Pre-Emptive Nuclear Strike by the West a Key Option, NATO Told

"The first use of nuclear weapons must remain in the quiver of escalation as the ultimate instrument to prevent the use of weapons of mass destruction." The west must be ready to resort to a pre-emptive nuclear attack to try to halt the “imminent” spread of nuclear and other weapons of mass destruction, according to a radical manifesto for a new NATO by five of the west’s most senior military officers and strategists. Calling for root-and-branch reform of NATO and a new pact drawing the US, NATO and the European Union together in a "grand strategy" to tackle the challenges of an increasingly brutal world, the former armed forces chiefs from the US, Britain, Germany, France and the Netherlands insist that a "first strike" nuclear option remains an "indispensable instrument"...The five commanders argue that the west’s values and way of life are under threat, but the west is struggling to summon the will to defend them. The key threats are:
· Political fanaticism and religious fundamentalism.
· The “dark side” of globalisation, meaning international terrorism, organised crime and the spread of weapons of mass destruction.
· Climate change and energy security, entailing a contest for resources and potential “environmental” migration on a mass scale.
· The weakening of the nation state as well as of organisations such as the UN, Nato and the EU. [...]

Gordon Brown has begun secret talks with other world leaders on far-reaching reform of the United Nations Security Council as part of a drive to create a "new world order" and "global society". The Prime Minister is drawing up plans to expand the number of permanent members in a move that will provoke fears that the veto enjoyed by Britain could be diluted eventually. The hawkish former diplomat said that after a US intelligence report published late last year that claimed Iran had suspended a nuclear weapons programme in 2003, the US was unlikely to take military action against it. “The pressure is on Israel now after the National Intelligence Estimate because, I think, the likelihood of American use of force has been dramatically reduced,” he said.
Bolton said that military action against Iran should be taken before Tehran acquires a bomb. “The calculus in the region changes dramatically once Iran has nuclear capability, meaning the pre-emptive use of force or the overthrow of the Iranian regime has to come before they get the weapon,” Bolton said. “If you are worried about an Iran with nuclear weapons and an extreme theological regime in power, the time to take the plan of action is before Iran acquires the weapons. http://snipurl.com/1y0cn

The European Union, Israel's largest trade partner in the world, is watching by as Israel tightens its barbaric siege on Gaza, collectively punishing 1.5 million Palestinian civilians, condemning them to devastation, and visiting imminent death upon hundreds of kidney dialysis and heart patients, prematurely born babies, and all others dependent on electric power for their very survival. By freezing fuel and electric power supplies to Gaza, Israel, the occupying power, is essentially guaranteeing that "clean" water -- only by name, as Gaza's water is perhaps the most polluted in the whole region, after decades of Israeli theft and abuse -- will not be pumped out and properly distributed to homes and institutions; hospitals will not be able to function adequately, leading to the eventual death of many, particularly the most vulnerable; whatever factories that are still working despite the siege will now be forced to close, pushing the already extremely high unemployment rate even higher; sewage treatment will come to a halt, further polluting Gaza's precious little water supply; academic institutions and schools will not be able to provide their usual services; and the lives of all civilians will be severely disrupted, if not irreversibly damaged. Jose Padilla Sentenced to 17 Years in Prison
Jose Padilla, who was detained as an enemy combatant for 3 1/2 years for allegedly plotting to set off a radioactive "dirty bomb," was sentenced today to just over 17 years in prison on separate terrorism-related charges in Miami. The sentence marks another major setback in a terrorism prosecution for the Justice Department, which had urged U.S. District Judge Marcia Cooke to sentence Padilla to life in prison for being part of an extremist cell that gave support to al-Qaeda and other Islamic militant groups. The sentence means that Padilla, now 37, could walk free when he is in his early 50s. Cooke also handed down prison terms of more than 16 years to Adham Amin Hassoun, 45, who recruited Padilla; and more than 12 years to Kifah Wael Jayyousi, 46, who was a financier for the cell. The three men were convicted in August of terrorism conspiracy and material support charges for lending aid to Islamic militants in Afghanistan, Chechnya, Somalia and other countries. All three could have faced life in prison for the convictions. Federal prosecutors in Miami indicated they would appeal the sentences. The Justice Department in Washington did not immediately respond...

Padilla was abruptly added to the Miami case in late 2005 as the Supreme Court was poised to consider his legal challenge to his indefinite confinement in a military brig in South Carolina. Cooke said she agreed with defense attorneys that Padilla had been subjected to "harsh conditions" and "extreme environmental stresses" as an enemy combatant. "I do find that the conditions were so harsh for Mr. Padilla ... they warrant consideration in the sentencing in this case," Cooke said, according to the Associated Press.

The judge also said the case lacked evidence linking Padilla and the other two defendants to specific acts of terrorism. "There is no evidence that these defendants personally maimed, kidnapped or killed anyone in the United States or elsewhere," Cooke said.

Padilla, a U.S. citizen, was arrested returning to the United States at O'Hare International Airport in 2002 and was soon designated an enemy combatant by President Bush. The case was announced at the time with great fanfare by then-Attorney General John D. Ashcroft and other Bush administration officials, who portrayed Padilla as a dangerous and high-ranking al-Qaeda operative who was working on a plot to detonate a "dirty bomb" inside the United States. Authorities later alleged that Padilla traveled extensively around the Middle East from 2000 to 2002, attended the terrorist training camp, met with senior al-Qaeda leaders and planned to blow up U.S. apartment buildings with natural gas. Justice officials said many of the allegations stemmed from admissions by Padilla, who had not initially been granted access to an attorney.

But the Miami court case did not include any mention of these alleged plots, largely because much of the evidence had been obtained through interrogations of Padilla, Sept. 11 planner Khalid Sheik Mohammed and other al-Qaeda prisoners that would not be admissible in regular criminal courts. Defense attorneys said Padilla and the other defendants were working to provide humanitarian aid to persecuted Muslims in other parts of the world. Federal prosecutors, on the other hand, portrayed them as willing participants in efforts to spread "violent jihad." Padilla's mother, Estela Ortega-Lebron, urged Cooke last week to spare her son a life prison sentence, saying that "he is not a monster; he's a human being."
