The Brzezinski National Security memorandum below followed the COINTELPRO which destroyed the ability of the Black national liberation movement led by the Black Panther Party [BPP] to function by years of dirty tricks and murdering more than 30 of its leaders. But this gangster op. was unable to kill the struggle against national oppression and passion for liberation. * Resistance and revolution of its savagely oppressed subjects everywhere in the world it dominates is the white supremacist capitalist system's greatest fear. The revolutionary movement against it stunned and terrified its arrogant rulers because the BPP message and actions mobilized millions far beyond the US ghetto and barrio reservations.
Brzezinski's strategy spells out tactics you'll read about below, including putting 'Black faces in high places', creating a Black pacification army with the likes of Jesse Jackson, Al Sharpton etc., and a bourgeois intellectual academic and cultural army including Manning Marable, Cornell West, to reach beyond the usual 'turn the cheek' ministers, to intensify hostile class divisions within the US Black nation, as well as exacerbate racist divisions especially in the working class.
This strategy reached full-bloom with Obama, 'house negro' supreme hired to execute the bipartisan US National Security Strategy for global domination necessitating the conquest or cooptation of major capitalist rivals and political resistance (aka"terrorism") - whom Brzezinski 'advises'.

For nearly 4 decades Brzezinski has been a major US global supremacy architect and strategist, always putting 'events and issues' in that context

For the next several decades, the most volatile and dangerous region of the world—with the explosive potential to plunge the world into chaos—will be the crucial swathe of Eurasia between Europe and the Far East. Heavily inhabited by Muslims, we might term this crucial subregion of Eurasia the new “Global Balkans.”1
(This phrase is meant to draw attention to the geopolitical similarity between the traditional European Balkans of the 19thand 20thcenturies and the unstable region that currently extends from approximately the Suez Canal to Xinjiang, and from the Russo-Kazakh border to southern Afghanistan - almost like a triangle on the map. In the case of both areas, internal instability has served as a magnet for external major power intervention and rivalry. For fuller discussion, see Brzezinski, The Grand Chessboard, chapter 5, p.5)
It is here that America could slide into a collision with the world of Islam while American- European policy differences could even cause the Atlantic Alliance to come unhinged. The two eventualities together could then put the prevailing American global hegemony at risk...however it is essential to recognize that the ferment within the Muslim world must be viewed primarily in a regional rather than a global perspective, through a geopolitical rather than a theological prism....
For at least a generation, the major task facing the United States in the effort to promote global security will be the pacification and then the cooperative organization of a region that
contains the world’s greatest concentration of political injustice, social deprivation, demographic congestion and potential for high-intensity violence. But the region also contains most of the world’s oil and natural gas. In 2002, the area designated as the Global Balkans contained 68 percent of the world’s proven oil reserves and 41 percent of the world’s proven
natural gas reserves; it accounted for 32 percent of world oil production and 15 percent of world nat- ural gas production. In 2020, the area is projected to produce roughly 42 million barrels of oil per day—39 percent of the global production total (107.8 million barrels per day). Three key regions— Europe, the United States and the Far East—collectively are projected to consume 60 percent of that global production (16 percent, 25 percent and 19 percent, respectively). The combination of oil and volatility gives the United States no choice....
To Whom Can America Turn? To be sure, several states in the area are often mentioned as America’s potential key partners in reshaping the Global Balkans: Turkey, Israel, India and—on the region’s periphery—Russia. Unfortunately, every one of them suffers serious handicaps in its capability to contribute to regional stability or has goals of its own that collide with America’s wider interests in the region. Black Africa and the U.S. Black Movement

The objective of our policy toward Black Africa is to prevent social upheavals which could radically change the political situation throughout the area. The success or failure of our policy in the region depends on the solution of international and internal issues whose importance to the United States is on the increase.

A multiplicity of interests influences the U.S. attitude toward black Africa. The most important of these interests can be summarized as follows:

If black African states assume attitudes hostile to the U.S. national interest, our policy toward the white regimes; which is a key element in our relations with the black states, may be subjected by the latter to great pressure for fundamental change. Thus the West may face a real danger of being deprived of access to the enormous raw material resources of southern Africa which are vital for our defense needs as well as losing control over the Cape sea routes by which approximately 65% of Middle Eastern oil is supplied to Western Europe.

Moreover, such a development may bring about internal political difficulties by intensifying the activity of the Black movement in the United States itself.

It should also be borne in mind that black Africa is an integral part of a continent where tribal and regional discord, economic backwardness, inadequate infrastructures, drought, and famine, are constant features of the scene. In conjunction with the artificial borders imposed by the former colonial powers, guerilla warfare in Rhodesia and widespread indignation against apartheid in South Africa, the above factors provide the communist states with ample opportunities for furthering their aims. This must necessarily redound to the detriment of U.S. political interests.

