MOSCOW (AP) — President Barack Obama wants to ease diplomatic tensions with Moscow and had a letter hand delivered to President Vladimir Putin to propose new ways to cooperate, Russian officials said Monday. Obama’s national security adviser, Tom Donilon, met with Putin and other officials and presented the letter in an effort to improve relations, which have nosedived in recent months....National Security Council spokeswoman Caitlin Hayden's statement said that Donilon’s discussions in Moscow were ‘‘comprehensive and constructive.’’...they covered the full range of bilateral and global issues in preparation for Obama’s meeting with Putin at the sidelines of the Group of Eight summit in Northern Ireland in June.

2011 Request for Information on Tamerlan Tsarnaev from Foreign Government

Once the FBI learned the identities of the two brothers today, the FBI reviewed its records and determined that in early 2011, a foreign government asked the FBI for information about Tamerlan Tsarnaev. The request stated that it was based on information that he was a follower of radical Islam and a strong believer, and that he had changed drastically since 2010 as he prepared to leave the United States for travel to the country’s region to join unspecified underground groups.
In response to this 2011 request, the FBI checked U.S. government databases and other information to look for such things as derogatory telephone communications, possible use of online sites associated with the promotion of radical activity, associations with other persons of interest, travel history and plans, and education history. The FBI also interviewed Tamerlan Tsarnaev and family members. The FBI did not find any terrorism activity, domestic or foreign, and those results were provided to the foreign government in the summer of 2011.

The father of the suspected Boston Marathon bombers has revealed that the FBI questioned the older of the two brothers two years ago, about possible terrorist links.Dzhokhar Tsarnaev and his 26-year-old brother Tamerlan, are suspected of carrying out Monday's bombing, which killed three and injured over 150. Dzhokhar, 19, is in custody after a tense search last night, while his older brother was killed in a shootout with police the night before. The pair are of Chechen origin, and had lived in the US for around ten years.
Speaking to the Wall Street Journal from Makhachkala in Russia's Republic of Dagestan, the pair's father said FBI agents talked to Tamerlan as a "person of interest" in 2011.
He said he was present at the time, but wasn't worried: "They said, 'We know what sites you are on, we know where you are calling, we know everything about you. Everything'. They said, 'we are checking and watching' - that's what they said." "I knew what he was doing, where he was going. I raised my children right." He insisted that his boys were victims of a set-up, saying: "This is all lies. These are my children. I know my children."...
Last night the FBI confirmed the questioning, saying a foreign government - which they didn't name - asked them for information on Tamerlan. Reuters cited a US law enforcement source as saying the country in question was Russia. The statement continued:

As police detain the missing suspect in the deadly Marathon explosions in Boston, 19-year-old Dzhokhar Tsarnaev's social media accounts have emerged. A Twitter account attributed to the bombing suspect under handle @J_tsar at dated 9:34 PM. The last tweet, or rather retweet on this page is dated April 17, two days after the Boston incident. The account features some controversial posts, including one about minorities not having a voice, listed the day of the Boston attack."There are people that know the truth but stay silent & there are people that speak the truth but we don't hear them cuz they're the minority," Tsarnaev allegedly wrote.
A tweet dated earlier April 15 at 8:13PM seems to fight the views of the Westboro Baptist Church that believes victims of murderous sprees have been punished by God. The tweet is addressed to user @MelloChamp."@MelloChamp and they what 'god hates dead people?' Or victims of tragedies? Lol those people are cooked," the post reads.
A man using the name Djohar Tsarnaev listed on Russian version of Facebook Vkontakte describes himself as a follower of Islam who speaks three languages.
He mentions knowing English, Russian and Noxc̈iyn Mott, the mother tongue in Chechya

..The head cross-country track coach at the University of Mobile – Alastair Stevenson – told Alabama’s Press-Register:
“At the starting line this morning, they had bomb sniffing dogs and the bomb squad out there. They kept announcing to runners not to be alarmed, that they were running a training exercise. ’ve run a lot of races like this one, but I never saw bomb dogs at the starting line of any running event.

Stevenson provided additional details in an interview by local 15 tv news:
University of Mobile’s Cross Country Coach, who was near the finish line of the Boston Marathon when a series of explosions went off, said he thought it was odd there were bomb sniffing dogs at the start and finish lines. “They kept making announcements to the participants do not worry, it’s just a training exercise,” Coach Ali Stevenson told Local 15.
Stevenson said he saw law enforcement spotters on the roofs at the start of the race. He’s been in plenty of marathons in Chicago, D.C., Chicago, London and other major metropolitan areas but has never seen that level of security before.

All the marathon runners – including Stevenson – started the race hours before the bombs exploded.
Time Magazine reported yesterday:
Over the years, the Boston Marathon has undergone numerous security overhauls. TIME writer Katy Steinmetz reports: Under heightened security in 2002, 600 police officers joined the runners. There were also an unprecedented 1,500 state and local police patrolling the route and another 1,500 security guards. There were 415 National Guard troops on hand. Helicopters, bomb-sniffing dogs, hazmat teams and radiation detectors were added. Boston Globe compared to security used for the Olympics and Super Bowl. According to the Mass. National Guard website, more than 400 troops were involved in 2013, too. From the release: Pfc. Matthew S. Knowlton, a military policeman with the 747 Military Police Company, was one Soldier assigned to help out at the starting line. Describing the scene Knowlton said, “This is a very positive setting, I’m just happy to be here. There are a lot of people here but it’s a great crowd.”

At 5:20 a.m. on Monday, four hours before the Boston Marathon’s elite runners took off, a group of 15 active-duty soldiers from the Massachusetts National Guard gathered at the starting line in Hopkinson. Each soldier was in full combat uniform and carried a “ruck,” a military backpack weighing about 40 pounds. The rucks were filled with Camelbacks of water, extra uniforms, Gatorade, changes of socks—and first-aid and trauma kits. It was all just supposed to be symbolic.
“Forced marches” or “humps” are a regular part of military training, brisk walking over tough terrain while carrying gear that could help a soldier survive if stranded alone. These soldiers, participating in “Tough Ruck 2013,” were doing the 26 miles of the Boston Marathon to honor comrades killed in Iraq and Afghanistan, or lost to suicide and PTSD-related accidents after coming home. It took about eight hours for all of the soldiers to cross the finish line, some cruising nearly at a 13-minute mile, others coming in at a little slower pace. They were gathered near the medical tent behind the finish line, waiting for the elite runners to come in. That was the contingency plan in case anything went wrong—meet by the medical tent.

Friday afternoon, Donald Adair, owner of Adair Grain, Inc issued his first public comment since the blast. He praised the first responders and said the hearts of the company go out to everyone who suffered...Sgt. William Patrick Swanton of the nearby Waco Police Department had no details on the number of people who work at the plant, which was cited by the Texas Commission on Environmental Quality in 2006 for failing to qualify for a permit after receiving a complaint of a strong ammonia smell....
President Obama, in a statement released Thursday, said "I want to thank the first responders who worked tirelessly through the night to contain the situation and treat the wounded. My Administration, through FEMA and other agencies, is in close contact with state and local partners on the ground to make sure there are no unmet needs as search and rescue and response operations continue."
