 6, 2007, the Bush Administration announced the creation of a new unified combatant command, U.S. Africa Command or AFRICOM, to promote U.S. national security objectives in Africa and its surrounding waters. Prior to AFRICOM’s establishment, U.S. military involvement on the continent was divided among three commands: U.S. European Command (EUCOM), U.S. Central Command (CENTCOM), and U.S. Pacific Command (PACOM). The command’s area of responsibility (AOR) includes all African countries except Egypt. AFRICOM was officially launched as a sub-unified command under EUCOM on October 1, 2007, and became a stand-alone command on October 1, 2008.
DOD signaled its intention to locate AFRICOM’s headquarters on the continent early in the planning process, but such a move is unlikely to take place for several years, if at all. The command will operate from Stuttgart, Germany, for the foreseeable future. The East African country of Djibouti, home to the Combined Joint Task Force–Horn of Africa (CJTF-HOA) at Camp Lemonnier, provides the U.S. military’s only enduring infrastructure in Africa.
As envisioned by the Department of Defense (DOD), AFRICOM aims to promote U.S. strategic objectives and protect U.S. interests in the region by working with African states and regional organizations to help strengthen their defense capabilities so they are better able to contribute to regional stability and security. AFRICOM also has a mandate to conduct military operations, if so directed by national command authorities. In March 2011, AFRICOM commenced Operation Odyssey Dawn to protect civilians in Libya as part of multinational military operations authorized by the U.N. Security Council under Resolution 1973....

Quilliam works to challenge Islamist extremism and promote democratic culture in Muslim-majority societies and communities. The current uprisings in the MENA region mean that change on this agenda is more likely now than any other time in recent history. The emergence of pro-democracy movements has dealt a severe blow to the Islamist narrative, and their vision is now being increasingly publically scrutinised. The popularisation and adoption of democratic culture in Muslim majority countries, combined with policy changes at governmental level in the EU and North America, will be critical in bringing about the much needed change these regions deserve. In Muslim majority countries, democratic culture needs to be re-branded so it becomes fashionable for young people whilst Islamist extremism needs to become as unfashionable as communism now. President Obama took a huge political risk in Libya. Pro-Americanism now is ubiquitous. The lesson is that on rare occasions military force can advance human rights. Libya has so far been a model of such an intervention...The question of humanitarian intervention, one of the knottiest in foreign policy, will arise again. The next time it does, let's remember a lesson of Libya: It is better to inconsistently save some lives than to consistently save none.

The 50,000-man Libyan Army, which includes 25,000 poorly trained conscripts, forms
the bulk of Libya‟s 76,000 active forces. While the army is sometimes reported to have
some 40,000 men in its People's Militia, this force is more a symbol of Qadhafi's ever
changing ideology than a military force. The Libyan army seems to lack anything
approaching an effective and well-trained reserve system.
Regardless of the current totals, Libya only has about 25-33% of the manpower needed to
man its combat units, and total equipment pool – a factor which explains why so much of
its major combat equipment is in storage. Even its best combat units are under strength
and have severe training and leadership problems. These manpower problems are
compounded by tight political control, promotion based on political favoritism, and
training which is often limited to erratic small unit training. As has been noted earlier,
Qadhafi also rotates officers arbitrarily to prevent coup attempts, and restricts some forms
of training because he regards them as a threat to his security.
Libya‟s seeming return to the international community is unlikely to change this pattern.
Additionally, the resumption of U.S. international military education and training (IMET)
and Libya sending six to eight cadets annually to Poland‟s Warsaw-based military
academy of technology (WAT) are token gestures at best with negligible impact on
overall force quality, and is a far cry from the scale of structural and ideological change
needed for army-wide impact.
The Libyan Navy and coast guard have a nominal strength of 8,000 men, but may only
have 4,000-4,100 actives. The Libyan navy's overall training and readiness levels were
never high, and declined sharply after the mid-1980s, possibly because of decreased
funding and a resulting drop in support from the former Soviet Union. The Navy suffered
badly from UN sanctions, but acquired some Ukrainian technical support in 1995 and
received more parts deliveries and repairs after 1998 and has continued to place the
emphasis on upgrading its inshore and coastal capabilities rather than pursuing
acquisitions of additional major surface combatants. Some individual ship crews have
moderate capability, but overall training, readiness, and command standards are low, and
weapons systems and combat electronics are rarely exercised. Libya cannot operate as an
effective fleet.
Similarly, Libya's 18,000 man air force, which continues to operate a large pool of aging
aircraft, lacks consistent training, lacks competent pilots and seems to be as badly
organized – like most aspects of Libyan military activity.