Black Africa is increasingly becoming an outlet for U.S. exports and investment. The mineral resources of the area continue to be of great value for the normal functioning of industry in the United States and allied countries. In 1977, U.S. direct investment in black Africa totaled about $1.8 billion and exports $2.2 billion. New prospects of substantial profits would continue to develop in the countries concerned.

Apart from the above-mentioned factors adverse to U.S. strategic interests, the nationalist liberation movement in black Africa can act as a catalyst with far reaching effects on the American black community by stimulating its organizational consolidation and by inducing radical actions. Such a result would be likely if Zaire went the way of Angola and Mozambique.

An occurrence of the events of *1967-68 would do grievous harm to U.S. prestige, especially in view of the concern of the present Administration with human rights issues. Moreover, the Administration would have to take specific steps to stabilize the situation. Such steps might be misunderstood both inside and outside the United States. In order to prevent such a trend and protect U.S. national security interests, it would appear essential to elaborate and carry out effective countermeasures.

Possibility of Joint Action by U.S. Black and African Nationalist Movement.
In elaborating U.S. policy toward black Africa, due weight must be given to the fact that there are 25 millions American blacks whose roots are African and who consciously or subconsciously sympathies with African nationalism.
The living conditions of the black population should also be taken into account. Immense advances in the field are accompanied by a long-lasting high rate of unemployment, especially among the youth and by poverty and dissatisfaction with government social welfare standards.
*These factors taken together may provide a basis for joint actions of a concrete nature by the African nationalist movement and the U.S. black community... renewal of the extremist national idea of establishing an "African Republic" on American soil. Black community leftist radical elements could resume extremist actions in the style of the defunct Black Panther Party... Basically, actions would take the form of demonstrations and public protests, but the likelihood of violence cannot be excluded. There would also be attempts to coordinate their political activity locally and with international organizations.
In the context of long-term strategy, the United States can not afford a radical change in the fundamentals of its African policy, which is designed for maximum protection of national security. In the present case, emphasis is laid on the importance of Black Africa for U.S. political, economic and military interests.

In weighing the range of U.S. interests in Black Africa, basic recommendations arranged without intent to imply priority are:
1. Specific steps should be taken with the help of appropriate government agencies to inhibit coordinated activity of the Black Movement in the United States.
2. Special clandestine operations should be launched by the CIA to generate mistrust and hostility in American and world opinion against joint activity of the two forces, and to cause division among Black African radical national groups and their leaders.
3. U.S. embassies to Black African countries specially interested in southern Africa must be highly circumspect in view of the activity of certain political circles and influential individuals opposing the objectives and methods of U.S. policy toward South Africa. It must be kept in mind that the failure of U.S. strategy in South Africa would adversely affect American standing throughout the world. In addition, this would mean a significant diminution of U.S. influence in Africa and the emergence of new difficulties in our internal situation due to worsening economic prospects.
4. The FBI should mount surveillance operations against Black African representatives and collect sensitive information on those, especially at the U.N., who oppose U.S. policy toward South Africa. The information should include facts on their links with the leaders of the Black movement in the United States, thus making possible at least partial neutralization of the adverse effects of their activity.

The concern for the future security of the United States makes necessary the range of policy options. Arranged without intent imply priority they are:
(a) to enlarge programs, within the framework of the present budget, for the improvement of the social and economic welfare of American Blacks in order to ensure continuing development of present trends in the Black movement;
(b) to elaborate and bring into effect a special program designed to perpetuate division in the Black movement and neutralize the most active groups of leftist radical organizations representing different social strata of the Black community: to encourage division in Black circles;
(c) to preserve the present climate which inhibits the emergence from within the Black leadership of a person capable of exerting nationwide appeal;
(d) to work out and realize preventive operations in order to impede durable ties between U.S Black organizations and radical groups in African states;
e) to support actions designed to sharpen social stratification in the Black community which would lead to the widening and perpetuation of the gap between successful educated Blacks and the poor, giving rise to growing antagonism between different Black groups and a weakening of the movement as a whole.
(f) to facilitate the greatest possible expansion of Black business by granting government contracts and loans with favorable terms to Black businessmen;
(g) to take every possible means through the AFL-CIO leaders to counteract the increasing influence of Black labor organizations which function in all major unions and in particular, the National Coalition of Black Trade Union and its leadership including the creation of real preference for adverse and hostile reaction among White trade unionists to demands for improvement of social and economic welfare of the Blacks;
(h) to support the nomination at federal and local levels of loyal Black public figures to elective offices, to government agencies and the Court.

