But James Glassman, senior economist at the big JPMorgan Chase bank, said investors see favorable trends in the U.S. economy, the world's largest....

Former Defense Secretary Robert Gates championed a rebalancing of foreign policy funding away from the military, arguing the US should pool soldiers' and diplomats' shared resources to better manage projects in warzones. Now, after his departure, the first true test of that idea is going into effect... a new $2 billion fund State and Defense would share for security capacity building, stabilization, and conflict prevention in dangerous areas of the world, where both the military and the diplomatic core operate, until his departure this year.
The Obama administration acted on that this year proposing a $50 million starter fund in its fiscal 2012 budget request which it called the Global Security Contingency Fund (GSCF), meant for responding to "urgent and emergent challenges."... "This is really an example of how State and DOD... decided to work together to solve these problems.".. The rough model for the office is the interagency "Pakistan cell," which manages various aspects of Pakistan funding now... In the fiscal 2012 budget bill passed by Congress last week and signed by President Barack Obama, the $50 million to start GCSF was omitted. But Congress gave the administration authority to start the project using funding from other accounts ...this year State put the funding in its Overseas Contingency Operations (OCO) account...thus not counted as part of State's regular budget and more protected from the budget-cutting. The Pentagon is still heavily involved: In order to get the money to the Pakistani military, State actually passes the funds through the Pentagon, which implements the program on the ground by doling out the cash to the Pakistani army....

7/10/07 The Congressional Research Service (CRS) issued a report on the deployment of over 40 Fusion Centers throughout the U.S....the most recent effort by the federal government to establish an operational domestic surveillance program, is the joint project of the Department of Homeland Security and the Justice Department.  Fusion centers were initially created to target terrorist activities, but are now used to target all crimes and other hazards, like natural disasters. Fusion centers serve as hubs for bringing together information from distributed sources, including the federal government, state, local, tribal and territorial governments, and the private sector. Fusion centers gather this information for the purpose of collection, retention, analysis, and dissemination.   The term, "fusion center" originated from the Department of Defense (DOD,) and refers to the fusing of information for analysis purposes.

2002 DARPA’s Total Information Awareness Program
A massive DOD fusion center project managed by the Pentagon's Defense Advanced Research Project Agency (DARPA) known as Total Information Awareness (TIA) was reported in . The project called for the development of "revolutionary technology for ultra-large all-source information repositories," to contain information from multiple sources to create a "virtual, centralized, grand database" populated by data contained in current databases such as financial records, medical records, communication records, and travel records as well as new sources of information plus Intelligence data.
Admiral John Poindexter, former National Security Advisor to President Reagan, headed the key component of the TIA project to develop data-mining or knowledge discovery tools to sort through the massive amounts of information in order to find patterns and associations...also develop search tools like Project Genoa, which Poindexter's employer, prior to his return to government, Syntek Technologies helped develop. TIA planned to fund development of more such tools and data-mining technology to help analysts "preempt" future action. A further crucial component was development of biometric technology to enable identification and tracking of individuals. DARPA had already funded its "Human ID at a Distance " to positively identify people from a distance through technologies such as face or gait recognition.

In August 2002, the International Association of Chiefs of Police presented the Criminal Intelligence Summit, held March 7-8, 2002, final document from the DOJ's Community Oriented Policing Services (COPS) which acknowledged that the problems identified following the September 11, 2001 terrorist attacks were found to be with "intelligence exchange between national agencies..."... the report quickly endorsed the creation of a Criminal Intelligence Coordinating Council to implement the National Intelligence Plan that would engage local, state, and federal law enforcement agencies in a database sharing environment. The plan addressed the legal impediments to the effective transfer of criminal intelligence between authorized local, state, and federal law enforcement agencies. This plan became the superstructure for the next domestic Fusion Center effort by advocating for the creation of the Criminal Intelligence Coordinating Council...The Criminal Intelligence Summit participants stressed the need to not limit data sharing to terrorism or terrorist related activity, but to extend it to all criminal intelligence under the general heading of "Intelligence-Led Policing." Criminal intelligence was defined as "the combination of credible information with quality analysis--information that has been evaluated and from which conclusions have been drawn." The report supported expanding the information sharing database to include court records, emergency management personnel, and "specialized security forces of particular situation-relevant intelligence."...A key goal of the proposal establishes the need to "[c]reate a marketing strategy to increase stakeholder participation in the intelligence sharing process and conduct public education to promote acceptance of the system overall."

