In order to combat the strange new global terrorism, the United States attempted a global war centered largely on armed combat. As the events of last week tragically demonstrated, the US did not win. As former Secretary of Defense Robert Gates recognized, “over the long term, the United States cannot capture or kill its way to victory.” That is not an effective strategy for the terrain of ideas and beliefs on which much of the battle with violent extremism takes place. Even the application of direct military force to terrorism will be enfolded into the battle of ideas. The US military can kill a combatant, but in his or her place ideas and feelings that inspire others will take root...
We must therefore return to a war of ideas .But in no way the same war of ideas envisioned...as a bipolar battle with a single ideology of “Islamic extremism”... rephrased as the more acceptable “extremism” despite the fact the referent continued to denote extremist ideas in the name of Islam. That war of ideas was modeled on the Cold War, with a more clearly bipolar battle between American free market democracy and Soviet communism.. Al Qaeda had no such coherence, especially in derivative forms...

Pelican Bay has more than 1,000 'Special Housing Units (SHUs) small, windowless cells, isolated from other human contact at least 22.5 hrs. a day. Across the state about 4,500 prisoners...some who have not seen the light of day for over 20 years...are held in SHUs, 6,000 more endure some other form of solitary.

EPA Abandons Major Radiation Cleanup in Florida Despite Cancer Concerns (SIC)
...Under a decision quietly finalized two weeks ago, the EPA will leave it to state officials to decide the fate of the sites in and around Lakeland, an approximately 10-square-mile residential area midway between Orlando and Tampa.Florida officials have long argued that the affected area need not be cleaned up in the absence of radiation levels well above what EPA policy normally permit. The decision not to enforce federal rules could have far-reaching implications for how the US deals with future radioactive contamination across the country...
The EPA decision not to enforce its Superfund standards at Florida sites is consistent with a controversial new guide for dealing with the aftermath of dirty bomb attacks, nuclear power-plant meltdowns and other radiological incidents that the agency published last year...EPA officials are looking to use the new guide --backed by the nuclear power industry -- to relax radiation standards. The agency's approach to the Florida case lends further credence to the concern... EPA scientists first warned superiors in 1979 of the health threat... past phosphate mining had created elevated concentrations of radium-226 in the area's soil. Radium produces gamma rays that can penetrate the body and increase the risk for a variety of cancers. Inhaling or ingesting the uranium byproduct can increase the risk of leukemia, lymphoma and bone cancer, specifically. In addition, the decay of radium creates radon, an odorless, radioactive gas that can increase the risk of lung cancer by seeping into homes and polluting indoor air. Given these risks, EPA scientists advised no new homes should be built on the sites but residential development continued and the federal agency took no action....
Phosphate mining industry officials of the second largest revenue-producing enterprise in the Sunshine State, strongly opposed the agency declaring the parcels Superfund sites - which would make the companies liable for as much as $11 billion cleanup costs, according to 2004 estimates in the EPA inspector general report....
Last March, the Florida Department of Environmental Protection proposed that the state - rather than the federal government - direct all future actions pertaining to the sites.. the federal government is walking away from the sites permanently. "Because the state would manage the phosphate mining sites that were historically listed in [the EPA Superfund database] under Florida's existing programs, there would be no further federal interest in these sites under Superfund and EPA would change their [database] status to ‘Archived,'"