...Martin’s family said police initially told them Zimmerman said he acted in self-defense and that his record was “squeaky-clean.” Public records show he was arrested in Orange County in 2005 on charges of resisting arrest with violence and battery on a law enforcement officer. Those charges were later dropped. Benjamin Crump, the Martin family attorney, filed a public records lawsuit last week seeking 911 recordings for the night of the shooting. Hurricane Katrina: Lessons for Army Planning and Operations

The efforts undertaken by civilian and military organizations in response to Hurricane Katrina were historically unprecedented, but problems did arise in the military response that contributed to delays in accomplishing evacuations and relief operations across the storm-ravaged areas of Louisiana and Mississippi, particularly New Orleans. A number of steps can be taken to enhance future military disaster-response efforts: give the National Guard the federal mission to conduct homeland security activities; make each National Guard unit capable of rapid deployment; prepare governors to call up Guard units to state active duty for out-of-state emergencies; and design a regional approach in the National Guard through the creation of ten National Guard standing homeland security task forces. Designating National Guard and active-duty units for homeland security in the Army’s planning process also deserves consideration, as does an approach to command and control structure that prepares decision makers to quickly select from a set of predefined alternatives giving the lead to federal or state task forces depending on the characteristics of the emergency.

President Obama talks about Joseph Kony. Jake Tapper of ABC News posted video in which he asks the president about the LRA. The exchange is below.
Tapper: On Friday we learned that you authorized the deployment of 100 Special Forces troops to Central Africa. The Lord's Revolutionary (sic) Army that these troops will be helping to remove their leaders from the battlefield, they are known for using child soldiers, and I'm wondering — the process of agreeing to deploy troops in a situation like this where you know that these special forces might have to return fire and they might be firing upon child soldiers — how difficult is that as a decision to make?
Obama: Well none of these decisions are easy, but those who are familiar with the Lord's Resistance Army and their leader, Mr. Kony, know that these are some of the most vicious killers. They terrorize villages, they take children into custody and turn them into child soldiers, they engage in rape and slaughter in villages they go through. They have been a scourge on the Uganda and that entire region, eastern Africa. So there has been strong bi-partisan support and a coalition, everything from evangelical Christians to folks on the left and human rights organizations who have said it is an international obligation for us to try to take them on and so given that bipartisan support across the board that we have to do something about this, what we've done is we've provided advisors, they are not going to be in a situation where they are called upon to hunt down the Lord's Resistance Army or actively fire on them, but they in a position to protect themselves...and provide the support that is needed, the advice, the training and logistical support that hopefully will allow this kind of stuff to stop.

Why Washington Sent Troops to Central Africa
...Media reports mostly covered LRA atrocities and were prompted by particular events, such as when, in 2005, the newly created * International Criminal Court issued arrest warrants -- its first ever -- for the LRA's top commanders; when Kony announced his interest in peace negotiations in 2006; and when he repeatedly failed to sign the subsequent agreement in 2008. There has been rather less media concern about events after that failure.
Obama's apparent sudden escalation of U.S. engagement in Uganda, did not publicize the fact that U.S. Africa Command (AFRICOM) has had an unspecified number of soldiers deployed in the area to assist the Ugandan army for years. In late 2008, AFRICOM was even involved in a military push to take out the LRA once and for all. It is easy to understand why Operation Lightning Thunder, the mission aimed at capturing or killing Kony at his main base in Garamba National Park in the Democratic Republic of Congo, goes unmentioned. Kony and his commanders had vacated the area well in advance. ... Obama claimed he decided to act because it "furthers U.S. national security interests and foreign policy." Yet it is not entirely clear how that could be true, since Kony and the LRA have not targeted Americans or American interests and are not capable of overthrowing an allied government. It is worth noting that support for the Ugandan military does coincide with the broad thrust of the administration's African alliances and strategic agenda...Obama signed into law the Lord's Resistance Army Disarmament and Northern Uganda Recovery Act, which called for "increased, comprehensive U.S. efforts to help mitigate and eliminate the threat posed by the LRA to civilians and regional stability," and requires regular official reporting to Congress on how the fight against the LRA is proceeding... activists have claimed Obama's decision to send in troops as a victory

Comment by Ugandan journalist Angelo Izama, born in Kampala, Uganda, a Knight Fellow at Stanford University specializing in security issues in Central Africa
Izama says a crucial natural resource angle is being overlooked...Uganda recently discovered "significant deposits of oil" near its border with the DRC. "This is the one game changer in the history of conflict in that region". He said joint military operations are increasingly concentrated in the oil-rich area...the Ugandan military -- which the Obama administration committed to assisting after the oil discovery –has been increasing oil-related security operations."For Uganda to exploit oil on that border region, it must run a very large security operation.