September 2003, Congress eliminated funding for the controversial TIA project...but It was believed not the end of other similar government data-mining initiatives. Projects such as the Novel Intelligence from Massive Data within the Intelligence Community Advanced Research and Development Activity (ARDA) moved forward. The FBI and the Transportation Security Administration were also working on data-mining projects that fused commercial databases, public databases, and intelligence data and meeting with TIA developers.

Built by a consortium of state law enforcement agencies, MATRIX proposed to combine public records and private record data from multiple databases with data analysis tools. This criminal information and intelligence should be both strategic (i.e., designed to provide general guidance of patterns and trends) and tactical (i.e., focused on a specific criminal event)....

2008, the Department of Homeland Security, the Department of Justice, and Global jointly published a supplement to the Fusion Center Guidelines called Baseline Capabilities to define the capabilities needed to create a nationwide network of fusion centers and sets forth the minimum standards for a fusion center to be able to perform such basic functions... The Department of Homeland Security set an objective to create a network of fusions centers as a unique law enforcement and information resource across jurisdictions, supported by multidisciplinary teams dispersed throughout a national network of information hives.

Background on FAST
According to documents published by the Department of Homeland Security, FAST is a "Minority Report" style initiative that seeks to determining the probability that an individual, not suspected of any crime, might commit a future criminal act. Under the FAST program, the DHS will collect and retain of a mix of "physiological and behavioral signals" from individuals as they engage in daily activities.
Funded by S&T's Homeland Security Advanced Research Projects Agency, managed by S&T's Human Factors Behavior Sciences Division, FAST is designed to allow the agency capture biological and behavioral information from subjects. According to a 2008 Privacy Impact Assessment prepared by the agency, the DHS intends to monitor and collect data including "video images, audio recordings, cardiovascular signals, pheromones, electrodermal activity, and respiratory measurements."
News reports state that DHS tested the FAST Project in a public space in early 2011. DHS spokesman John Verrico acknowledged the test. DHS refused to make public the test results. DHS has not provided the location or duration of the test, but stated field-testing occurred in the "northeast" in a "large venue that is a suitable substitute for an operational setting".

An innovative technology that allows CCTV operators to track citizens in real time, predicts their movements and automatically logs the CCTV for evidential purposes was revealed at the recent OmniCompete pitch live competition in London, part of the Global Security Challenge. The Tag and Track system , made by the U.K.-based Ipsotek, adds a layer of intelligence to CCTV networks. The system tracks everyone who enters the CCTV network, building a profile of every object. If the computer spots suspicious behavior it flags the suspect. The system automatically searches its archive for any previously recorded footage as well as automatically highlighting the suspect on the operator’s display so that wherever they appear on the network they will be identified and tracked, in real time. Tag and Track uses video content analysis (VCA) and pattern recognition technologies to continuously trace the path all people and vehicles throughout the surveillance network. It allows the real-time identification of a suspect’s current location automatically as he or she moves from camera to camera and track multiple suspects simultaneously.

Over the past few years, the Obama administration has institutionalized the use of armed drones and developed a counterterrorism infrastructure capable of sustaining seemingly permanent war. Over the past two years, the Obama administration has been secretly developing a new blueprint for pursuing terrorists, a next-generation targeting list called the “disposition matrix.”
The matrix contains the names of terrorism suspects arrayed against an accounting of the resources being marshaled to track them down, including sealed indictments and clandestine operations. U.S. officials said the database is designed to go beyond existing kill lists, mapping plans for the “disposition” of suspects beyond the reach of American drones...
Spokesmen for the White House, the National Counterterrorism Center, the CIA and other agencies declined to comment on the matrix or other counterterrorism programs. Privately, officials acknowledge that the development of the matrix is part of a series of moves to embed counterterrorism tools into U.S. policy for the long haul. White House counterterrorism adviser John O. Brennan seeks to codify the administration’s Matrix approach, part of a broader effort to guide future administrations through the counterterrorism processes Obama has embraced....
